Resolution 2024-33100 RESOLUTION NO. 2024-33100 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL 'DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF TRANSPORTATION, PUBLIC TRANSIT SERVICE DEVELOPMENT PROGRAM, IN THE APPROXIMATE AMOUNT OF $1.4 MILLION; 2) FLORIDA COMMERCE/FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY, COMMUNITY PLANNING TECHNICAL ASSISTANCE GRANTS, IN THE APPROXIMATE AMOUNT OF $50,000; 3) U.S. DEPARTMENT OF JUSTICE, FY24 COMMUNITY POLICING DEVELOPMENT MICROGRANTS PROGRAM, IN THE APPROXIMATE AMOUNT OF $488,000; AND 4) U.S. HOUSE OF REPRESENTATIVES, FLORIDA DISTRICT 24 CONGRESSIONAL FY25 COMMUNITY PROJECT FUNDING REQUEST, IN THE APPROXIMATE AMOUNT OF $13.1 MILLION. WHEREAS, the City Administration applies for grants and external funding from outside organizations; and WHEREAS, the City Administration requests approval to apply for two grants in the approximate amount of $1.4 Million from Florida Department of Transportation, Public Transit Service Development Program,the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $50,000 from Florida Commerce/Florida Department of Economic Opportunity, Community Planning Technical Assistance Grants, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for three grants in the approximate amount of$488,000 from U.S. Department of Justice, FY 2024 Community Policing Development Microgrants Program, through The United Way of Miami-Dade County, Emergency Food and Shelter Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for an appropriation in the approximate amount of $13.1 Million from U.S. House of Representatives, Florida District 24 Congressional FY25 Community Project Funding Request, the details of which are set forth in the Commission Memorandum accompanying this Resolution. • NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize (and, as to certain agreements, retroactively approve and authorize)the City Manager, or her designee, to apply for, and accept funding, execute any and all documents or agreements, and appropriate funding received by the City of Miami Beach in connection with following grants, programs, and agreements: 1) Florida Department of Transportation, Public Transit Service Development Program, in the approximate amount of$1.4 Million; 2) Florida Commerce/Florida Department of Economic Opportunity, Community Planning Technical Assistance Grants, in the approximate amount of $50,000; 3) U.S. Department of Justice, FY24 Community Policing Development Microgrants Program, in the approximate amount of $488,000; and 4) U.S. House of Representatives, Florida District 24 Congressional FY25 Community Project Funding Request, in the approximate amount of$13.1 Million. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. Florida Department of Transportation, Public Transit Service Development Program, in the approximate amount of$1.4 Million for two transportation projects. The Florida Department of Transportation (FDOT) Public Transit Service Development Program was enacted by the Florida Legislature to provide initial funding for special projects.The program funds new or innovative techniques or measures that can be used to improve or expand public transit. Service Development Projects specifically include projects involving the use of new technologies, services, routes, or vehicle frequencies; the purchase of special transportation services, and other such techniques for increasing service to the riding public as are applicable to specific localities and transit user groups. The City administration is applying for grant funding for the following two projects as described below, in the approximate combined amount of$1.4 Million. South Beach Trolley Service Fiscal Year 2026 The City administration is applying for grant funding in the approximate amount of$1.33 Million for the South Beach Trolley Service to supplement 25%of the annual operating cost in FY26. The Page 521 of 1862 South Beach Service improves transit service by providing collection, circulation, and distribution of local trips within the City of Miami Beach and to regional routes. This is the third and last year the City is eligible for funding from FDOT for this specific project. Matching funds in the • approximate amount of $4.0 Million will be requested for account # 187-6300-000349-00-403- 529-00-00-00- during the City's FY 2026 budget process. The availability of matching funds is contingent upon City Commission approval. Commuter Waterborne Transportation Service The City administration is applying for grant funding in the approximate amount of$600,000 for the new proposed Commuter Waterborne Transportation Service to supplement 50% of the annual operating cost during its first year. In June 2024, the City will initiate a one-year pilot program with Poseidon Ferry, utilizing a vessel to facilitate commute across Biscayne Bay between Maurice Gibb Memorial Park in Miami Beach and the Venetian Marina & Yacht Club in Miami. Following the pilot,the City plans to initiate a competitive procurement process to select a permanent service provider, with the aim of launching the new permanent service by June 1, 2025. Matching funds in the approximate amount of$600,000 will be requested for account#106- 9615-000349-30-403-529-00-00-00 during the City's FY 2026 budget process. The availability of matching funds is contingent upon City Commission approval. 