Granado, City Clerk+ l June 24, 2024 /7 SUBJECT: Animal Welfare Committee regarding item C7 AJ to relocate cat colonies away from beach dunes. The purpose of this Letter to Commission is to advise the Mayor and members of the City Commission that on June 18, 2024, the Animal Welfare Committee unanimously voted on a motion to transmit the following recommendation to the City Commission, concerning agenda item C7 AJ, which is scheduled to be heard on the July 26, 2024, Finance and Economic Resiliency Committee agenda. Motion: The Animal Welfare Committee would like to suggest receiving funding for a "team" to assess the situation and make an executable plan to control the community cat problem. Please see the below components: • Feral population cat count for North Beach, Mid Beach, and South Beach. The count must include ear-tipped (fixed) vs. not ear-tipped (not fixed). • Based on this count, we need to assess how many cats can be fixed per month: (1) Number of trappers needed (2) Surgery outlets available for the volume needed (3) Additional no-kill outlets and/or space & staff needed for taking the overflow from Kitty Campus, to include: • Adoptable kittens/cats and abandoned pet cats. • Helping with the care and recovery of sick and injured cats that we inevitably find during trapping excursions. • Trap, Neuter, Vaccinate, Return (TRNVR).
