A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, AT ITS MAY 22,
2024 MEETING, DIRECTING THE ADMINISTRATION TO EVALUATE
THE FEASIBILITY OF INSTALLING A RAISED MID-BLOCK
CROSSWALK ON WEST AVENUE BETWEEN 6 STREET AND 8
STREET TO REPLACE THE EXISTING AT-GRADE MID-BLOCK
CROSSING; AND, IF FEASIBLE AND APPROVED BY MIAMI-DADE
COUNTY, PROCEED WITH THE IMPLEMENTATION OF A RAISED
CROSSWALK, SUBJECT TO FUNDING AVAILABILITY.
WHEREAS, residents in the West Avenue neighborhood have expressed
concerns regarding pedestrian safety, vehicular speeds, and overall traffic flow; and
WHEREAS, the City is planning to implement major roadway infrastructure
improvements along the West Avenue corridor from 8 Street to Lincoln Road over the
next few years to address some of these quality-of-life issues through a long-term
redesign of the street, including narrowing travel lanes, widening sidewalks, enhancing
various crosswalks with Light Emitting Diode ("LED") pedestrian flashing beacons,
landscape enhancements, and green bicycle lanes; and
WHEREAS, in the interim, the Administration is working on short-term initiatives
in the neighborhood with the goal of enhancing pedestrian safety and reducing speeding
in advance of future/long-term capital improvement projects; and
WHEREAS, the Transportation and Mobility Department worked with the Public
Works Department to restripe several existing crosswalks with high emphasis pavement
markings, restripe lane lines and stop bars at various locations, and add pedestrian
signage at all intersections along West Avenue between 8 Street and 13 Street, which
was completed in early May 2024; and
WHEREAS, to enhance pedestrian safety and access to/from Canopy Park, the
Transportation and Mobility Department is prepared to engage one of the City's pre-
, qualified rotational transportation consultants to initiate the design of a raised crosswalk
to replace the existing at-grade mid-block crossing on West Avenue between 6 Street
and 8 Street; and
WHEREAS, approval by the Miami-Dade County Department of Transportation
and Public Works ("DTPW") is required prior to implementation of the raised crosswalk;
and
WHEREAS, at the May 22, 2024 PSNQLC meeting, the Committee discussed
this item and made a motion recommending the implementation of a raised crosswalk
on West Avenue between 6 Street and 8 Street to improve pedestrian safety and access
to/from Canopy Park; and
WHEREAS, funding for the design of a raised crosswalk is available in Capital
Project No. 62424— Citywide Raised Crosswalks and Intersections; and
WHEREAS, a construction cost estimate is not known at this time and will be
developed as part of the design development phase; and
WHEREAS, the Administration recommends accepting the PSNQLC's
recommendation to pursue the implementation of a raised crosswalk on West Avenue
between 6 Street and 8 Street; and
WHEREAS, the Transportation and Mobility Department will engage one of the
City's pre-qualified rotational transportation consultants to design the raised crosswalk
and work with DTPW for review and permitting approval of the raised crosswalk.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Public Safety and Neighborhood and
Quality of Life Committee, at its May 22, 2024 meeting, directing the Administration to
evaluate the feasibility of installing a raised mid-block crosswalk on West Avenue
between 6 Street and 8 Street to replace the existing at-grade mid-block crossing; and,
if feasible and approved by Miami-Dade County, proceed with the implementation of a
raised crosswalk, subject to funding availability.

RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission")adopt the Resolution.
BACKGROUND/HISTORY
At the March 13, 2024 City Commission meeting, at the request of Commissioner Joseph
Magazine, the Mayor and City Commission ("City Commission") referred an item (R9 AJ) to the
Public Safety and Neighborhood Quality of Life Committee("PSNQLC"or"Committee")to discuss
speed mitigation measures and traffic calming options on West Avenue and Alton Road in the
South Of Fifth Neighborhood.
Residents in the West Avenue neighborhood have expressed concerns regarding pedestrian
safety, vehicular speeds, and overall traffic flow. Note that the City is planning to implement major
roadway infrastructure improvements along the West Avenue corridor from 8 Street to Lincoln
Road over the next few years to address some of these quality-of-life issues through a long-term

ANALYSIS
The Transportation and Mobility Department worked with the Public Works Department to restripe

recommending the implementation of a raised crosswalk on West Avenue between 6 Street and
8 Street to improve pedestrian safety and access to/from Canopy Park.
FISCAL IMPACT STATEMENT
Funding for the design of a raised crosswalk is available in Capital Project No. 62424—Citywide
Raised Crosswalks and Intersections. A construction cost estimate is not known at this time and
will be developed as part of the design development phase.

CONCLUSION
The Administration is working on short-term and long-term initiatives to improve pedestrian safety
and address speeding concerns in the West Avenue neighborhood.
The Administration recommends accepting the PSNQLC's recommendation to pursue the
implementation of a raised crosswalk on West Avenue between 6 Street and 8 Street. Should the
City Commission adopt this Resolution, the Transportation and Mobility Department will engage
one of the City's pre-qualified rotational transportation consultants to design the raised crosswalk
and work with DTPW for review and permitting approval of the raised crosswalk. Once approved
by DTPW, and subject to funding availability,the Administration will proceed with the construction
of the raised crosswalk.
Moreover, the Administration will continue to seek short-term opportunities and advance long-
term capital projects to implement traffic calming measures and pedestrian safety improvements
in the West Avenue neighborhood, including working with the Miami Beach Police Department to
enforce traffic laws.

ANALYSIS
I have been receiving some troubling feedback from residents living in the West Avenue community
regarding pedestrian safety, vehicular speeds, and overall traffic flow along West Avenue and in the
South of Fifth neighborhood. I would like us to explore various traffic calming options in the above
areas, with the goal of enhancing safety, promoting pedestrian-friendly environments, and addressing
concerns related to speed mitigation.
As part of this discussion, I would like the City Administration to be prepared to present an
overview of the current traffic conditions in the above areas, including vehicular speeds,
pedestrian usage, assessment of the safety of existing crosswalks and pedestrian
infrastructure, and any reported safety concerns.
