A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION
TO DEVELOP A PLAN TO STRATEGICALLY IMPLEMENT ENHANCED
PUBLIC SAFETY MEASURES PERIODICALLY THROUGHOUT THE
YEAR AND TO PRESENT THE PLAN FOR DISCUSSION AT THE
PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE
COMMITTEE MEETING ON SEPTEMBER 18, 2024.
WHEREAS, the safety and well-being of residents, visitors, and businesses in the
City of Miami Beach are of paramount importance to the Mayor and City Commission;
and
WHEREAS, the City of Miami Beach is committed to maintaining a high standard
of public safety and quality of life for all who live, work, and play in the City; and
WHEREAS, to promote public safety, the City has implemented high-impact and
other measures during high-impact periods throughout the year; and
WHEREAS, high-impact periods have historically correlated to increased visitor
activity, particularly during spring break and Memorial Day weekend; and
WHEREAS, the City has taken measures including, but not limited to, modified
traffic configurations, suspension of business tax receipts for dance and entertainment
events, License Plate Reader (LPR) details, limitation on beach access, prohibition of
certain objects on the beach, parking facility restrictions, and suspension of sidewalk café
operations; and
WHEREAS, the implementation of these measures has drawn criticism as these
have been perceived to be targeting specific populations as opposed to the intent of the
City to address the crime and public safety concerns which have been historically
experienced within the city during certain high-impact periods; and
WHEREAS, to address the perceptions surrounding the high-impact measures
and to ensure that the City advances with its public safety initiatives on a year-round
basis, and not solely during certain high-impact periods, it is essential to develop a
comprehensive and proactive plan that addresses public safety throughout the year; and
WHEREAS, the Mayor and City Commission recognize the importance of
engaging with the City's Chief of Police and community stakeholders to develop effective
and sustainable public safety strategies; and
WHEREAS, the Commission desires to direct the Administration to develop a plan
to strategically implement enhanced public safety measures periodically throughout the
year for discussion, feedback, and collaboration on the proposed measures at the
September 18, 2024 Public Safety and Neighborhood Quality of Life Committee meeting.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the Administration to develop a plan to strategically implement
enhanced public safety measures periodically throughout the year and to present the plan
at the Public Safety and Neighborhood Quality of Life Committee Meeting on September
18, 2024.
