Kasdin and Members of the City Commission FROM: Sergio Rodriguez City Manager SUBJECT: Status Report on the Energy Conservation Performance Based Contract --------------------------------------------------------------------- --------------------------------------------------------------------- With the approval by Commission of the Energy Conservation Performance Based Contract on January 21, 1998, Property Management and Johnson Controls Inc. began a major retrofit of mechanical systems, lighting systems, and energy management systems in 26 separate, City owned buildings. To date, the construction portion alone over a four month period has provided the City with direct energy savings of $91,937.00 and has also earned for the City, an additional $90,846.05 in direct energy rebate incentives from Florida Power and Light. Operational savings have also been obtained by the cancellation of service contracts where new equipment has been installed and new equipment warranties are now in effect. These savings are the direct result of the retrofitting and replacement of the following electrical and mechanical equipment: 1) Lighting: To date, over 9,000 light fixtures have been retrofitted. This includes the replacement and installation of over 8,770 high efficient ballasts and over 22,000 new energy efficient lamps. 2) BV AC: a): A new 500 ton high efficiency cooling tower has been installed at City Hall to replace the deteriorated tower. b): Two new 170 tons high efficient centrifugal chillers have been installed in City Hall to replace the low efficiency, and deteriorating units. c): Variable speed drive motors are currently being installed in all air handling equipment to replace outdated direct drive technology. d): A new AlC coil has been installed on the roof of the City Hall Building to handle the new chiller loads. e): Centrifugal chiller optimizations have been completed at the Police Department Building. The building has also received the addition of variable speed motors for the air handling equipment. 3) Energy Management Systems: a): New, state of the art, energy management systems are being installed in the City Hall Building, Police Department Building, Scott Rakow Youth Center, and the South Shore Community Center. The new system will allow for zone control oflighting and AlC equipment without the need for the entire facility to be "on". This also will allow for system changes to be made on each building from a remote centralized location. The system will also contact repair personnel directly, by means of an automatic dialing system, in the event of any system problem. The energy management system will provide setback control for non-use times. These systems will provide much better control while providing energy deductions for these facilities. b): Programmable thermostats and time clocks are being installed in 8 other City buildings to allow for a setback of equipment during non-use times to provide energy consumption reductions. The FPL rebates have been applied toward the costs of the Performance Based Contract as a down payment of the $2,000,000.00 of new equipment the City is receiving. The energy savings and operational savings obtained during the construction process represents real savings to the City as the energy savings will not be part of the Performance Based Contract until the construction portion of the project is complete. Property Management has applied and has been accepted in the Federal Environmental Protection Agency's (EPA) "Green Lights Energy Star Program". This will provide the City with national recognition in the alliance in energy efficiency matters and will provide the City the ability to submit buildings for the national "Energy Star" awards. Although these retrofits have been somewhat painful at times in producing some "warm days" in the City Hall building due to the replacement of the entire mechanical infrastructure in the building, the completion of the project by mid-November will provide a controllable system that can be set to provide comfort levels to accommodate each Department's specific needs. The attached report from Johnson Controls provides a cost avoidance report, measured specific performance guarantee per facility, actual electric billing data for each affected facility, and the electrical utility baseline data. Also attached, is a report of the the remaining facility improvement measures and their current status and timetables for the completion of the remaining projects of the Performance Based Contract. Attached also are photographs of before and after conditions in the facilities Because the Performance Based Contract is based on a 80% factor of the estimated energy savings by the energy auditors and any additional savings would be received directly by the City, Property Management will continue to seek any additional measures that will provide additional energy savings to the City.
