T he Community Satisfaction Survey and interactive data dashboard are available on the Office of Management and Budget website and can be accessed through the following link: https://www .miamibeachfl.gov/city-hall/city- manager/mission-vision-and-values/strategic- planning/community-survey/ Survey Background and Highlights The survey was conducted betw een the months of February and April 2024 via mail, phone, and online. Language options included English, Spanish, and Creole. A total of 1,300 surveys were completed by residents and a total of 610 surveys by businesses with +/- 2. 7% and+/- 3.9% margin of error respectively. The survey was led by ETC Institute, a market research consulting firm that has specialized in the design and administration of market research for governmental organizations since 1982. Selected though a competitive procurement process, ETC Institute is familiar with the City and has maintained consistency in survey methodology since 2016. Notable survey highlights are included below with further details included in the attachments. 1. Perceptions of the City's image and efforts to prevent crime have improved significantly 2. Satisfaction with City services has increased significantly 3. Residents and business leaders feel much safer than they did two-years ago 4. The purpose of this survey was to gather input from residents to help in the City’s efforts to create a resident friendly city. Information compiled from the results will be used by City leaders in making data driven decisions that will greatly impact priorities for the community’s future. The survey, cover letter, and postage paid return envelope were mailed to a random sample of households in the City of Miami Beach. The cover letter explained the purpose of the survey and encouraged residents to either return their survey by mail or complete the survey online. ETC Institute followed-up with residents who received the mailed survey and promoted awareness of the survey using social media ads on Facebook and Instagram to encourage participation. All respondents who completed the survey online were required to provide their home address before submitting their responses. ETC Institute then matched the address provided by respondents who completed the survey with the addresses that were selected for the sample to ensure the participant is part of the sample. If a respondent did not provide an address or the address was not part of the sample, it was held separate from the random sample. The goal for the random sample was to attain 1,200 completed surveys from residents of Miami Beach. This goal was exceeded with 1,300 completed surveys received. The results for the random sample of 1,300 residents have a 95% level of confidence with a precision of at least +/- 2.81%. ETC Institute collected surveys from each area of the City with 206 completes from the Condo Corridor, 250 from Mid Beach, 315 from North Beach, 385 from South Beach, and 144 from South Pointe. Interpretation of “Don’t Know” Responses. The percentage of persons who gave “don’t know” responses is important because it often reflects the level of utilization of City services. For graphing purposes, the percentage of “don’t know” responses has been excluded to facilitate valid comparisons to the benchmarking data from other communities. Notably, 21 of the services evaluated received a combined score of over 50% for excellent or good ratings. Overall quality of the beaches Perceptions of the City of Miami Beach A significant majority of residents, totaling 74%, expressed satisfaction (comprising both "very satisfied" and "satisfied" responses) with Miami Beach as a place to live. Additionally, 70% indicated satisfaction with the quality of life in the city, while 66% conveyed satisfaction with its overall image. The lowest rated perceptions of the City of Miami Beach were the City’s efforts to prepare for the future (34%), City regulation of residential development (26%), and City regulation of commercial development (25%). The top three selected by residents are below: 1. Stormwater and drainage improvements 2. More walking and biking-friendly streets, greenways, and paths 3. Water and sewer system improvements Communication Sources The top three sources that residents of Miami Beach currently use to obtain information about City government issues and events are MB magazine (66%), City website (52%), and City email news (45%). When asked which sources they would prefer to use to get information the top three were City email news (47%), MB Magazine (45%), and City website and text message alerts (40%). This shows an alignment between the City and residents regarding preferred channels for public information. When contacting the City residents are most likely to use a phone, followed by sending an email and City website. The number one reason for contacting the City is to file a complaint. Addintional Findings • 78% of residents would definitely or probably recommend the City of Miami Beach as a place to live to family and friends. • 82% of residents are supportive (combination of very supportive or supportive responses) of the City of Miami Beach spending tax dollars to address sea-level rise. • 58% of residents are supportive (combination of very supportive or supportive responses) of the City of Miami Beach moving from traditional firework displays to environmentally sustainable drone displays. • The primary mode of transportation for trips within Miami Beach is by car. This is followed by walking and biking. • 53% of residents indicated that someone in their household regularly rides a bike. • When asked about the way tourism affects the quality of life in Miami Beach, the top three ways were traffic congestion (70%), bringing revenue to the City (63%), and increased cultural opportunities (37%). ETC Institute (2024) Page iv 2024 Miami Beach Resident Survey Executive Summary Opportunities for Improvement Recommended Priorities for the Next Two Years In order to help the City of Miami Beach identify investment priorities for the next two years, ETC Institute conducted an Importance-Satisfaction (I-S) analysis. This analysis examined the importance that residents placed on each City service and the level of satisfaction with each service. By identifying services of high importance and low satisfaction, the analysis identified which services will have the most impact on overall satisfaction with services over the next two years. If the City wants to improve its overall satisfaction rating, it should prioritize investments in services with the highest Importance Satisfaction (I-S) ratings. Details regarding the methodology for the analysis are provided in Section 4 of this report. Based on the results of the Importance-Satisfaction (I-S) Analysis, ETC Institute recommends the following services for high prioritization. Since its inception in November 1999, the survey has been implemented in over 300 cities and counties across 49 states. The majority of participating communities utilize the survey on either an annual or biennial basis. This section comprises two segments dedicated to benchmarking. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to citizens; and (2) to target resources toward those services where citizens are the least satisfied. The Importance-Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision-making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low, and the perceived importance of the service is relatively high. Methodology The rating is calculated by summing the percentage of responses for items selected as the first, second, and third most important services for the City to provide. The sum is then multiplied by 1 minus the percentage of respondents who indicated they were positively satisfied with the City’s performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding “Don’t Know” responses). “Don’t Know” responses are excluded from the calculation to ensure the satisfaction ratings among service categories are comparable. [IS=Importance x (1-Satisfaction)]. Example of the Calculation: Respondents were asked to identify the major categories of City services they think are most important for the City to provide. Twenty-nine percent (28.8%) of respondents selected efforts to address homelessness as the most important service for the City to provide. Regarding satisfaction, thirty-four percent (33.8%) of respondents surveyed rated efforts to address homelessness as a “4” or “5” on a 5-point scale (where “5” means “Very Satisfied”) excluding “Don’t Know” responses. The I-S rating for efforts to address homelessness was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example 28.8% was multiplied by 66.2% (1-0.338). This calculation yielded an I-S rating of 0.1907 which ranked first out of 29 major categories of City service. The maximum rating is 1.00 and would be achieved when 100% of the respondents select an item as one of their top three choices to emphasize over the next two years and 0% indicate they are positively satisfied with the delivery of the service. Importance-Satisfaction Analysis 2024 Miami Beach Resident Survey: Findings Report ETC Institute (2024)88 The lowest rating is 0.00 and could be achieved under either of the following two situations: •If 100% of the respondents were positively satisfied with the delivery of the service •If none (0%) of the respondents selected the service as one of the three most important areas for the City to emphasize over the next two years. Interpreting the Ratings Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis over the next two years. Ratings from 0.10 to 0.20 identify service areas that should receive increased emphasis. Ratings less than 0.10 should continue to receive the current level of emphasis. •Very High Priority / Significantly Increase Emphasis (IS>=0.20) •High Priority / Increase Emphasis (0.10<=IS<0.20) •Medium Priority / Maintain Current Emphasis (IS<0.10) The results for the City of Miami Beach are provided on the following pages. Note: The I-S Rating is calculated by multiplying the "Most Important" % by (1-'Satisfaction' %) Medium Priority (I-S < 0.10) High Priority (I-S = 0.10-0.20) 2024 Miami Beach Resident Survey: Findings Report ETC Institute (2024)90 Importance-Satisfaction Matrix Analysis Overview The Importance-Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low, and the perceived importance of the service is relatively high. ETC Institute developed an Importance-Satisfaction Matrix to display the perceived importance of major services that were assessed on the survey against the perceived quality of service delivery. The two axes on the matrix represent satisfaction (vertical) and relative importance (horizontal). Interpretation The I-S (Importance-Satisfaction) matrix should be interpreted as follows. •High Satisfaction, High Importance. Continued Emphasis. This area shows where the City is meeting resident expectations. Items in this area have a significant impact on residents’ overall level of satisfaction. The City should maintain (or slightly increase) emphasis on items in this area. •High Satisfaction, Low Importance. Exceeding Expectations. This area shows where the City is performing significantly better than residents expect the City to perform. Items in this area do not significantly affect the overall level of satisfaction that residents have with City services. The City should maintain emphasis on items in this area. •Low Satisfaction, High Importance. Opportunities for Improvement. This area shows where the City is not performing as well as residents expect the City to perform. This area has a significant impact on resident satisfaction, and the City should Increase emphasis on items in this area. •Low Satisfaction, Low Importance. Less Important. This area shows where the City is not performing well relative to the City’s performance in other areas; however, this area is generally considered to be less important to residents. This area does not significantly affect overall satisfaction with City services because the items are less important to residents. The purpose of this survey was to gather input from businesses to help in the City’s efforts to create a business-friendly city. Information compiled from the results will be used by City leaders in making