Review Applicable Design Guidelines The City staff and the Design-Builder have been meeting and reviewing the Project design, as well as the applicable regulatory requirements with the community. Simultaneously, there has been ongoing code analysis to determine the applicability of the various related codes and requirements, and how they are applied or interpreted for this project. Maintain Open and Responsive Line Of Communication The Administration has endeavored to maintain and encourage the renewed communication between the project team and the stakeholders, including West Avenue Neighborhood Association (WAvNA) and the North of Fifth Neighborhood Association (NoFNA). Throughout this process, there have been ongoing communications, advising community representatives of the challenges encountered. City staff has also been attending different community meetings such as WAVNA and the Tuesday Morning Breakfast Club. Also, the parking design adjacent to each property along the corridor is discussed at each meeting held with the property owners, Board of Directors and residents of each property where harmonization plans are presented and discussed. Provide to the Public Full Parking Plans for Each Street The City’s Project website is updated regularly, and includes pertinent Project information, community updates and “frequently asked questions.” The complete West Avenue Phase II Improvements parking design, the related regulations and the presentations at the different meetings have been uploaded to the City’s Project website (https://www.miamibeachfl.gov/residents/neighborhood-affairs- division/active-projects/neighborhood-improvements/west-avenue-neighborhood-improvements- project-phase-ii/). Provide Regular Parking Solution Updates to The Mayor and City Commission On June 6, 2023, City staff from different departments, consisting of Capital Improvement Projects (CIP), Public Works, Parking and Communications, along with the Design-Builder and their Engineer of Record (EOR), met with residents and community representatives from Lincoln and Bay Roads to review resident suggested revisions to the parking plans, increasing the number of parking spaces. During this meeting, the team reviewed the governing State, County, and City regulations and their applicability to the community suggested changes to the parking design. A written record of the meeting, referred to as meeting minutes, was prepared, and, together with a Lincoln Road Vicinity Parking Restriction Analysis prepared by the engineer of record and a plan depicting additional spaces proposed by residents, has been uploaded to the Project website for reference (Exhibit B). Due to the applicable regulations, most of the suggested parking spaces cannot be implemented. The EOR also explained that much like design and construction of a building, the design and construction of a roadway must meet all applicable regulations in place at the time of permitting. The revisions to the parking plan, suggested by the residents, and the associated regulations/requirements can be summarized as follows: 1. Proposed parking along the east side of Bay Road, between Lincoln Road and Collins Canal was found to be not in conformance with applicable governing State, County, and City regulations a. The proposal would require a shift in the travel lane/travel lane deflection at intersections which exceeds the allowable maximum of 6‐ft b. Proposed parking spaces did not comply with the 15-ft clear sight triangle requirements on the north and south sides of each driveway c. Proposed parking spaces were located within the minimum required 20-ft setback from the crosswalks at Lincoln Road and Bay Road 2. Proposed additional parking along Lincoln Road between Bay Road and the street end was found not in conformance with applicable governing State, County, and City regulations a. Proposed parking spaces were located within the minimum required 20-ft setback from the crosswalks at Lincoln Road and Bay Road b. Proposed parking spaces do not comply with visibility and minimum clearance requirements for first responder access at the cul-de-sac c. Of the additional spaces proposed, the design-team agreed to further evaluate whether one additional space could be added on the north side, adjacent to the cul-de-sac. Some of the residents present during this meeting, expressed their desire to prioritize parking over bicyclist/pedestrian mobility and landscaping. One of the residents asked if the cul-de-sac at the Lincoln Road Street end could be relocated further west, eliminating or minimizing proposed landscaping, in order to provide more space east of the cul-de-sac for additional parking. The EOR responded that the suggestion did not initially appear to provide sufficient space, and that there were concerns regarding impacts this may have to underground infrastructure. The Design-Builder has been directed to evaluate the parking design for the Lincoln Road Street end for possible re-design and parking gains. On June 23, 2023, the City’s Finance and Economic Resiliency Committee discussed the design and construction of a new parking garage and affordable/workforce housing project at the City owned surface parking