MWPA Members voting on BTR Revocation Recommendation Process • The BTR Revocation Recommendation Process was voted on by the MWPA members. - All in favor with revision, motion passed-Mr. John Gardiner will draft LTC. b. Marine Patrol update and discussion by Officer Duane Rezende, City of Miami Beach Marine Patrol • Sergeant Rezende stated that they are extremely busy around the Monument Island area. Miami continues to have their islands closed and allegedly last weekend was the last week for it to be closed, but it is tentative. c. Park Ranger Report by Hartley Pinder, Park and Recreation Department • Hartley Pinder stated that the park rangers are issuing citations and warnings to visitors that doesn’t live in the United States. As of last week, the numbers for the electronic scooters and bike citations are declining. • MWPA member Mr. Ben Mostkoff inquired of the terms of the coordination with the transportation department for the Poseidon Ferry operation out of Maurice Gibb Park. • Hartley Pinder will relay to William Harris about the inquiry about how the interface will be coordinated. d. Update on GOB Dredging Project, Mooring Field, and Water Quality by Lindsey Precht, Environmental Research Manager Mooring Field: • Public comments were received and are compiled on the proposed design and management plan. Pre-application meetings were held over the last three months to organize and prepare for the regulatory permit application process. The feedback is being compiled to begin applying for permits. GOB Biscayne Point Dredging: • The change order for the consultant service order to continue design and permitting was issued in May so the Office of CIP will regroup with the consultant to continue that track. