A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO ADD THE
OLD HISTORIC CITY HALL LOCATED AT 1130 WASHINGTON AVENUE TO
THE LIST OF HISTORIC BUILDINGS TO BE RE-PAINTED, AS PART OF THE
BUILDING'S RECERTIFICATION PROCESS, UTILIZING THE LEONARD
HOROWITZ COLOR PALETTE, IN CONSULTATION WITH BARBARA
HULANICKI TO ENSURE THE APPROPRIATE SELECTION OF COLORS
FROM THE HOROWITZ PALETTE TO ACCENTUATE THE ARCHITECTURAL
FEATURES OF THE OLD CITY HALL; DIRECTING THE ADMINISTRATION TO
IDENTIFY FUNDING DURING THE ANNUAL BUDGET PROCESS FOR COSTS
NOT ACCOUNTED FOR IN THE EXISTING BUDGET FOR RECERTIFICATION
WORK; AND FURTHER, DIRECTING THE ADMINISTRATION.TO SUBMIT AN
APPLICATION TO THE CITY'S HISTORIC PRESERVATION BOARD ("HPB")
FOR AN APPROVAL FOR THE INSTALLATION OF AWNINGS AT THE OLD
CITY HALL, AND, PROVIDED THAT HPB'S APPROVAL IS OBTAINED,
DIRECTING THE ADMINISTRATION TO IDENTIFY FUNDING DURING THE
ANNUAL BUDGET PROCESS FOR THE PURCHASE AND INSTALLATION OF
AWNINGS AT THE OLD CITY HALL.
WHEREAS, in the early 1980s, New York designer Leonard Horowitz collaborated with
Barbara Capitman to develop a color palette comprising approximately 40 colors, aimed at
revitalizing the aging Art Deco facades in Miami Beach; and
WHEREAS, with the assistance of Ernest Martin, then Director of the Dade County Office
of Community and Economic Development, funding was secured to implement a facade painting
program utilizing the Horowitz color palette, administered by the Miami Beach Community
Development Corporation (MBCDC); and
WHEREAS, over fifty property owners participated in the program, resulting in the
rejuvenation of numerous Art Deco buildings in Miami Beach; and
WHEREAS, on February 26, 2024, the Land Use and Sustainability Committee (LUSC)
reviewed a proposal to repaint the Colony Theater and Beach Patrol Headquarters utilizing the
Leonard Horowitz color palette, with consultation from famous artist and fashion designer Ms.
Barbara Hulanicki to ensure the color scheme complements architectural features; and
WHEREAS, the Mayor and City Commission wish to add the historic old City Hall, which
was built in 1927 and designed by Martin Luther Hampton, to the list of historic buildings to be re-
painted utilizing the Horowitz color palette; and
WHEREAS, in addition, the Mayor and City Commission wish for the Administration to
purchase and install awnings at the historic old City Hall, which will require an application to be
submitted to the City's Historic Preservation Board.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the Administration to add the old historic City Hall located at 1130
Washington Avenue to the list of historic buildings to be re-painted, as part of the building's
recertification process, utilizing the Leonard Horowitz color palette, in consultation with Barbara
Hulanicki to ensure the appropriate selection of colors from the Horowitz palette to accentuate
the architectural features of the old City Hall; direct the Administration to identify the annual budget
process for costs not accounted for in the existing budget for recertification work; and further,
direct the Administration to submit an application to the City's Historic Preservation Board ("HPB")
for an approval for the installation of awnings at the old City Hall, and, provided that HPB's
approval is obtained, direct the Administration to identify funding during the annual budget
process for the purchase and installation of awnings at the old City Hall.
