Council Towers Rehabilitation Project Update #2

This Letter to Commission ("LTC") provides a status update on the rehabilitation project at the
elderly housing facility Council Towers, located at 533 Collins Avenue (South Tower) and 1040
Collins Avenue (North Tower), as requested by the Public Safety and Neighborhood Quality of Life
Committee (PSNQLC) on April 17, 2024.
As noted in L TC #202-2024 (Project Update #1 ), the Administration will provide status updates
until the completion of the project, ensuring that the PSNQLC and relevant stakeholders remain
informed of the progress and any developments regarding the rehabilitation efforts.
The Administration received the following project update from the property management company,
the Elderly Housing Development and Operation Corporation (EHDOC), on June 26, 2024:
• Council House South New VRF (HVAC) System - The new HVAC system at Council
Towers South is active in corridors 3-12 and inside all units. Temporary AC units are
staged in the ground floor lobby, second floor Manager's office, and the second-floor
corridors. Based on the manufacturer's activation schedule, the new HVAC system at
Council Towers South is scheduled to be fully operational by July 15, 2024.
• Council Towers North New VRF (HVAC) System: The HVAC System was activated in
all units on floors 3 to 12 and minor adjustments are being finalized. Temporary HVAC
units are staged in the ground floor lobby, second floor Manager's office, and the second-
floor corridors. The system is scheduled to be fully operational by July 15, 2024.
• Council Towers North and South Community Rooms - Final renovations are underway,
including the ceiling grid, HVAC, electrical, and storefronts. The Community rooms are
scheduled to be accessible to residents by July 15, 2024.
• Laundry Rooms- The laundry room at the North Tower is currently available for residential
use. Property Management staff trained the residents on the new equipment operations.
The laundry room at the South Tower is almost completely roughed in and ready for
finishings to start. The contractor is anticipating the work to be completed by July 15, 2024.
• Installation of Generators- The City approved plans to install generators in both towers
and the contractor is in the process of permit applications. Two temporary generators are
on site and the installation for the permanent generators will commence and scheduled to
be finalized in three (3) to four (4) weeks.
EHDOC will provide the Administration with another update on or before July 15, 2024.For more
