WHEREAS, it is the responsibility of the respective governments of the City of Miami Beach and the City of Miami Beach Police Department and the Village of El Portal, Florida City, City of Hialeah, Village of Bal Harbour, Indian Creek Village, Village of Key Biscayne, Miami Shores Village, Town of Bay Harbor Islands, City of North Miami, City of North Miami Beach, Village of Pinecrest, City of Biscayne Park, City of Coral Gables, Town of Surfside, City of Sweetwater, Village of Virginia Gardens, City of Doral, City of Hialeah Gardens, Town of Medley, Miami-Dade School Board, City of Miami Springs, City of Aventura, Miccosukee Tribe of Indians, City of Fort Lauderdale, City of Miami Gardens, City of South Miami, City of Sunny Isles Beach, North Bay Village, Town of Golden Beach, Miami-Dade County, City of Miami, and Florida International University, Florida, to ensure the public safety of their citizens by providing adequate levels of police service to address any foreseeable routine or emergency situation; and WHEREAS, the existence of, and continuing possibility that there may be the occurrence of law enforcement problems, and other natural and man-made conditions which are, or are likely to be, beyond the control of services, personnel, equipment, or facilities of the City of Miami Beach Police Department, and respective police departments for the Village of El Portal, Florida City, City of Hialeah, Village of Bal Harbour, Indian Creek Village, Village of Key Biscayne, Miami Shores Village, Town of Bay Harbor Islands, City of North Miami, City of North Miami Beach, Village of Pinecrest, City of Biscayne Park, City of Coral Gables, Town of Surfside, City of Sweetwater, Village of Virginia Gardens, City of Doral, City of Hialeah Gardens, Town of Medley, Miami-Dade School Board, City of Miami Springs, City of Aventura, Miccosukee Tribe of Indians, City of Fort Lauderdale, City of Miami Gardens, City of South Miami, City of Sunny Isles Beach, North Bay Village, Town of Golden Beach, Miami-Dade County, City of Miami, and Florida International University; and WHEREAS, it is necessary to ensure that these law enforcement agencies will be adequate resources to address any and all of these conditions, to protect the public peace and safety, and to preserve the lives and property of the people of the City of Miami Beach, and the Village of El Portal, Florida City, City of Hialeah, Village of Bal Harbour, Indian Creek Village, Village of Key Biscayne, Miami Shores Village, Town of Bay Harbor Islands, City of North Miami, City of North Miami Beach, Village of Pinecrest, City of Biscayne Park, City of Coral Gables, Town of Surfside, City of Sweetwater, Village of Virginia Gardens, City of Doral, City of Hialeah Gardens, Town of Medley, Miami-Dade School Board, City of Miami Springs, City of Aventura, Miccosukee Tribe of Indians, City of Fort Lauderdale, City of Miami Gardens, City of South Miami, City of Sunny Isles Beach, North Bay Village, Town of Golden Beach, Miami- Dade County, City of Miami, and Florida International University; and WHEREAS, the City of Miami Beach, and the Village of El Portal, Florida City, City of Hialeah, Village of Bal Harbour, Indian Creek Village, Village of Key Biscayne, Miami Shores Village, Town of Bay Harbor Islands, City of North Miami, City of North Miami Beach, Village of Pinecrest, City of Biscayne Park, City of Coral Gables, Town of Surfside, City of Sweetwater, Village of Virginia Gardens, City of Doral, City of Hialeah Gardens, Town of Medley, Miami- Dade School Board, City of Miami Springs, City of Aventura, Miccosukee Tribe of Indians, City of Fort Lauderdale, City of Miami Gardens, City of South Miami, City of Sunny Isles Beach, North Bay Village, Town of Golden Beach, Miami-Dade County, City of Miami, and Florida International University, have the authority under Chapter 23 of the Florida Statutes, known as the "Florida Mutual Aid Act," to enter into Voluntary Cooperation and Operational Assistance Mutual Aid Agreements. Formal agreements are critical to ensure that the City of Miami Beach and these partner agencies have adequate resources, personnel and equipment necessary to fully respond to an emergency or routine public safety incident. FISCAL IMPACT STATEMENT None. CONCLUSION The Mutual Aid Agreements will benefit the City of Miami Beach.
