Resolution 2024-33033RESOLUTION NO.� 2024-33033 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, MADE AT ITS APRIL 17, 2024 MEETING, AND URGING MIAMI-DADE COUNTY CORRECTIONS AND REHABILITATION DEPARTMENT AND THE MIAMI-DADE COUNTY HOMELESS TRUST TO EXPLORE ALTERNATIVE TRANSPORTATION OPTIONS FOR INMATES AT THE TIME OF THEIR RELEASE FROM THE TURNER GUILFORD KNIGHT CORRECTIONAL CENTER ("TGK" ). WHEREAS, at the November 16, 2022 City Commission meeting, Commissioner Alex Fernandez sponsored a referral item (C4 Q) to the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC" or "Committee") to discuss transportation services offered to inmates at the time of release from the Turner Guilford Knight Correctional Center ("TGK"), located at 7000 NW 41 Street, Miami, FL 33166, and owned and operated by the Miami -Dade County Corrections and Rehabilitation Department; and WHEREAS, when an arrest is effectuated by a sworn police officer, the arrestee may be transported to the TGK facility for formal booking and incarceration; and WHEREAS, upon release, TGK personnel determine if the inmate has a form of transportation or the means of paying for transportation; and WHEREAS, if the inmate does not have access to either, TGK personnel will provide the inmate with a Miami -Dade Transit Pass (at no charge to the inmate) to access the County public transportation system; and WHEREAS, there are four (4) Miami -Dade County bus routes in close proximity to the TGK facility (Routes 36/36A, 73, 95, and 132), with Route 36/36A providing a direct connection from TGK to the City of Miami Beach via NW 36 Street, 1-195/Julia Tuttle Causeway,. 41 Street, Collins Avenue, and Washington Avenue, terminating in the Lincoln Road area — an area that currently experiences considerable homeless activity; and WHEREAS, if individuals who are arrested and subsequently released from TGK return to Miami Beach and find themselves facing homelessness and/or seeking homeless services, those individuals may seek assistance via the City of Miami Beach Homeless Outreach Services Office to undergo assessment for further criteria -specific services; and WHEREAS, at the April 17, 2024 PSNQLC meeting, the Committee passed a motion recommending that the City Commission adopt a resolution urging Miami -Dade County and TGK to offer alternative transportation options to inmates upon release, including, but not limited to, transportation to facilities within the continuum of care or to the individual's home or address of record, or other alternatives or solutions, in collaboration with the Miami -Dade County Homeless Trust and other agencies as appropriate. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission accept the recommendation of the Public Safety and Neighborhood and Quality of Life Committee, at its April 17, 2024 meeting, urging Miami -Dade County Corrections and Rehabilitation Department the Miami -Dade County Homeless Trust to explore alternative transportation options for inmates at the time of their release from the Turner Guilford Knight Correctional Center ("TGK" ).
