Resolution 2024-33082 RESOLUTION NO. 2024-33082 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2024-004-DF FOR A PREQUALIFICATION POOL OF CONTRACTORS FOR CITYWIDE DEMOLITION SERVICES; PREQUALIFYING THE INITIAL POOL OF CONTRACTORS: CAMINO REAL GROUP, INC. D/B/A ALPHA WRECKING GROUP, CROSS ENVIRONMENTAL SERVICES, INC., EE&G CONSTRUCTION & RESTORATION, LLC, JADO GENERAL CONTRACTING & BUILDING CONSULTING LLC, NORTHSTAR CONTRACTING GROUP, INC., AND THE BG GROUP, LLC; FURTHER AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN TO PREQUALIFY ADDITIONAL CONTRACTORS; AND DELEGATING TO THE CITY MANAGER THE AUTHORITY TO ADD CONTRACTORS TO THE POOL, PROVIDED THAT ANY SUCH CONTRACTOR MEETS THE REQUIREMENTS OF THE ITB, AND TO REMOVE CONTRACTORS FROM THE POOL AS DEEMED APPROPRIATE. WHEREAS, the City Manager recommends that the Mayor and City Commission authorize the Administration to establish a pool of prequalified contractors that will be used to assist with Citywide demolition services; and WHEREAS, when services are needed, the prequalified contractors will be contacted for proposals; and WHEREAS, the initial pool of prequalified contractors includes: • Camino Real Group, Inc. d/b/a Alpha Wrecking Group • Cross Environmental Services, Inc. • EE&G Construction & Restoration, LLC • Jado General Contracting & Building Consulting LLC • Northstar Contracting Group, Inc. • The BG Group, LLC WHEREAS, the City Manager shall keep the ITB open to prequalify additional contractors and delegates authority to the City Manager to add contractors to the pool, provided such contractors meet the requirements of the ITB or remove contractors for non-performance; and WHEREAS, on June 06, 2018, the City of Miami Beach ("City") Mayor and City Commission approved the award of a contract pursuant to Request for Qualifications (RFQ) 2018-183-KB for Citywide Demolition Services with a three (3) year original term and two (2) additional one (1) year optional renewals; and WHEREAS, the contract has exhausted all renewal options, and this ITB is intended to replace the expiring contract; and WHEREAS, on March 25, 2024, the Administration issued ITB 2024-004-DF to establish a prequalified pool of contractors for citywide demolition services; and WHEREAS, the Procurement Department issued 7,132 bid notices through the e- procurement system, with 32 prospective bidders accessing the advertised solicitation; and WHEREAS, responses were due and received on April 15, 2024; and WHEREAS,. the City received applications from the following seven (7) contractors Camino Real Group, Inc. d/b/a Alpha Wrecking Group, Chin Diesel, Inc., Cross Environmental Services, Inc., EE&G Construction & Restoration, LLC, Jado General Contracting & Building Consulting LLC, Northstar Contracting Group, Inc., and The BG Group, LLC; and WHEREAS, Chin Diesel, Inc. failed to submit the prequalification application as required in the ITB and was not considered for the award with the initial pool of vendors; and WHEREAS, unsuccessful firms may resubmit their applications at a later date to be considered in a subsequent addition of contractors to the pool; and WHEREAS, all work awarded pursuant to this ITB prequalified pool of vendors must comply with Chapter 33 of the Florida Building.Code as safeguards during demolitions and shall not exceed $300,000.00 per demolition project; and WHEREAS, there is no fiscal impact at this time as this item only establishes a pool of prequalified contractors for future use. When services are needed, staff will seek proposals from the pool of prequalified contractors; and WHEREAS, all expenditures pursuant to this contract will be based on approved funding appropriated to the respective department's budget; and WHEREAS, grant funds are not anticipated to be utilized for these services. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Invitation to Bid (ITB) 2024-004-DF for a prequalification pool of contractors for Citywide Demolition Services; prequalify the initial pool of contractors: Camino Real Group, Inc. d/b/a Alpha Wrecking Group, Cross Environmental Services, Inc., EE&G Construction & Restoration, LLC, Jado General Contracting & Building Consulting LLC, Northstar Contracting Group, Inc., and the BG Group, LLC; further authorize the City Manager to keep the ITB open to prequalify additional contractors; and delegate to the City Manager the authority to add contractors to the pool, provided that any such contractor meets the requirements of the ITB, and to remove contractors from the pool as deemed appropriate. BACKGROUND/HISTORY The City requires the services of contractors to perform citywide demolition services for the Building Department, primarily for those structures ordered to be demolished by the Unsafe Structures Board. On June 06, 2018,the City of Miami Beach ("City")Mayor and City Commission approved the award of a contract pursuant to Request for Qualifications (RFQ) 2018-183-KB for Citywide Demolition Services with a three (3) year original term and two (2) additional one (1) year optional renewals. The contract has exhausted all renewal options, and this ITB is intended to replace the expiring contract. In order to consider a replacement contract for these services, the City requested applications from qualified contractors to meet the City's demolition needs on an as-needed basis. Therefore, through this solicitation, the City sought to prequalify contractors that may be engaged in the Page 62 of 1862 future as the need arises for citywide demolition services as required by City departments. Successful Contractors shall provide all labor, materials, equipment, supplies, insurance, fuels, permits, retirement of.utilities, and any other items necessary to complete the demolition work, the removal of demolition materials, and disposal of materials and related work for these future projects. ANALYSIS On March 25, 2024, the Administration issued ITB 2024-004-DF to establish a prequalified pool of contractors for citywide demolition services. The Procurement Department issued 7,132 bid notices through the e-procurement system, with 32 prospective bidders accessing the advertised solicitation. Responses were due and received on April 15, 2024. The City received applications from the following seven (7) contractors: Camino Real Group, Inc. d/b/a Alpha Wrecking Group, Chin Diesel, Inc., Cross Environmental Services, Inc., EE&G Construction & Restoration, LLC, Jado General Contracting & Building Consulting LLC, Northstar Contracting Group, Inc., and The BG Group, LLC. Chin Diesel, Inc. failed to submit the prequalification application as required in the ITB. Therefore, Chin Diesel, Inc. cannot be considered for the award with the initial pool of vendors. However, the firm was advised that they may resubmit their application at a later date to be considered for subsequent addition of contractors to the pool. The ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all of the ITB's terms and conditions would be recommended for award. The ITB stipulated a contract term of five (5) years. Staff determined that the following six(6)contractors are responsive, responsible bidders meeting all terms and conditions of the ITB and are recommended for award. • Camino Real Group, Inc d/b/a Alpha Wrecking Group • Cross Environmental Services, Inc. . • EE&G Construction& Restoration, LLC • Jado General Contracting & Building Consulting LLC • Northstar Contracting Group, Inc. • The BG Group, LLC. All work awarded pursuant to this ITB prequalified pool of vendors must comply with Chapter 33 of the Florida Building Code as safeguards during demolitions and shall not exceed $300,000.00. SUPPORTING SURVEY DATA N/A FISCAL IMPACT STATEMENT There is no fiscal impact at this time,as this item only establishes a pool of prequalified contractors for future use. When services are needed, staff will seek proposals from the pool of prequalified contractors. All expenditures pursuant to this contract will be based on approved funding appropriated to the respective department's budget. Grant funds are not anticipated to be utilized for these services. Otherwise, waiting to issue a solicitation when the need arises would significantly delay acquiring services when needed. Therefore, it is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, adopt the resolution authorizing the Administration to establish a pool of prequalified contractors that will be used to assist the City in citywide demolition services. When services are needed,the prequalified firms will be contacted for proposals.