lot (P-23) located at 1625 West Avenue. The proposal sought to create additional resident parking inventory as a long-term mitigation strategy, reducing parking loss in the area as a result of the Project. The sponsor proposed withdrawing the item based on feedback indicating a lack of support from area residents, a previous failure of the proposal, and feasibility concerns. Further discussion resulted in a deferral of the item to the July meeting, where it was withdrawn. On July 10, 2023, CIP staff and the Design-Builder presented the Project’s parking design, and the related regulations affecting the design, to the Transportation, Parking & Bicycle-Pedestrian Facilities Committee (Exhibit C). The Committee discussed the project but took no action. In the process of determining whether additional parking spaces could be created along the corridor, the design team continues to reconcile the comments from the regulatory agencies, landscaping requirements, and the parking regulations, while addressing the varied interests of bicycle lanes, and safe pedestrian crosswalks. As a result of the numerous and varied requirements, the Design-Builder has engaged in producing a parking code impact study to determine the effects to proposed parking as a result of the implementation of the most stringent code and other requirements. On October 5, 2023, the Design-Builder delivered a parking code analysis (Exhibit D) reflecting the impacts of the various parking regulations and codes as well as assumptions and recommendations on the proposed parking layout. The May 2022, parking study performed by the Design-Builder, indicates that the currently planned 248 on-street parking spaces results in a reduction of 102 parking spaces. Based upon this recent analysis, we believe that the planned 248 spaces could be reduced by up to 17 spaces, or increased by up to 49 spaces, depending on the tradeoffs selected, such as locations of crosswalks, tree plantings and landscape areas, as well as code interpretation. Once the code analysis has been properly vetted, the Administration will be able to determine the final impact to proposed parking spaces, and potential strategies. On September 13, 2023, the City Commission referred an item, to the Public Safety and Neighborhood Quality of Life Committee, to consider a potential parking solution for permanent residential parking as part of the Project. The discussion item makes reference to a proposal from WAVNA regarding the development of a parking structure within the limits and private property of 1450 Lincoln Road, over that property’s existing parking lot. The item is scheduled to be heard later this year. While the Project team has been exploring all options to further mitigate parking reductions, and will continue to look for additional opportunities, the number of available spaces lost due to actualization of code and regulatory requirements, as well as design, remains essentially unchanged. The Administration is committed to pursuing and implementing all strategies, within the limits of codes, regulations, and best practices, which will increase the number of available parking spaces. To that end, at the suggestion of community representatives, City staff has begun exploring the possibility of reconfiguring the City owned surface parking lot P-23, located at 1625 West Avenue, with the in te n tio n o f p ro v id in g a m o r e e ff ic ie n t la y o u t a n d in c re a s in g th e n u m b e r o f a v a ila b le s p a c e s . T h e D e s ig n -B u ild e r is fi n a liz in g n e c e s s a ry p e r m its a n d h a s e x e c u te d h a rm o n iz a tio n a g re e m e n ts w ith p ro p e rt ie s w ith in s e g m en ts 1 and 2. Construction activities within the right-of-way are anticipated to commence in early next year. Construction of the Project's stormwater pump station at the P-24 parking lot, 1671 West Avenue, is anticipated to start in the next few weeks. Construction of the pump station will not impact the roadways. A preconstruction meeting with the community will be held prior to commencement of construction within the right-of-way. WHEREAS, the West Avenue Phase II Improvements — North Project (the "Project"), represents a comprehensively defined neighborhood improvement program,focused on resolving challenges associated with climate impacts and aged infrastructure; and WHEREAS, the Project has been divided into 9 segments, with the work being phased so that construction be substantially completed in a single segment before work can commence on the following segment, and importantly, with no segment authorized for construction until harmonization plans have been finalized and completed for each segment; and WHEREAS, the proposed improvements within the West Avenue neighborhood include many necessary improvements that will be extremely beneficial to the West Avenue neighborhood, such as installation of a new robust storm water drainage collection and pumping system, replacement of the existing water distribution/transmission systems and gravity sanitary sewers, installation of new street lighting, and pedestrian lighting, replacement of existing signalization with new mast arms at certain intersections, new