A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER TO AUTHORIZE NEGOTIATIONS RELATING TO REQUEST
FOR QUALIFICATIONS NO. 2024-044-ND, FOR ENGINEERING DESIGN
SERVICES FOR RIGHT-OF-WAY IMPROVEMENTS ALONG 17TH STREET
FROM WASHINGTON AVE. TO ALTON ROAD; AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH CES
CONSULTANTS, INC., AS THE TOP-RANKED PROPOSER; FURTHER, IF
THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN
AGREEMENT WITH CES CONSULTANTS, INC., AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH CHA
CONSULTING, INC., AND STANTEC CONSULTING SERVICES INC., AS THE
TIED SECOND-RANKED PROPOSERS; AND FURTHER AUTHORIZING THE
CITY MANAGER AND CITY CLERK TO EXECUTE AN AGREEMENT UPON
CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE
ADMINISTRATION.
WHEREAS, on January 31, 2024, the Mayor and City Commission approved the
issuance of the Request for Qualifications (RFQ) No. 2024-044-ND for Engineering Design
Services for Right-of-Way Improvements along 17th Street from Washington Ave. to Alton Road;
and
WHEREAS, Request for Qualifications No. 2024-044-ND (the "RFQ") was released on
February 2, 2024; and
WHEREAS, a voluntary pre-proposal meeting was held on February 15, 2024; and
WHEREAS, on March 26, 2024, the City received six (6) proposals from CES
Consultants, Inc., CHA Consulting, Inc., Kimley Horn and Associates, Inc., R.J. Behar &
Company, Inc., Stantec Consulting Services Inc., and WSP USA Inc.; and
WHEREAS, on March 21, 2024, the City Manager, via Letter to Commission No. 109-
2024, appointed an Evaluation Committee consisting of the following individuals: Juanita
Ballesteros, Sustainability and Resilience Manager, Environment and Sustainability Department;
Ghassan Choueiry, Senior Transportation Engineer, Transportation Department; Maria Cerna,
Assistant Director, Office of Capital Improvement Projects; and Giancarlo Pena, Assistant City
Engineer, Public Works Engineering Department; and
WHEREAS, the Evaluation Committee convened on April 29, 2024, to review and score
the proposals; and
WHEREAS, the Evaluation Committee received an overview of the project, information
relative to the City's Cone of Silence Ordinance and the Government Sunshine Law, general
information on the scope of services, and a copy of each proposal; and
WHEREAS, the Evaluation Committee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the RFQ; and
WHEREAS, the Evaluation Committee process resulted in the ranking of proposers as
follows: CES Consultants, Inc., as the top-ranked proposer; CHA Consulting, Inc. and Stantec
Consulting Services Inc., as the tied second-ranked proposers; WSP USA Inc., as the fourth-
ranked proposer; Kimley-Horn and Associates, Inc.; as the fifth-ranked proposer; and R.J.
Behar& Company, Inc.; as the sixth-ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and analysis, the City Manager concurs with the Evaluation Committee and
recommends that the Mayor and City Commission authorize the Administration to enter into
negotiations with CES Consultants, Inc., as the top-ranked proposer; further, if the
Administration is not successful in negotiating an agreement with CES Consultants, Inc.,
authorize the Administration to enter into negotiations with CHA Consulting, Inc., and Stantec
Consulting Services Inc., as the tied second-ranked proposers; and further authorize the City
Manager and City Clerk to execute an agreement upon conclusion of successful negotiations by
the Administration.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications (RFQ) No. 2024-004-ND for Engineering Design Services for Right-of-Way
Improvements along 17th Street from •Washington Ave. to Alton Road; authorize the
Administration to enter into negotiations with CES Consultants, Inc., as the top-ranked proposer;
further, if the Administration is not successful in negotiating an agreement with CES
Consultants, Inc., authorize the Administration to enter into negotiations with CHA Consulting,
Inc., and Stantec Consulting Services Inc., as the tied second-ranked proposers; and further
authorize the City Manager and City Clerk to execute an agreement upon conclusion of
successful negotiations by the Administration.

RECOMMENDATION
It is recommended that the Mayor and City Commission approve the Resolution accepting the
City Manager's recommendation pursuant to Request for Qualifications (RFQ) 2024-044-ND, for
engineering design services for right-of-way improvements along 17th Street from Washington
Ave. to Alton Road, authorizing the Administration to enter into negotiations with CES
Consultants, Inc.,as the top-ranked proposer. If the Administration is not successful in negotiating
an agreement with CES Consultants, Inc.,authorizing the Administration to enter into negotiations
with CHA Consulting, Inc., and Stantec Consulting Services Inc., as the tied second-ranked
proposers. The Resolution also authorizes the City Manager and City Clerk to execute an
agreement upon the conclusion of successful negotiations by the Administration.
The solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
The 17th Street corridor plays an important role in connecting the Venetian Causeway to the
Beach area. As part of the West Ave Phase I, a section of 17th Street between West Ave and
Alton Road has been completed. The scope of this project is to perform right-of-way
improvements along 17th Street between Alton Road and Washington Avenue. The project is
considered a resiliency project as it will address the current and future flooding caused by the
intense rains and current/projected sea level rise.
The project will include raising the road and installing a robust drainage system comprised of large
stormwater pipes. In addition, the old and substandard water and sewer infrastructure will be
replaced, including a new proposed interconnection of critical force mains. This project also
includes the installation of new above-ground components such as pavement, sidewalks, street
lighting, signals, landscaping, and other road furnishings.

The Public Works Department intends to coordinate this resiliency project with all affected
stakeholders and phase the design and construction accordingly to mitigate the impacts of
construction and harmonization.
The purpose of the RFQ is to select a firm to provide engineering design services for the right-of-
way improvements along 17th Street between Alton Road and Washington Avenue, including
complete design and construction documents and related services.
ANALYSIS
On January 31, 2024, the Mayor and the City Commission authorized the issuance of RFQ No.
2024-044-ND for engineering design services for right-of-way improvements along 17th Street
from Washington Avenue to Alton Road. On February 2, 2024, the RFQ was issued. A voluntary
pre-proposal conference to provide information to proposers submitting a response was held on
February 15, 2024. Two addenda were issued, and 87 prospective bidders accessed the
advertised solicitation. RFQ responses were due and received on March 26, 2024. The City
received a total of six (6) proposals from the following firms:
• CES Consultants, Inc.
• CHA Consulting, Inc.
• Kimley Horn and Associates, Inc.
• R.J. Behar&Company, Inc.
• Stantec Consulting Services Inc.
• WSP USA Inc.
On March 21, 2024, the City Manager appointed the Evaluation Committee via LTC# 109-2024.
The Evaluation Committee convened on April 29, 2024, to consider the proposals received. The
Committee was comprised of Juanita Ballesteros, Sustainability and Resilience Manager,
Environment and Sustainability Department; Ghassan Choueiry, Senior Transportation Engineer,
Transportation Department; Maria Cerna, Assistant Director, Office of Capital Improvement
Projects; and Giancarlo Pena, Assistant City Engineer, Public Works Engineering Department.
The Committee was provided an overview of the project, information relative to the City's Cone
of Silence Ordinance, and the Government Sunshine Law.The Committee was also provided with
general information on the scope of services and a copy of each proposal. The Committee was
instructed to score and rank each proposal pursuant to the evaluation criteria established in the
RFQ. The evaluation process resulted in the ranking of proposers as indicated in Attachment A.
The Evaluation Committee deemed CES Consultants, Inc. (CES)the best-qualified firm to provide
engineering design services for right-of-way improvements along 17th Street from Washington
Ave. to Alton Road. The Evaluation Committee noted that CES Consultants, Inc. has previously
provided consulting services to the City on projects with similar aspects, such as the Indian Creek
Flooding Mitigation Project and the West Avenue North and South Corridor Projects. CES
demonstrated a comprehensive and extensive outreach approach that emphasizes ongoing
communication to seek stakeholder input and feedback, understands the community's concerns
and expectations, and provides the public with timely and transparent project information.
Additionally, the Evaluation Committee recognized that CES's methodology of collaborating
closely with City staff to provide a cost estimate for each phase of the Project will facilitate
discussions on potential cost-saving strategies.
CES is a full-service engineering firm founded in 2001. It has approximately 23 years of
experience providing construction engineering inspection and construction management services
for various vertical and horizontal public infrastructure projects and programs. Finally, it has a
professional staff of more than 100 full-time professionals and a contracting pool of more than 50 •
construction engineering inspectors with expertise in various disciplines and project types. CES

currently provides construction engineering and inspection services to the City as part of the City's
architectural and engineering services continuing services contract and has provided satisfactory
services. CES has also provided similar services to various cities such as West Miami, Miami
Gardens, and North Miami. All references provided positive feedback.
The Evaluation Committee also deemed CHA Consulting, Inc. (CHA) and Stantec Consulting
Services Inc. (Stantec) well qualified and should be considered if the negotiations with CES are
not successful.
CHA, founded in 1952, provides engineering, technology, architecture, design, and management
expertise. CHA focuses on optimizing infrastructure, delivering clean water, innovating clean
energy technologies, and developing spaces and structures. Since its inception, CHA has
completed various award-winning projects, the most recent being the Pineda Causeway Water
Transmission Mains Design in Florida and the Outdoor Tennis Courts at Williams College in
Massachusetts. CHA is part of the City's architectural and engineering services continuing
services contract and has provided satisfactory services. CHA is vastly familiar with Florida,
providing services to the Florida Department of Transportation (FDOT) District 6, the Greater
Miami Expressway Agency (GMX), and the Miami-Dade Expressway Authority. All references
provided positive feedback.
Stantec provides professional consulting services in planning, engineering, architecture, interior
design, landscape architecture, surveying, geotechnical, environmental sciences, project
management, and project economics for infrastructure and facilities projects. Continually striving
to balance economic, environmental, and social responsibilities, it is recognized as a world-class
leader and innovator in delivering sustainable solutions. Stantec supports public and private
sector clients in diverse markets at every stage, from the initial conceptualization and financial
feasibility study to project completion and beyond. Stantec is part of the City's continuing services
contracts for water and wastewater systems projects, architectural and engineering services, and
construction engineering and inspection services and has provided satisfactory services. Stantec
has provided similar services to other local municipalities such as the Town of Cutler Bay, the City
of Miami, and the City of Tampa. All references provided positive feedback.
FISCAL IMPACT STATEMENT
The Public Works Department has budgeted $3,939,133.95 for these services. Fees will be
established through the negotiation process. Services pursuant to the award of this RFQ shall be
subject to successful negotiations and the availability of funds approved through the City's
budgeting process. It is not anticipated that grant funding will be utilized for this project.
