A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF MIAMI BEACH,
FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, MADE AT ITS APRIL 17, 2024
MEETING TO REOPEN UNIDAD RESTROOMS AS A PILOT PROGRAM FOR A
PERIOD OF THREE (3) MONTHS AT THE TOTAL COST OF $71,571.00 TO BE
FUNDED VIA A MID-YEAR APPROPRIATION.
WHEREAS, the North Beach Senior Center(the "Center" or"UNIDAD building") is a City-owned
building located at 7251 Collins Avenue; and
WHEREAS, the Center provides programs and recreational activities to the City's elderly
residents; and
WHEREAS, since September 2022, the restrooms located on the ground floor of the facilities
have remained closed Monday-Friday based on complaints from residents of the Burleigh House
Condominiums and the continued threat to the safety of the Center's patrons; and;
WHEREAS, the Center's restrooms are currently only open Saturday-Sunday; and
WHEREAS, on June 28, 2023, the Mayor and City Commission, at the request of Commissioner
Kristen Rosen-Gonzalez, referred an item to the Public Safety and Neighborhood Quality of Life
Committee to discuss reopening the public restrooms at the UNIDAD building on weekdys; and
WHEREAS, on April 17, 2024, the Public Safety and Neighborhood Quality of Life Committee
recommended in favor of reopening the UNIDAD restrooms, Monday-Friday, as a pilot program for a
period of three (3) months, using appropriate janitorial and security staff to maintain the restrooms clean
and safe; and
WHEREAS, the Administration estimates that in order to implement the pilot program, the
approximate cost for increased janitorial services and a Park Ranger for enhanced security (the
"Services") is approximately$71,571.00; and
WHEREAS, in order to fund these Services, a mid-year budget appropriation is required.'
NOW, THEREFORE , BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
recommendation of the Public Safety and Neighborhood Quality of Life Committee, made at its April 17,
' 2024 meeting to reopen UNIDAD restrooms as a pilot program for a period of three (3) months at the
total cost of$71,571.00 to be funded via a mid-year appropriation.

RECOMMENDATION
It is recommended that the Mayor and City Commission adopt the Resolution.
BACKGROUND/HISTORY
The North Beach Senior Center (the "Center" or "UNIDAD building") is a City-owned building
located at 7251 Collins Avenue. The Center provides programs and recreational activities to the
City's elderly residents.
Since September 2022, the restrooms located on the ground floor of the facilities have remained
closed Monday-Friday based on complaints from residents of the Burleigh House Condominiums
and the continued threat to the safety of the Center's patrons. The complaints mainly
centered around increased vagrancy in the park, use of the restrooms for bathing by the
area's homeless population, vandalism, the use of the restrooms for illicit activity, and the
inability to maintain the restrooms in acceptable working order due to extraordinary wear and tear
imposed on the facility, including the presence of biohazardous material. Unlike the beach
restrooms located .2 miles away at 75th Street (Altos Del Mar), the Center's restrooms are fully
enclosed, making them more difficult to police. The closure of the restrooms did achieve the
outcome of making the area around the 72nd Street safer for the generally more vulnerable
population that frequents the Center.
On June 28, 2023, the Mayor and City Commission approved the referral of item C4 U, at the
request of Commissioner Kristen Rosen-Gonzalez,to the Public Safety and Neighborhood Quality
of Life Committee ("PSNQLC" or the"Committee"1 to discuss keeping the public restrooms at the
UNIDAD building open daily.
ANALYSIS
At the April 17, 2024, PSNQLC meeting, the item to consider the reopening of the exterior public
restrooms located in the Center was presented and discussed. The Committee recommended in
favor of reopening the UNIDAD restrooms, Monday-Friday, as a pilot program for a period of three
(3) months, using appropriate janitorial and security staff to maintain the restrooms clean and
safe.
The Parks and Recreation Department, the Facilities Division, and the Miami Beach Police agree
that the Center's restrooms can be reopened with enhanced janitorial services and additional

security to the area (the"Services").
Services
• Janitorial costs for the pilot period of twelve (12) weeks have been quoted by the City's
janitorial contractor at$22,430.95. This will provide for one (1) porter assigned exclusively
to the two (2) restrooms located at the Center(Monday- Friday).
• Park Ranger, coverage would require 91 overtime hours weekly, at a cost of $4,095
($45/hour). The maximum potential cost of a Park Ranger for the 12-week pilot would be
$49,140. Regardless of the decision, this Park Ranger position is budgeted for in the FY
2025 budget, starting October 1, 2024.
The Administration shall monitor the usage and conditions of the restrooms and seek input from
the staff to assess the need for additional security.
The Administration estimates that in order to implement the pilot program, the approximate cost
for Services during three (3) months is $71,570.95. In order to fund these Services, a mid-year
budget appropriation is required, and this pilot program can commence immediately upon
approval from City Commission.
FISCAL IMPACT STATEMENT
The fiscal impact of this pilot program is $71,570.95, and it is proposed to be funded through a
mid-year budget appropriation.