landscaping, irrigation and construction of a new baywalk segment; and WHEREAS, currently, the City is preparing final permit packages for Segments 1 and 2 which includes several streets east of Alton Road between Lincoln Road and Dade Boulevard, including Lincoln Road, Lincoln Court, Bay Road, and a small portion of West Avenue); and WHEREAS, as part of the Project, the City implemented the West Avenue Resiliency Accelerator Program, with the goal to create a more resilient community through the improvement of the pedestrian and bicyclist experience by incorporating wider sidewalks, increasing shade canopy and effective bicycle lanes; and WHEREAS, the wider sidewalks, tree canopy and placement of equipment associated with the Project initially translated into a potential loss of up to 279 parking spaces; and WHEREAS, based on prior City Commission and resident concerns relating to the loss of up to 279 proposed parking spaces, and the Administration's collaboration with area residents on Exhibit A this issue, including representatives of the West Avenue Neighborhood Association, the number of parking spaces that will now be lost as part of the Project has been significantly reduced; and WHEREAS, at the March 27, 2023 City Commission meeting, the Mayor and City Commission adopted Resolution 2023-32518, approving short-term parking options to mitigate the loss of parking in the West Avenue neighborhood as the result of the Project prior to the displacement of any residential parking due to the construction of the Project, and increasing the previously allocated funding to partially subsidize private garage parking costs during the construction period from $50,000 per year to $75,000 per year; and WHEREAS, specifically, the Administration identified and recommended the following short-term parking options to provide additional parking space availability for residents during construction: Engage private parking providers to provide approximately 50 parking spaces to residents at a reduced rate, to be partially subsidized by the City. Discussions with private owners have resulted in an arrangement providing for 50 spaces to be charged at$135 per month, with the City subsidizing $75 per month for the spaces, and the residents paying the balance ($60). Convert approximately 133 metered on-street parking spaces within the zone, to metered 24-hour residential spaces. These spaces are currently pay-to-park spaces, accessible to residents during nights and weekends only. The proposed short-term parking option would convert these spaces to 24-hour access for residents, while remaining accessible to non-residents as well. Expand the residential parking zone to include City owned Parking Lot P-24, located at 1671 West Avenue, allowing residents to utilize up to 27 spaces during construction, available after the completion of segments 1 and 2, and up to 42 spaces once construction of the overall project is complete. The residential parking zone identifies where residents with valid parking passes are allowed to park. These spaces would remain "pay-to-park" for non-residents or those who do not hold a valid parking pass. Including access to this lot will result in new spaces for resident use. Provide approximately 18 temporary parking spaces on 14th Terrace, and approximately 10 temporary parking spaces on Flamingo Way, between Bay Road and West Avenue, if feasible. This short-term parking option will require further analysis and planning, as existing driveways and landscaping may restrict the potential gains; and WHEREAS, while the City Administration has undertaken significant steps to identify short-term parking solutions, residents in Segment 2 remain concerned about long-term parking once the Project is completed, since the current estimated number of lost parking spaces is between 100 and 144; and WHEREAS, the only current long-term parking solution proposed by the City is the construction of a parking structure at 1625 West Avenue (existing circular parking garage just South of Lincoln Rd), with the item currently pending and subject to review by the Finance and Economic Resilience Committee; and 2 Exhibit A WHEREAS, City Commission members have received numerous communications from residents in Segment 2 and its surrounding areas (i.e. Lincoln Road from West Avenue to the Bay) regarding the City's proposed long-term solution; and WHEREAS, specifically, many residents are not convinced that the construction of a parking garage is the best option for the following reasons: Cost. City Staff estimated that the parking structure would cost between $16 and 18 million, with funding yet to be identified. Time of construction. It would take several years to construct the parking garage, while there will be a pressing need for parking at the end of Segment 1 and 2 of the Project, which is estimated to be complete in approximately a year from now. Lack of convenience for residents. Many residents accustomed to parking in front of their buildings or near their buildings on the street would have to walk up to 3 blocks to their homes after parking in the proposed parking garage, adversely impacting their quality of life; and WHEREAS, at its May 15, 2023 