Resolution 2024-33080 RESOLUTION NO.' 2024-33080 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 2024-167-DF FOR SURVEY AND MAPPING SERVICES; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH LONGITUDE SURVEYORS, LLC, THE TOP-RANKED PROPOSER, AND BELLO AND BELLO LAND SURVEYING CORPORATION, AS THE SECOND-RANKED PROPOSER, TO SERVE AS CO-PRIMARY CONSULTANTS; AND FURTHER AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AGREEMENTS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, on January 31, 2023, the Mayor and City Commission authorized the issuance of RFQ 2024-167-DF for survey and mapping services; and WHEREAS, on March 27, 2024, the City received proposals from the following 19 firms: • Avirom &Associates, Inc. • JBM Data System, LLC • Bello and Bello Land Surveying • KCI Technologies, Inc. Corporation • Langan Engineering and • Biscayne Engineering Company, Environmental Services, LLC • Inc. • Longitude Surveyors, LLC • Collier Engineering & Design, Inc. • Manuel G. Vera &Associates, Inc. • CTS Engineering, Inc • Miller, Legg &Associates, Inc. • F.R. Aleman and Associates, Inc. • Orthotek • Fugro USA Land, Inc. • Premiere Design Solutions, Inc • GNVComp IT Services • WGI, Inc; and • Hadonne Corp. • J Bonfill and Associates Inc. WHEREAS, on February 9, 2024, the City Manager appointed an Evaluation Committee via LTC # 046-2024 comprised of Carla Dixon, Project Manager, Capital Improvement Projects Department; Teresa Kaimrajh, Planning & Design Manager, Public Works Department; Matthew LaPera, Construction Manager, Public Works Department; Jorge Maldonado, Assistant Division Director, Public Works Department; Nestor Navarro, GIS Manager, Public Works Department; and WHEREAS, the Evaluation Committee convened on May 8, 2024, to consider the proposals received; and WHEREAS, the Evaluation Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance, the Government Sunshine Law, and general information on the scope of services and a copy of each proposal; and WHEREAS, the Evaluation Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ; and WHEREAS, the Evaluation Committee resulted in Longitude Surveyors, LLC as the top- ranked proposer and Bello and Bello Land Surveying Corporation• as the second-ranked proposer; and WHEREAS, after reviewing all of the submissions and the Evaluation Committee process, the City Manager concurs with the Evaluation Committee and finds Longitude Surveyors, LLC, the top-ranked firm and Bello Land Surveying Corporation, the second top- ranked firm, to both be qualified firms capable of providing the services; and WHEREAS, engaging two survey and mapping consultants allows the Public Works Department the ability to leverage diverse expertise and perspectives, leading to more robust and accurate outcomes; and WHEREAS, the collaboration between two consultants can facilitate cross-verification of data, reducing the risk of errors and enhancing the overall quality of the project; and WHEREAS, additionally, having two consultants can increase efficiency, as they can divide the workload and focus on their specialized areas, ensuring a more thorough and timely completion of the survey and mapping tasks. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) 2024-167-DF for survey and mapping services; authorize the Administration to enter into negotiations with Longitude Surveyors, LLC, the top-ranked proposer, and Bello and Bello Land Surveying Corporation, as the second-ranked proposer, to serve as co-primary consultants; and further authorize the City Manager and City Clerk to execute agreements upon conclusion of successful negotiations by the Administration. (PUBLIC WORKS) RECOMMENDATION It is recommended that the City of Miami Beach ("City") Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with Longitude Surveyors, LLC and Bello and Bello Land Surveying Corporation, the top and second-ranked firms, respectively,to serve as co-primary consultants.The Resolution also authorizes the City Manager and City Clerk to execute agreements upon the conclusion of successful negotiations by the Administration and the City Attorney's Office. This solicitation is currently under the cone of silence. BACKGROUND/HISTORY The Public Works Department requires survey and mapping services for many of its projects. These services include measuring, analyzing, and mapping the physical features of land, properties, and construction sites utilizing advanced equipment and techniques to accurately determine boundaries, dimensions, elevations, and other spatial information. This information is essential for property surveys, land development, and ensuring the proper alignment of built structures. All surveying work shall be conducted under the supervision of a professional surveyor and mapper licensed in the State of Florida. On March 13, 2019, the Mayor and City Commission approved the award of contract Request for Qualifications (RFQ)2019-016-KB for survey and mapping services. Accordingly,this item seeks approval to award the RFQ for survey and mapping services to establish a replacement contract once the current contract expires on September 9, 2024. As a result of the expiring contract, the RFQ was developed seeking proposals for a replacement agreement. ANALYSIS Page 45 of 1862 On January 31, 2023, the Mayor and City Commission authorized the issuance of RFQ 2024- 167-DF for survey and mapping services. On February 2, 2024, the RFQ was issued. A voluntary pre-proposal conference to provide information to proposers submitting a response was held on February 20, 2024. Two (2) addenda were issued, and 105 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on March 27, 2024. The City received a total of 19 proposals from the following firms: • Avirom &Associates, Inc. • JBM Data System, LLC • Bello and Bello Land Surveying • KCI Technologies, Inc. Corporation • Langan Engineering and • Biscayne Engineering Company, Inc. Environmental Services, LLC • Collier Engineering & Design, Inc. • Longitude Surveyors, LLC - • CTS Engineering, Inc • Manuel G. Vera &Associates, Inc. • F.R. Aleman and Associates, Inc. • Miller, Legg &Associates, Inc. • Fugro USA Land, Inc. • Orthotek • GNVComp IT Services • Premiere Design Solutions, Inc • Hadonne Corp. • WGI, Inc. . • J Bonfill and Associates Inc. The proposal from GNVComp IT Services was deemed non-responsive for failure to meet the minimum requirements of the RFQ and was not further evaluated. On February 9,2024, the City Manager appointed the Evaluation Committee via LTC#046-2024. The Evaluation Committee convened on May 8, 2024, to consider the proposals received. The Committee was comprised of Carla Dixon, Project Manager, Capital Improvement Projects Department; Teresa Kaimrajh, Planning & Design Manager, Public Works Department; Matthew LaPera, Construction Manager, Public Works Department; Jorge Maldonado, Assistant Division Director, Public Works Department; Nestor Navarro, GIS Manager, Public Works Department. The Committee was provided an overview of the project and information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law: The Committee was also provided with general information on the scope of services and a copy of each proposal. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The evaluation process resulted in the ranking of proposers as indicated in Attachment A. The Evaluation Committee resulted in Longitude Surveyors, LLC (Longitude) as the top-ranked proposer and Bello and Bello Land Surveying Corporation (B&B)as the second-ranked proposer. Both firms offered extensive experience providing surveying and mapping consulting services. The Evaluation Committee noted that Longitude Surveyors, LLC is the incumbent vendor for these services, but the firm also has experience with Florida Department of Transportation (FDOT), Miami-Dade County, and other local municipalities. Longitude Surveyors. LLC has also put together a robust team with redundancies in place to cover the City's needs. Further, as noted by the Evaluation Committee, B&B has thorough experience in providing survey and mapping consulting services and provided examples showcasing such experience. The Committee recognized that B&B had demonstrated innovative local approaches in its methodology and provided a strong proposal in response to the RFQ. Longitude has earned a reputation for delivering responsive survey services with the quality its clients expect. In addition, its team strives to use leading edge technology to maintain safety, efficiency, and keep pace with the rapidly changing survey landscape. Longitude has a team experienced in all aspects of surveying and mapping for projects involving design surveys, post construction surveys, as-built surveys, construction staking, GIS data Page 46 of 1862 • collection, platting, boundary/topographic surveys, right-of-way mapping, hydrographic mapping, bathymetric surveys and subsurface utility locating (SUE). Longitude is the incumbent for these services and has provided satisfactory services, according to the Public Works Department. Longitude has also provided services for the City of Coral Gables, Florida, and Miami-Dade County. Longitude is also a Certified Miami-Dade County Small Business Enterprise (SBE). The city received positive feedback from previous references. B&B was also deemed to be well qualified by the Evaluation Committee and should be considered a co-primary. B&B is a minority-women-owned, full-service land surveying firm with a depth of resources and, in general, land surveying, GIS, utility mapping, and Floodplain Management. Embracing diversity and respect, B&B is proud of the talent and professionalism of its diverse staff,which will survey beyond traditional techniques and will prepare maps and datasets for client projects beyond conventional software defaults. Its team consists of seasoned professionals who have delivered remarkable surveying and mapping products for the City. B&B has direct knowledge of the City's requirements, processes, and challenges regarding tidal surveys, vertical datum conversions, lack of records, and the need to negotiate with regulatory agencies such as the Department of Environmental Protection, Bureau of Land Management, and Federal Emergency Management Agency for engineering design, permit approvals, and closeouts. B&B has provided services for the City of Homestead and Miami-Dade County. B&B is also a Certified Miami-Dade County Small Business Enterprise (SBE). The city received positive feedback from previous references. After reviewing the submissions, the Evaluation Committee rankings, and commentary, the Administration recommends entering into negotiations with Longitude Surveyors, LLC and Bello and Bello Land Surveying Corporation, the top and second-ranked firms, respectively, as co-primaries. Co-primaries are not limited to the limits established in Section 287.055(2)(g), Florida Statutes. Engaging two survey and mapping consultants allows the Public Works Department the ability to leverage diverse expertise and perspectives, leading to more robust and accurate outcomes. The collaboration between two consultants can facilitate cross-verification of data, reducing the risk of errors and enhancing the overall quality of the project. Additionally, having two consultants can increase efficiency,as they can divide the workload and focus on their specialized areas, ensuring a more thorough and timely completion of the survey and mapping tasks. SUPPORTING SURVEY DATA According to a 2022 Community Satisfaction Survey conducted by ETC Institute, the top two (2) capital improvement project types that are most important to City residents are stormwater and drainage improvements (57.9%)and walkable/bicycle-friendly streets and paths (56.8%). Both of these, along with many other capital improvement project types, include survey and mapping services during the project, as well. In order to maintain the world-class level of construction and overall infrastructure condition of the City, it is important to retain qualified survey and mapping professionals. FISCAL IMPACT STATEMENT Funding for survey and mapping consulting services is subject to approval through the City's budgeting process. These services are budgeted each year via the annual budgeting process. The budgeted amount for Fiscal Year 2024 was $32,000. Does this Ordinance require a Business Impact Estimate? CONCLUSION Based on the foregoing, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with Longitude Surveyors, LLC, the top-ranked proposer, and Bello and Bello Land Surveying Corporation; as the second- ranked proposer, to serve as co-primary consultants; and further authorizing the City Manager and City Clerk to execute agreements upon conclusion of successful negotiations by the Administration and the City Attorney's Office.
