A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
CREATE AND IMPLEMENT A MONTH-LONG ACTION PLAN FOR THE MONTH
OF AUGUST 2024, ENTITLED "OPERATION SUMMER HEAT," TO INCLUDE
A COMMUNITY ACTION TEAM CONSISTING OF CITY STAFF, HEALTHCARE
PROFESSIONALS, NON-PROFIT ORGANIZATIONS, BUSINESS
REPRESENTATIVES AND VOLUNTEERS, WHEREIN ALL COMMUNITY
PARTNERS CAN COOPERATIVELY AND PROACTIVELY PARTICIPATE IN
ORDER TO COMPREHENSIVELY AND COMPASSIONATELY ADDRESS
HOMELESSNESS BY PROVIDING FOOD, WATER, MEDICAL CARE,
SHELTER, SOCIAL SERVICES, AND INFORMATION ON OTHER AVAILABLE
RESOURCES, IN A CONCERTED EFFORT TO ENSURE THAT NO PERSON IN
THE CITY IS LIVING ON PUBLIC PROPERTY DURING THE MONTH OF
AUGUST 2024 IN THE MIDST OF HURRICANE SEASON AND DURING THE
MONTH IN WHICH THE CITY TYPICALLY EXPERIENCES SWELTERING
HEAT AND ITS HIGHEST AVERAGE TEMPERATURES; AND FURTHER,
DIRECTING THE CITY ADMINISTRATION TO ALLOCATE THE NECESSARY
PERSONNEL, RESOURCES AND SUPPORT IN ORDER TO ENSURE THE
EFFECTIVE IMPLEMENTATION OF "OPERATION SUMMER HEAT," AND TO
MONITOR AND REPORT ON THE PROGRESS OF THE OPERATION BY
PROVIDING THE MAYOR AND CITY COMMISSION WITH REGULAR
UPDATES THROUGHOUT THE MONTH OF AUGUST 2024, ALONG WITH A
FINAL REPORT WHICH, UPON THE CONCLUSION OF OPERATION SUMMER
HEAT, SHALL DETAIL ITS OUTCOMES, SUCCESSES, AND AREAS FOR
IMPROVEMENT.
WHEREAS, the City's beautiful beaches, world-class shopping and dining, and popularity
as a resort and tourist destination, entice people from all over the world to come to the City; and
WHEREAS, in addition to the millions of tourists who visit each year,the most recent point-
in-time homeless census(conducted by the Miami-Dade County Homeless Trust in January 2024)
shows that the City is also inhabited by a fluctuating homeless population of approximately 154
people; and
WHEREAS, protecting the health, safety, and general welfare of the City' s residents and
visitors(including homeless persons) is the most fundamental function performed by the City; and
WHEREAS, the City staffs a Homeless Outreach Services Team, which operates a walk-
in-center and manages 86 Shelter Beds and 3 Residential Treatment Level II beds that are funded
fully by the City at an annual cost of approximately$1,134,927.50; and
WHEREAS, in order to ensure that the City can offer placements appropriate to the
circumstances of each homeless person seeking assistance, these beds are located at the
following shelters / residential programs: Camillus House, Miami Rescue Mission, Lotus House,
The Salvation Army, Riverside House and New Hope; and
WHEREAS, the City also provides additional services to homeless persons including, but
not limited to, in-house employment services, application assistance for disability and
Supplemental Nutrition Assistance Program ("SNAP") benefits, identification document (birth
certificate, driver's license, work permit, government ID) replacement assistance, family
reunification/relocation services, mental health screening and services, and rental assistance and
referral supportive services; and
WHEREAS, addressing homelessness is a challenging and cyclical issue that requires a
multitude of approaches to address and curb its impact; and
WHEREAS, the City of Miami Beach experiences extremely high temperatures and
severe weather conditions, particularly during the month of August, which coincides with the peak
of hurricane season; and
WHEREAS, in addition to disease and violence, these conditions pose significant health
and safety risks to individuals experiencing homelessness within the City; and
WHEREAS, the City Commission of the City of Miami Beach recognizes the importance
of addressing homelessness comprehensively and compassionately, especially during periods of
extreme weather; and
WHEREAS, the City Administration is hereby directed to create and implement a month-
long action plan (for August 2024) intended to aid homeless persons, entitled "Operation Summer
Heat;" and
WHEREAS, "Operation Summer Heat," which will be planned and coordinated in July—
and implemented in August — will be a month-long initiative aimed at providing immediate and
sustained assistance to homeless individuals, ensuring their safety and well-being during August
2024 through a coordinated effort involving City staff, health professional, non-profit
organizations, business representatives, and volunteers; and
WHEREAS, the primary objective of"Operation Summer Heat" is to ensure that no person
in the City is living on public property during the month of August 2024, thereby safeguarding the
homeless population from the extreme heat and potential severe weather conditions (typical
during August) by creating an all-hands-on-deck approach to addressing homelessness in the
City over the month-long period, and emphasizing engagement, support, and enforcement of
public space regulations to maintain a welcoming environment for all persons living in, and
visiting, the City; and
WHEREAS, "Operation Summer Heat" should include the City establishing a Community
Action Team consisting of City officials, City staff(Housing and Community Services personnel,
fire rescue personnel, police officers, homeless outreach, code compliance officers, and park
rangers), healthcare professionals (doctors, nurses, social workers, mental health experts, and
other healthcare providers), non-profit organizations (homeless shelters, food banks, and
advocacy groups), business representatives (local business owners and tourism board
members), and volunteers (community members willing to assist in various capacities); and
WHEREAS, the City Administration shall endeavor to ensure that all community partners
participate collaboratively and proactively in "Operation Summer Heat," by working together to
address homelessness comprehensively and compassionately during the month of August 2024;
and
WHEREAS, the City Commission is committed to allocating the necessary resources and
support to ensure the successful implementation of"Operation Summer Heat."

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to create and implement a month-long action
plan for the month of August 2024, entitled "Operation Summer Heat," to include a community
action team consisting of City staff, healthcare professionals, non-profit organizations, business
representatives and volunteers,wherein all community partners can cooperatively and proactively
participate in order to comprehensively and compassionately address homelessness by providing
food, water, medical care, shelter, social services, and information on other available resources,
in a concerted effort to ensure that no person in the City is living on public property during the
month of August 2024 in the midst of hurricane season and during the month in which the City
typically experiences sweltering heat and its highest average temperatures; and further, directing
the City Administration to allocate the necessary personnel, resources and support in order to
ensure the effective implementation of "Operation Summer Heat," and to monitor and report on
the progress of the Operation by providing the Mayor and City Commission with regular updates
throughout the month of August 2024, along with a final report which, upon the conclusion of
Operation Summer Heat, shall detail its outcomes, successes, and areas for improvement.