meeting, the WAVNA discussed the pressing issue of parking and requested for the City to do the following: Share the full parking plans for each street from 14th Street to Collins Canal as soon as reasonably feasible; Provide regular parking solution updates to the Mayor and City Commission and WAVNA until satisfactory progress has been made; Direct City Staff to work with WAVNA on the proposed parking solution recommendations provided by WAVNA member Mr. Stephen Ginez; and WHEREAS, on April 16, 2023, and May 18, 2023, West Avenue Neighborhood Association ("WAVNA") member Stephan Ginez reached out to the City Administration with two 2) proposals to regain parking spaces in the West Lincoln Road area (for Segment 2 of the Project), with support of the WAVNA Board and Segment 2 residents; and WHEREAS, on June 6, 2023, the City hosted a meeting with Segment 2 residents and stakeholders to discuss pressing issues of the Project, including parking mitigation; and WHEREAS, City staff, as well as consultants employed by the City for the Project provided feedback to the resident proposals, and explained that proposed alternatives are not feasible because the City's design incorporates relevant County, State and Federal standards —some of which are mandatory code requirements; and WHEREAS, the availability of parking is of the utmost importance to residents, as the lack of parking in the area will adversely impact area residents; and 3 Exhibit A WHEREAS, because the City's design documents for the Project incorporate various design standards or guidelines, some of which are mandatory requirements pursuant to applicable laws, and some of which represent best practices pursuant to relevant County, State or Federal guidance, the Mayor and City Commission wish to direct the City Administration to identify further parking options to mitigate the loss of parking in the Segment 2 neighborhood by evaluating any proposals for mitigating parking, such as angled parking, tree relocations, and other design options, so long as the proposals do not conflict with mandatory code requirements pursuant to applicable laws; and WHEREAS, the Administration's evaluation should include elements of the Project design that are based on traffic assumptions/patterns, as well as the elements relating to landscaping, as these particular components of the design may significantly contribute to the loss of parking; and WHEREAS, to the extent landscaping requirements for the Project are driven by City code requirements, a better understanding of the specific impacts that landscaping requirements have on parking would allow the City Commission to determine whether any code amendments would be necessary or beneficial, for the benefit of the Project. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission request the City Administration to take the following steps in an effort to further mitigate the loss of parking in Segment 2 of the West Avenue Phase II Improvements Project(the Project"): (1) review applicable design guidelines relating to parking areas and determine if any guidelines/standards not required by any applicable laws may be re-evaluated in order to mitigate any loss of parking; (2) maintain open and responsive line of communication with the West Avenue Neighborhood Association ("WAVNA") and concerned residents regarding other alternatives to minimize the loss of parking in Segment 2 of the Project; (3) provide to the public full parking plans for each street from 14th Street to Collins Canal; and (4) provide regular parking solution updates to the Mayor and City Commission via Letter To Commission. Exhibit B Avenue Neighborhood Improvement Project Phase 2, Segment 2   Community Recommended Parking Layout Discussion    Page 2 of 3       The proposed parking along Bay Road between Lincoln Road and the canal was found not in  conformance because of:  o The maximum 6 ‐ft maximum allowable lane shifts/ travel lane deflection at intersections  o Parking spaces were too close to the north and south sides of each driveway not accounting for   the 15‐ft sight distance triangles.  o Parking spaces were included in areas too close to the crosswalk at Lincoln Road and Bay Road not  accounting for the 20‐ft setback.     The team mentioned that the current design does not reflect the correct   pedestrian ramps per the  City’s master plan.  The pedestrian ramps at the crosswalks must be bidirectional (one ramp per each  walking direction.  This would likely impact the parking spaces closest to the intersection and eliminate  at list the first parking space closest to the intersection.     The proposed parking along Lincoln Road between Bay Road and the street end was found not in  conformance because of:   o Parking spaces were included in areas too close to the crosswalks not accounting for the 20‐ft  setback from an intersection.  o Visibility and blockage issues for first responder access needed to be maintained at the cul de sac;  therefore, the parking space cannot back into the cul de sac.  o Impacts to landscaping opportunities was also discussed.  o  The team would further investigate whether one parking spot could be gained on the north side  of Lincoln Road between Lincoln Court and the street end.     