SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) 2024-031-WG
for Plan Review, Plans Examiners, and Building Inspection Services
The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission on
the status of Request for Qualifications (RFQ) 2024-031-WG for plan review, plans examiners,
and building inspection services. The RFQ seeks firms with staff qualified as inspectors or plans
examiners in building, roofing, electrical, plumbing, mechanical, elevator, structural, and zoning
disciplines.
Proposals pursuant to this RFQ were received on April 30, 2024. The responsive proposals will
be reviewed by the Evaluation Committee in accordance with the criteria established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
• Cristian Castro, Administrative Manager, Building Department
• Ricardo Guzman, Principal Planner, Planning Department
• Howard Ramirez, Engineering Assistant II, Public Works Department
• Jaime Reyes, Chief Electrical Inspector, Building Department
• Linette Trigo, Office Associate V, Building Department
I have also appointed the following individuals as alternates:
• James Bartell, Senior Building Inspector, Building Department
• Cesar Martinez, Engineering Assistant II, Public Works Department
• Irina Villegas, Chief of Planning Services, Planning Department
