Resolution 2024-33110 RESOLUTION NO. 2024-33110 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS MAY 24, 2024, MEETING,TO MAKE RESIDENTIAL AREA SIDEWALK PRESSURE WASHING A PRIORITY DURING THE FY 2025 BUDGET PROCESS. WHEREAS, the Public Works Sanitation Division works diligently to maintain the cleanliness of the City, with additional focus on hotspots, and high trafficked areas such as the MXE; and WHEREAS,Services include pressure washing on a rotating basis and litter removal services are provided daily, high impact weekends and for special events; and WHEREAS, the team also responds to Egov complaints, phone calls, and interdepartmental requests for pressure washing services; and WHEREAS, the enhancement of sanitation efforts in residential and commercial areas would require the hiring of an additional twelve (12) full-time staff, distributed equally over the south, mid and north beach respectively, and an increase in pressure washing equipment and head count for a twice-a-year service. Estimated costs are $840K; and WHEREAS, at its May 24, 2024, meeting, FERC members discussed the proposed sanitation enhancements for FY2025 by Public Works; and WHEREAS, FERC committee members passed a motion to move the item to the City Commission with a favorable recommendation to make residential area sidewalk pressure washing a priority during the FY 2025 budget process. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Economic Resiliency Committee at its May 24, 2024, meeting, to make residential area sidewalk pressure washing a priority during the FY 2025 budget process. BACKGROUND/HISTORY At its February 21, 2024 meeting, the City Commission approved a referral (C4 D)to the Finance and Economic Resiliency Committee to discuss enhancing and expanding sanitation and code compliance efforts for FY 2025 in residential and commercial areas,to ensure all areas in Miami Beach are clean and sanitary. The item is sponsored by Commissioner David Suarez. ANALYSIS The Public Works Sanitation Division works diligently to maintain the cleanliness of the City, with additional focus on hotspots, and high trafficked areas such as the mixed-use entertainment (MXE) district. Services include pressure washing on a rotating basis and litter removal services are provided daily, high impact weekends and special events. FISCAL IMPACT STATEMENT This request is currently unfunded. A funding source will be discussed at the July 2024 Budget Retreat. Twice a year pressure washing in commercial and residential areas is estimated at $1,521,254.00 (11 Municipal Service Worker II full-time, 1 Operations Supervisor full-time, 11 power washing units and 1 pickup truck)for Fiscal Year 2025(year 1)and $818,068.00 for Fiscal year 2026 (year 2).