Resident comments/questions included:  o How many traffic incidents have been reported in the area to warrant such strict guidelines. The  team reiterated that the new design must adhere to the code requirements for safety reasons.     o Could left or right turn only signs be installed to potentially minimize sight distance concerns or  swapping the proposed on‐street parking on Bay Road to the opposite side of the street.  The team  informed the group that a motorist still needs a clear view and enough space to maneuver turns.  The same conflicts would remain if parking was placed on the west side of the street.    o Are their differences in the code for single or double wide driveways? No, there is no difference.     o Could the street be repaved later without placing all the pavement markings at parking areas. No.  The pavement marking based on the current requirement must be installed.    o Can a variance from the County or State be requested to lessen parking requirements? Variances   for safety reasons are not typically requested. It would be a high risk for an engineer or agency.    o Does a neighborhood’s zoning determine changes in the parking requirements? No.    o Will physical barriers be installed to delineate a no parking area? No, just striping and signage.    o Is the size of the cul de sac changing? No.    o Can parking be prioritized over bicyclist/pedestrian mobility and landscaping? That would conflict  with the city’s master plan and require direction from Commission.  Exhibit B Avenue Neighborhood Improvement Project Phase 2, Segment 2   Community Recommended Parking Layout Discussion  Page 3 of 3  o Can the width of the seawall at the Lincoln Road street end be minimized, pushing the cul de sac further west, the add additional parking spots? The team can investigate that. Initially it doesn’t appear it would provide enough significant space for many spots. There is also a concern about what underground features could be impacted. o Can loading zones be installed so residents can have temporary spots to unload groceries? City can identify A parking space to be marked as loading zone, but it would further minimize the number of available parking spots. The team discussed the signage and pavement marking plan review process and explained that the County was the agency who would ultimately approve the plan and maintain the pavement marking and signage. The group discussed the proposed parking garage at the circle lot on West Avenue south of Lincoln Road. o Some residents were opposed to the garage, while others suggested a garage would be more beneficial than just gaining a couple of spaces here and there. o A new parking structure would likely increase resident parking permit prices, which could discourage use. The team reiterated they have been investigating ways to maximize the allowable parking spaces throughout the corridor and would continue to look for opportunities to gain spaces. The group requested looking for parking opportunities in particular at buildings that did not have on‐ property parking. After the meeting adjourned there was discussion about the Baywalk and the mooring field. The city needs to follow up with residents regarding mooring field plan. Florida Statute 316.1945: Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers: 1. In front of a public or private driveway. 2. Within 15 feet of a fire hydrant. 3. Within 20 feet of a crosswalk at an intersection. 4. Within 30 feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway. 5. Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of such entrance (when property signposted). 6. On an exclusive bicycle lane. 7. At any place where official traffic control devices prohibit standing. Sight distance triangle is 15'x15' as measured from edge of pavement to edge of pavement. (CMB PW Detail 10‐23) No planting or structure within 55' of edge of pavement. (CMB PW Detail 10‐26 and 10‐27) Per Miami‐Dade County traffic operations manual, Dl= 70', 35' min. and Dr= 40', 20' min. for 30 mph roads. Any changes in traffic patterns will require a traffic study. Based on the above information, and the requirement to conform to landscaping and canopy coverage, the proposed parking configuration cannot be altered. Only changes to either traffic pattern or landscaping will provide the possibility of adding parking to the surrounding areas. During the original conception of this project, Resiliency, Pedestrian Safety, and Street cooling were the driving factors for the design criteria. At this time, Landscaping and shady trees were prioritized and parking spaces were provided after the area was allotted for landscaping. This analysis aims to identify the difference in proposed parking spaces and landscaping area if parking spaces are prioritized above landscaping. In addition to the reprioritization, the regulatory agency requirements are being reviewed again in an attempt to determine if there are areas where rules can be applied more favorably to increase parking. After these are reviewed and applied, pedestrian ramps are being reviewed to determine which ones could be split to provide separate directional ramps at each crosswalk. Specific objectives of this analysis include: 1. Identify the impacts of reprioritizing the project design parameters to include parking spaces and place it above landscaping. 