data driven decisions that will greatly impact priorities for the community’s future. The survey, cover letter, and postage paid return envelope were mailed to all businesses in the City of Miami Beach. The cover letter explained the purpose of the survey and encouraged businesses to either return their survey by mail or complete the survey online. ETC Institute followed-up with businesses who received the mailed survey and promoted awareness of the survey using social media ads on Facebook and Instagram to encourage participation. All respondents who completed the survey online were required to provide their business address before submitting their responses. The goal was to attain 600 completed surveys from the businesses of Miami Beach. This goal was exceeded with 610 completed surveys received. The results for a sample of 610 businesses have a 95% level of confidence with a precision of at least +/- 4.00%. ETC Institute collected surveys from each area of the City with 154 completes from the Condo Corridor/North Beach, 139 from Mid Beach, and 385 from South Beach/ South Pointe. Interpretation of “Don’t Know” Responses. The percentage of persons who gave “don’t know” responses is important because it often reflects the level of utilization of City services. For graphing purposes, the percentage of “don’t know” responses has been excluded to facilitate valid comparisons to the benchmarking data from other communities. The percentage of “don’t know” responses for each question is provided in Section 6 (Tabular Data) of this report. ETC Institute (2024) Page ii 2024 Miami Beach Business Survey Executive Summary Major Survey Findings Major City Services Miami Beach businesses were asked to evaluate their satisfaction with major City services, considering both "excellent" and "good" ratings. The top five services identified were emergency medical services (87%), fire services (85%), ocean rescue/lifeguard/beach patrol services (84%), City’s emergency/hurricane preparedness efforts (83%), and maintenance of parks (82%). The lowest rated services by Miami Beach Businesses were condition of streets (55%), Miami-Dade County’s bus service (54%), efforts to manage stormwater drainage and flooding (54%), condition of sidewalks (47%), and efforts to address homelessness (39%). When asked which major City services were most important for the City to provide, Miami Beach businesses indicated the top five most important were: 1. Police services 2. Efforts to address homelessness 3. Cleanliness of streets near your business 4. Condition of streets 5. Condition of sidewalks Perceptions of the City of Miami Beach Sixty-eight percent (68%) of Miami Beach businesses expressed satisfaction, encompassing both "very satisfied" and "satisfied" responses, with the quality of life in Miami Beach. Additionally, 65% indicated satisfaction with the overall image of the City, while 64% conveyed satisfaction with the City’s efforts to prepare for disasters/emergencies. The lowest rated perceptions were the City regulation of residential development (34%), City regulation of commercial development (34%), and the quality and inventory of housing opportunities (29%). Sustainability and Resiliency Miami Beach businesses were surveyed regarding their agreement with nine statements concerning sustainability and resiliency. The highest levels of agreement, including both "strongly agree" and "agree" responses, are outlined below: 1. I have taken steps to reduce solid waste, including recycling and reducing single use plastic 2. Sustainability and resiliency are important to my business 3. I am informed about local climate change issues When asked what the City of Miami Beach could do to improve their business sustainability practices, the top two answers were, provide financial incentives to assist businesses to build sustainable practices (51%), and recognize businesses that reduce single use plastics (51%), ETC Institute (2024) Page iii 2024 Miami Beach Business Survey Executive Summary City Inspections and Code Enforcement Sixty-two percent (62%) of the businesses that were surveyed in Miami Beach reported not being inspected in the past 12 months. When asked how satisfied they were with the consistency and fairness of City inspections, 67% of Miami Beach businesses were either “very satisfied” or “satisfied”. Notably, only 14% of the businesses were “dissatisfied” or “very dissatisfied”. Fifty-six percent (56%) of businesses think the level of code and ordinance enforcement by the City of Miami Beach is about right. Public Transit and Parking Thirty-six percent (36%) of the businesses that were surveyed in Miami Beach rated the effectiveness of public transit for employees as being poor, compared to only 31% rating it as being excellent or good. When asked what their business has done to provide additional transit options for employees, the overwhelming top answer was provide free or subsidized parking spots (76%). When asked which statement best describes the availability of public and private parking for your employees and customers, the top two answers were, there are seldom parking spaces nearby (38%), and there are almost never parking spaces nearby (35%). Forty-four percent (44%) of businesses do not provide parking for their employees and do not know where they park. Thirty-eight percent (38%) of businesses say they provide parking for their employees. Communication Sources The top four sources that businesses of Miami Beach currently use to obtain information about City government issues and events are City website (54%), City email news or newsletters (41%), MB Magazine (37%) and text message alerts (33%). When asked which sources they would prefer to use to get information the top four were City website (44%), City email news or newsletters (41%), text message alerts (33%), and MB Magazine (28%). This shows an alignment between the City and businesses regarding preferred channels for public information. Addintional Findings • 81% of businesses currently think Miami Beach is better or about the same as previous years as a place to do business. • 72% of businesses would definitely or probably