Council Towers Rehabilitation Project Update
The purpose of this Letter to Commission (L TC) is to provide an update on the rehabilitation project
at the elderly housing facility Council Towers, located at 533 Collins Avenue (South Tower) and
1040 Collins Avenue (North Tower), as requested by the Public Safety and Neighborhood Quality
of Life Committee (PSNQLC) on April 17, 2024. This L TC will be provided periodically until the
completion of the project, ensuring that the PSNQLC and relevant stakeholders remain informed
of the progress and any developments regarding the rehabilitation efforts.
The Administration received the following project update from the property management company,
the Elderly Housing Development and Operation Corporation (EHDOC), on May 22, 2024:
• Council House South New VRF (HVAC) System-The new HVAC system at Council
Towers South is active in corridors 3-12 and inside all units. Temporary AC units are
staged in the ground-floor lobby, second-floor Manager's office, and second-floor corridors.
• Council Towers North New VRF (HVAC) System: The vendor is pending the scheduled
date for the final installation of the new HVAC system, which currently relies on portable air
conditioning units.
• Council Towers North and South Community Rooms - Final renovations are underway,
and the community rooms are projected to be available for the residents' use upon their
completion.
• Laundry Rooms- The laundry room at the North Tower's passed the final building
inspection. Resident training for the laundry room at Council Towers North occurred on
May 22, 2024. The Council Towers North laundry room is scheduled to open for use on
May 24, 2024. Demolition will start at the laundry room in Council Towers South on May
23, 2024, and the tentative schedule for completion is June 17, 2024.
EHDOC will provide the Administration with another update in June. For more information,