2. Identify the regulatory agencies that dictate the limitations and restrictions to parking spaces’ size and location. 3. Identify any areas within the regulatory agency requirements where leniency can be found or potential variances to allow for more parking spaces. 4. Present the loss/gain of parking spaces as a result of the reprioritization described above and applying the regulatory agency requirements along with any resulting design impacts. EXHIBIT D Parking analysis for West Avenue North Page 2 of 15 October 2023 2.0 Analysis Parameters and Considerations Parking spaces along the right of way are determined by rules set in place by regulatory agencies for the safety of motorists and pedestrians. These rules are set by taking into account the visibility of motorists and pedestrians when approaching intersections, entering or exiting driveways, and using crosswalks. The following regulatory agencies have rules and requirements that dictate where and how right-of-way parking spaces can be placed. the Miami Dade County Department of Transportation and Public Works (DTPW), CMB, The Florida Highway Safety and Motor Vehicles (FLHSMV), and The Federal Highway Administration Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). These agencies dictate where parking spaces can be in relation to intersections, crosswalks, and driveways as determined by sight triangles and safety requirements for motorists and pedestrians. Through conversations with DTPW and CMB there were two specific requirements that were identified that could be reviewed to gain additional area for parking spaces. Both requirements relate to sight distance from intersections for drivers. CMB also directed the DBF to incorporate split pedestrian ramps which provide directional ramps aligned with the sidewalk and offset the crosswalks from the intersection to increase pedestrian safety. The ability to provide split pedestrian ramps at intersection is not determined by any regulatory agency requirements but by physical features in the right of way such as driveway entrances. As a result of providing additional parking, where there is currently proposed landscaped areas, less ROW trees are going to be proposed, less existing trees would be maintained, and landscaped area would be lost. 2.1 Regulatory Agency Requirements The various regulatory agencies listed below have unique regulations that don’t always coincide with each other. In addition, some agencies have regulations for certain conditions that others don’t. These regulations follow two general principles; they provide safety for motorists, or they provide pedestrian safety. All of these regulations need to be applied where relevant. 2.1.1 MUTCD Pedestrian safety The detail below is Figure 3B-21. Examples of parking space markings from the 2009 edition of the Manual on Uniform Traffic Control Devices produced by the US department of Transportation Federal Highway Administration. It dictates the following offset requirements for parking spaces from crosswalks: • A minimum of 20 feet unobstructed line of sight is required for stop-controlled or uncontrolled intersections. Motorist Safety The MUTCD does not have specific requirements that dictate motorist safety as it relates to parking spaces. 2.1.2 Miami Dade County (MDC) Pedestrian safety MDC does not have specific requirements that dictate pedestrian safety as it relates to parking spaces. It details that there are to be no obstructions to sight within a certain distance from the centerline of the road when entering an intersection. For the streets in question the 30 MPH speed limit category is used, which indicates a minimum clearance of 35 feet to the left and 20 feet to the right while having a desirable clearance of 70 feet to the left and 40 feet to the right. 2.1.3 City of Miami Beach Pedestrian safety The public works manual dictates the following offset requirements for parking spaces from crosswalks: • A minimum of 20 feet unobstructed line of sight is required for stop-controlled or uncontrolled intersections. Motorist Safety The detail below is 10-23 from the public works manual. It depicts a sight distance triangle of 15’x15’ as measured from edge of pavement to edge of pavement. This provides safety for motorists entering and exiting driveways as it provides a clear line of sight of oncoming traffic. The details below are 10-26 and 10-27 from the public works manual. They state that no planting or structure is allowed within 55’ of the edge of pavement at an intersection. EXHIBIT D Parking analysis for West Avenue North Page 6 of 15 October 2023 2.1.4 FLHSMV Pedestrian safety Florida statute 316.1945: prohibits standing or parking a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers: • In front of a public or private driveway • Within 20 feet of a crosswalk at an intersection • Within 30 feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway Motorist Safety FLHSMV does not have specific requirements that dictate motorist safety as it relates to parking spaces. 