recommend the City of Miami Beach as a place to run a business. • 78% of businesses think that the City of Miami Beach is better or about the same compared to other cities as a place to run a business. • 66% of the businesses think the amount of street lighting near their business is about right. • 70% of businesses are supportive (combination of very supportive or supportive responses) of the City of Miami Beach spending tax dollars to address sea-level rise. ETC Institute (2024) Page iv 2024 Miami Beach Business Survey Executive Summary Opportunities for Improvement Recommended Priorities for the Next Two Years In order to help the City of Miami Beach identify investment priorities for the next two years, ETC Institute conducted an Importance-Satisfaction (I-S) analysis. This analysis examined the importance that businesses placed on each City service and the level of satisfaction with each service. By identifying services of high importance and low satisfaction, the analysis identified which services will have the most impact on overall satisfaction with services over the next two years. If the City wants to improve its overall satisfaction rating, it should prioritize investments in services with the highest Importance Satisfaction (I-S) ratings. Since its inception in November 1999, the survey has been implemented in over 300 cities and counties across 49 states. The majority of participating communities utilize the survey on either an annual or biennial basis. This section comprises two segments dedicated to benchmarking. National Benchmarking National Benchmarking data from two sources: (1) a national survey that was administered by ETC Institute during the summer of 2023 to a random sample of more than 5,000 residents in the continental United States and (2) from a regional survey administered to a random sample of more than 715 residents in Florida during the winter of 2023. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to citizens; and (2) to target resources toward those services where citizens are the least satisfied. The Importance-Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision-making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low, and the perceived importance of the service is relatively high. Methodology The rating is calculated by summing the percentage of responses for items selected as the first, second, and third most important services for the City to provide. The sum is then multiplied by 1 minus the percentage of respondents who indicated they were positively satisfied with the City’s performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding “Don’t Know” responses). “Don’t Know” responses are excluded from the calculation to ensure the satisfaction ratings among service categories are comparable. [IS=Importance x (1-Satisfaction)]. Example of the Calculation: Respondents were asked to identify the major categories of City services they think are most important for the City to provide. Forty-three percent (43.3%) of respondents selected efforts to address homelessness as the most important service for the City to provide. Regarding satisfaction, thirty-nine percent (38.9%) of respondents surveyed rated efforts to address homelessness as a “4” or “5” on a 5-point scale (where “5” means “Very Satisfied”) excluding “Don’t Know” responses. The I-S rating for efforts to address homelessness was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example 43.3% was multiplied by 61.1% (1-0.389). This calculation yielded an I-S rating of 0.2646 which ranked first out of 23 major categories of City service. The maximum rating is 1.00 and would be achieved when 100% of the respondents select an item as one of their top three choices to emphasize over the next two years and 0% indicate they are positively satisfied with the delivery of the service. Importance-Satisfaction Analysis 2024 Miami Beach Business Survey: Findings Report ETC Institute (2024)72 The lowest rating is 0.00 and could be achieved under either of the following two situations: •If 100% of the respondents were positively satisfied with the delivery of the service •If none (0%) of the respondents selected the service as one of the three most important areas for the City to emphasize over the next two years. Interpreting the Ratings Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis over the next two years. Ratings from 0.10 to 0.20 identify service areas that should receive increased emphasis. Ratings less than 0.10 should continue to receive the current level of emphasis. •Very High Priority / Significantly Increase Emphasis (IS>=0.20) •High Priority / Increase Emphasis (0.10<=IS<0.20) •Medium Priority / Maintain Current Emphasis (IS<0.10) The results for the City of Miami Beach are provided on the following pages. ETC Institute developed an Importance-Satisfaction Matrix to display the perceived importance of major services that were assessed on the survey against the perceived quality of service delivery. The two axes on the matrix represent satisfaction (vertical) and relative importance (horizontal). Interpretation The I-S (Importance-Satisfaction) matrix should be interpreted as follows. •High Satisfaction, High Importance. Continued Emphasis. This area shows where the City is meeting customer expectations. Items in this area have a significant impact on residents’ overall level of satisfaction. The City should maintain (or slightly increase) emphasis on items in this area. •High Satisfaction, Low Importance. Exceeding Expectations. This area shows where the City is performing significantly better than customers expect the City to perform. Items in this area do not significantly affect the overall level of satisfaction that residents have with City services. The City should maintain emphasis on items in this area. •Low Satisfaction, High Importance. Opportunities for Improvement. This area shows where the City is not performing as well as residents expect the City to perform. This area has a significant impact on resident satisfaction, and the City should Increase emphasis on items in this area. •Low Satisfaction, Low Importance. Less Important.
