Resolution 2024-33094 RESOLUTION NO. 2024-33094 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A ONE-TIME GRANT IN THE AMOUNT OF $45,000 TO CLEAN MIAMI BEACH, INC., A FLORIDA NOT- FOR-PROFIT CORPORATION, IN SUPPORT OF ITS PROGRAMMING EFFORTS TO KEEP MIAMI BEACH AND ITS NATURAL HABITATS FREE OF GARBAGE AND HARMFUL POLLUTANTS; AND AUTHORIZING THE CITY CLERK AND CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH CLEAN MIAMI BEACH, INC. WHEREAS, Clean Miami Beach, Inc. (" Clean Miami Beach") is a not-for-profit corporation of the State of Florida, founded by Miami Beach resident Sophie Ringel dedicated to the protection of Miami Beach's natural habitats and its marine wildlife; and WHEREAS, as engagement grew and word of Ringel' s commitment to a clean and safe environment for wildlife and sustainable business alike became known, her organized cleanup volunteers intensified to include City officials, the Miami Beach Police Department Officers, students, teachers, and executives who care about making a difference; and WHEREAS, to this day, Clean Miami Beach has conducted 351 cleanups, engaged 14,546 volunteers, and collected 103,831 pounds of trash and plastic waste; and WHEREAS, on April 19, 2024, Ringel, presented the achievements of Clean Miami Beach to the Finance and Economic Resilience Committee and requested $45,000 to implement more extensive efforts including twelve (12) community cleanup events, the annual EcoFest, ten (10) Classrooms on the Sand, ten (10) Microplastic Art Workshops, and five (5) School Presentations; and WHEREAS, the Administration recommends the Mayor and City Commission approve a one-time grant in the total amount of $45,000 to assist Clean Miami Beach with its efforts to keep the City and its beautiful beaches clean and plastic-free, subject to Clean Miami Beach submitting an initial report and a final report, documenting the objectives achieved with the grant funding and compliance with all other terms of City's standard grant agreement. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve a grant in the amount of $45,000 to Clean Miami Beach, Inc., a Florida not-for-profit corporation, in support of its programming efforts to keep Miami Beach and its natural habitats free of garbage and harmful pollutants; and authorize the City Clerk and City Manager to execute a grant agreement with Clean Miami Beach, Inc. BACKGROUND/HISTORY On April 19, 2024, the Finance and Economic Resilience Committee discussed awarding a grant to Clean Miami Beach. The Committee unanimously moved the item to be heard at Commission with a favorable recommendation to prioritize during the FY2025 budget process funding for a $45,000 one-time grant to Clean Miami Beach. The item is sponsored by Commissioner Fernandez. On February 21, 2024, the Mayor and City Commission referred discussion item C4 F to the Finance and Economic Resiliency Committee to discuss awarding a grant to Clean Miami Beach to implement more extensive cleanup efforts (Attachment A). On January 25, 2024, the Miami Beach Sustainability Committee passed a motion requesting that the waste hauler contract that is selected for the franchise agreement contract with the City double the funding that is currently provided for environmentally focused non-profit organizations. In addition, the Sustainability Committee recommended that the City identify other funding opportunities through state or federal agencies to apply for grants for community organizations focused on sustainability and climate change work. ANALYSIS Clean Miami Beach is a local non-profit organization dedicated to keeping the community and surrounding natural habitats free of garbage and harmful pollutants. The City of Miami Beach has provided an estimated total funding of approximately$40,000 to Clean Miami Beach since 2021. Most recently, Clean MB was awarded $12,000 through the 2023 Miami Beach Rising Above grants. The scope of the Clean MB grant covers twelve (12) beach cleanup events. Clean MB was awarded $11,300 through the 2021 Miami Beach Rising Above grants. The scope of this grant covered eleven (11) beach cleanup activities. The competitive grants are distributed to philanthropic organizations with an emphasis on environmental projects and programs.This grant is made available every two years. The majority of the grants are made possible through the Boucher Brothers Miami Beach LLC Public Beachfront Concession Agreement and the Waste • Page 464 of 1862 Contract Agreement fees. These agreements include value-added enhancements to support environmental organizations and their work in Miami Beach. Additionally, in February 2023, per Resolution No. 2023-32501, the Mayor and City Commission approved a grant in the amount of$15,000 to Clean MB in support of its programming efforts for beach cleanups in the City of Miami Beach. The scope of this grant covers fifteen (15)volunteer- based beach cleanup events. The City has also engaged with Clean MB for one-time activations during high-impact times, such as Spring Break, or to complement existing community events, such as Turtle Fest, at a price of$1,000 per activation. On April 19, 2024, Sophie Ringel, Founder and Executive Director of Clean Miami Beach, presented the achievements of Clean Miami Beach to the Finance and Economic Resilience Committee and requested $45,000 to implement more extensive efforts (Attachment B). The funds requested would support twelve (12) community cleanup events, the annual EcoFest, ten (10) Classrooms on the Sand, ten (10) Microplastic Art Workshops, and five (5) School Presentations.