2.2 Parking Space size Parallel parking spaces are to be 22 feet long with the exception of the two parking spaces at the ends of a bay which are to be 20 feet long. The City has approved the use of areas that do not meet these requirements to provide motorcycle or scooter parking spaces of 5 feet in length, so long as the regulatory agency requirements listed above allow for it. EXHIBIT D Parking analysis for West Avenue North Page 7 of 15 October 2023 2.3 Split pedestrian ramps The City has dictated that all pedestrian ramps should be split where possible to provide directional ramps at every crosswalk. The ability to split pedestrian ramps is limited by driveways near intersections. By splitting pedestrian ramps, the individual ramps, and resulting crosswalks, must be further from the intersection to provide space for the two ramps where there was originally one. As described in the section above, both CMB and MDC require either 20 feet or 30 feet, depending on the traffic control conditions, of no parking from a crosswalk. The implementation of these split ped ramps and their impact on parking were analyzed and recorded as part of this report. All curb ramps were designed to conform with current City of Miami Beach Public Works Manual requirements but in some cases allowed to conform to the requirements of the 2016 version. The relevant details include details 10-10 through 10-16 of the current manual or RS9 through RS15 of the 2016 version. The ramp specifications include, but are not limited to, maximum slopes, full curb height between separated ramps, landing areas at top of ramp and ramp directions parallel with projected crosswalk alignments. 2.4 Landscaping impact The landscaping plan was designed in conjunction with the street lighting plan and based on the direction from the urban forester and Urban forestry master plan which defined the number and types of trees required to be placed and spacing. By prioritizing parking spaces, landscaping can be provided only in those areas where parking is not permitted. This was accounted for based on the landscaping plans dated 11/15/2021 and the resulting loss of landscaped area and right of way trees was analyzed. 3.0 Analysis Approach The analysis was performed implementing the regulatory agency requirements and split ped ramp configuration. As the split ped ramps are a requirement of the city, these were implemented everywhere possible first and the impacts to parking were noted. The crosswalks analyzed included all proposed crosswalks at the following intersections: • West Avenue and 14th Street • West Avenue and 15th street (signalized) • West Avenue and 15th Terrace • West Avenue and 16th street (signalized) • West Avenue and Lincoln Road (signalized) • Bay Road and 14th Street • Bay Road and 15th Street • Bay Road and 15th Terrace • Bay Road and Lincoln Road Of the various regulatory agency requirements, two were identified as having leniency. The City of Miami beach requirement of no obstructions within 55’ from the edge of pavement near an intersection can be overridden by CMB as the owner of the project and roads. The MDC requirement of no parking within a certain distance from the center of a road at an intersection EXHIBIT D Parking analysis for West Avenue North Page 8 of 15 October 2023 has two values associated with it, a minimum and a desirable distance. The DBF held a meeting with MDC where the use of the minimum value was approved. In order to consider the “best” and “worst” possible outcomes, as it relates to parking, the analysis was performed under two different conditions. These are referred to as the Most conservative and the most lenient. The most conservative option assumes that the CMB requirement has to be followed and the Most Lenient option assumes that the CMB requirement does not have to be followed. If that requirement does not need to be followed, the minimum distance for parking near intersections is strictly limited by the minimum requirement set by MDC, resulting in an increase in parking spaces. Both the most conservative and most lenient conditions are represented on the pavement marking plans indicating where parking spaces were either gained or lost when compared the previous proposed design. Once the analysis of these two conditions was completed, the landscaping was compared against them to determine where this additional parking overlaps with landscaped area. This landscaped area contains either existing or proposed right of way trees that was accounted for as lost due to the replacement of that area with parking. 