Resolution 2024-33078 RESOLUTION NO. 2024-33078 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE JOB DESCRIPTION; RECRUITMENT BROCHURE; PROCESS AND SCHEDULE; AND ADVERTISING PLAN AND BUDGET FOR THE CITY MANAGER RECRUITMENT PROCESS. WHEREAS, Executive Consultant Jim Dineen, GovHR USN MGT, conducted individual meetings with each member of the City Commission to ascertain preferences regarding background, skills, traits, and experience sought for the position of City Manager; and WHEREAS, on May 15, 2024, during the City Commission Meeting, the Mayor and Commissioners of the City of Miami Beach thoroughly reviewed and deliberated upon the Job Description; the Recruitment Brochure; the Process and Schedule; and the Advertising Plan and Budget proposed by the Consultant; and WHEREAS, following review and deliberation of the aforementioned documents, the City Commission of Miami Beach approved: 1)the Job Description with amendments; 2) the Recruitment Brochure with amendments; 3) the Process and Schedule as presented; and 4) the Advertising Plan and Budget as presented. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT: 1. Job Description: The City Commission approves the proposed Job Description with amendments changing the Minimum Requirements section to stipulate at least five years of executive-level leadership experience in a complex, dynamic, and diverse government or private sector organization, along with experience in collective bargaining and effective oversight and coordination of complex capital projects. Additionally, under the Minimum Requirements section the requirement of City of Miami Beach residency, following appointment, was amended to "strongly preferred." 2. Recruitment Brochure: The City Commission approves the proposed Recruitment Brochure, with amendments in the Priority and Opportunity Challenges section, to emphasize the City's focus on public safety, quality of life, and the promotion of culture and wellness, steering away from a "spring break" and "party atmosphere." 3. Process and Schedule: The City Commission approves the Process and Schedule as presented. 4. Advertising Plan and Budget: The City Commission approves the Advertising Plan and Budget proposed by the recruiting firm. Total Compensation Acknowledging the reality that the best talent requires compensation in direct relationship to skills a job demands,the City Commission is prepared to offer a salary package commensurate with its challenges. Depending on the qualifications of the successful candidate,the Commission will start base salary negotiation at$360,000 plus generous executive benefits. In addition,the Commission unanimously believes that to effectively manage in this unique and dynamic environment,the City Manager should reside in and experience the "Miami Beach lifestyle."