2. Florida Commerce/Florida Department of Economic Opportunity, Community Planning Technical Assistance Grants, in the approximate amount of$50,000 for North Beach Community Redevelopment Agency (CRA) Strategic Plan. Florida Commerce, formerly known as Florida Department of Economic Opportunity (DEO), provides Community Planning Technical Assistance (CPTA) Grants to create innovative plans and development strategies that promote a diverse economy and meet statutory requirements for planning while also protecting environmentally sensitive or rural areas. The City administration is applying for grant funding on behalf of the North Beach Community Redevelopment Agency (CRA) in the approximate amount of$50,000 for the development of a five-year strategic plan for the North Beach CRA. The Strategic Plan will focus on creating a redevelopment implementation strategy that will attract private investment, increase the CRA's tax base, and drive economic growth in the North Beach area. This funding will support the consulting services, research, and community engagement resources needed to craft the plan. No matching funds are required. 3. U.S. Department of Justice, FY 2024 Community Policing Development Microgrants Program, in the approximate amount of$488,000 for three police proiects. The Office of Community Oriented Policing Services (COPS) is a component of the U.S. Department of Justice,which manages the Community Policing Development(CPD) Microgrants Program. The program provides funding to local, state, tribal, and territorial law enforcement agencies to implement demonstration or pilot projects that offer creative ideas to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing. The City administration is applying for grant funding for the following three projects as described below, in the approximate combined amount of$488,000. Dedication to Community (D2D) Program The City administration is applying for grant funding in the approximate amount of$175,000 for the Dedication to Community (D2C) Program under the Building Trust and Legitimacy with the Community grant category. The Miami Beach Police Department (MBPD) proposes to partner with the D2C non-profit organization to bring their educational programs to the City of Miami Beach. Through skills-building workshops, ongoing forums, and community events that engage law enforcement personnel and community members, the D2C program fosters relationships, improves collective understanding, and nurtures a culture of accountability, transparency, open- communication, and mutual trust necessary for the Department to address community issues. No matching funds are required. Page 522 of 1862 30x30 Strategic Initiative The City administration is applying for grant funding in the approximate amount of$160,000 for the 30x30 Strategic Initiative under the Officer Recruitment, Retention and Workforce Diversification grant category. MBPD, which recently signed the 30x30 pledge to advance the representation and experiences of women in policing agencies, is ready to launch its own 30x30 Initiative. The MBPD team will develop a Professional Services Agreement (PSA)with an expert in the field who will focus on developing a Women in Blue Committee, bringing key stakeholders together, researching existing policies and programs, running women's programs, and developing a comprehensive strategic five-year MBPD 30x30 Women in Blue Plan to bring the number of women in the agency to 30% by 2030. No matching funds are required. Hate Crime Prevention Initiative The City administration is applying for grant funding in the approximate amount of$153,000 for the Hate Crime Prevention Initiative under the Hate Crimes and Domestic Extremism grant category. MBPD proposes to work with a liaison from specialized Jewish and LBGTQ+ communities to research data, foster relationships and engage stakeholders, improve collective understanding, and develop a strategic plan to enhance hate crimes awareness and prevention for these groups in a collaborative way. No matching funds are required. 4. U.S. House of Representatives, Florida District 24 Congressional FY 2025 Community Project Funding Request, in the approximate amount of$13.1 Million for two resilience projects. Federal appropriations requests for Fiscal Year 2025 Community Project Funding are being accepted through U.S. House of Representatives congressional district offices. The City administration is submitting appropriations requests through the office of Congresswoman Frederica Wilson (FL-24) for the following two projects as described below, in the combined approximate amount of$13.1 Million. Living Seawall Pilot at Pine Tree Drive&W. 60th Street The City administration is applying for grant funding in the approximate amount of$1.0 Million for a seawall pilot project located at Pine Tree Drive & W. 60th Street. The project aims to design, permit, construct, and monitor a seawall covering a 50-foot stretch of shoreline. The seawall is intended to be built using various materials with the dual purpose of reducing localized flooding and studying the colonization of benthic organisms on these materials. No matching funds are required. Citywide Dune Restoration The City administration is applying for grant funding in the approximate amount of$12.1 Million for citywide dune restoration efforts. The proposed work will involve the removal of non-native invasive vegetation, reductions, trimming, relocations, or lifting of native species, and regrading of sand. No matching funds are required.