4.0 Results This analysis found that with the reprioritization of the design parameters and having relaxed regulatory agency requirements applied, parking area can be increased when compared to the current proposed design. The most conservative approach resulted in 231 parking spaces and 83 motorcycle/scooter spaces which can be seen in detail in Appendix 1. The most lenient approach resulted in 264 parking spaces and 73 motorcycle/scooter spaces which can be seen in detail in Appendix 2. The most conservative and most lenient results are presented in the form of green and red areas marked on the pavement marking plans. These areas indicated parking as gained or lost respectively. A sample of these exhibits is shown below reflecting the regulatory agency distance requirements, adjusted crosswalk locations as a result of the split pedestrian ramps, and green and red marked areas. Although there was an increase in parking as a result of the revised parameters, the implementation of split pedestrian ramps did negatively impact the number of parking spaces in both the most conservative and the most lenient cases. Of the crosswalks analyzed, only two were unable to be separated throughout the project. This was a result of the crosswalks being too close to existing driveways. These split pedestrian ramps resulted in approximately 10 parking spaces lost. It is necessary to note at this stage that a parking study was performed by CWI in May 11, 2022. This parking study measured the Linear footage of parking currently being used in the project area and identified how much of that area did not meet regulatory agency requirements. This total linear footage was then divided by 22 feet per the minimum required length for a parallel EXHIBIT D Parking analysis for West Avenue North Page 9 of 15 October 2023 parking space. The perpendicular and angled parking spaces were also counted using a similar method. This resulted in a total of 350 existing parking spaces, of which 64 were determined to be noncompliant with regulatory agency requirements. The current proposed pavement marking plans reflect a loss of 102 parking spaces when compared to the existing parking spaces. This is largely due to many existing parking spaces being illegal and the design parameters of this project, including the addition of bike lanes and increased landscaped area. With any work that is being done in this project area, the 64 noncompliant parking spaces would have to be removed. These numbers will be referenced further down in the comparison between existing, current design, and potential design options found in this analysis. In both conditions, landscaped area and right of way trees were reduced. In the most conservative condition, 318.7 square yards of landscaped area was lost and 10 right of way trees were lost. In the most lenient condition, 462.4 square yards of landscaped area was lost and 18 right of way trees were lost. Flamingo way and 14th terrace were identified as being able to fit additional parking, however, those streets were previously designed with parking, and it was removed after discussions with the City. The addition of parking on these streets would result in an additional 17 parking spaces and 9 motorcycle/scooter in the most conservative condition and 23 parking spaces and 9 motorcycle/scooter in the most lenient condition. They are being shown for consideration in appendices 3 and 4. The most parking was lost on Lincoln Road (angled parking). The table below shows a breakdown of each street and how many parking spaces are available in the current design, the conservative design, and the lenient design. Table 1. EXHIBIT D Parking analysis for West Avenue North Page 13 of 15 October 2023 4.2 Conclusion and other considerations Although the City directed the DBF at this time to incorporate split pedestrian ramps and maintain landscaped area on Flamingo Way and 14th Terrace, it is prudent to show the impact of all design parameters. This analysis has shown that the most legal parking that can be achieved in the project area is approximately 297 parking spaces and 82 motorcycle/scooter parking spaces if CMB waives their 55’ offset requirement, flamingo way and 14th terrace green space is converted into parking spaces, and split ped ramps are not incorporated. If none of these mechanisms are used to maximize parking, then the most legal parking that can be achieved is approximately 231 parking spaces and 83 motorcycle/scooter parking spaces. The following table presents options of which combination of design parameters can be incorporated. Table 2. Design parameter options. These options clearly show that the most impactful factors are the 55’ offset requirement by CMB and the Flamingo Way and 14th Terrace parking. The decisions for these factors lie on the City alone and can greatly effect the outcome of parking in the project area. The recommendation by the DBF, based on the findings of this analysis and the direction from the City at this time, is that the conservative approach is the safest option (option 3 in the table above), and the lenient approach is the most beneficial to the community (option 7 in the table above). It is our understanding that the area has historically had restrictive and confined roadways with low speed limits, high pedestrian and vehicular traffic, and limited sight visibility. Implementing the lenient design will not EXHIBIT D Parking analysis for West Avenue North Page 14 of 15 October 2023 have a significant impact to current parking conditions while still providing a betterment to the current pedestrian safety conditions. Although this was not taken into account in this report, as it is an analysis of right of way parking, the pump station site at 1671 West Ave has 61 existing parking spaces and after this project is completed, it will have 42.
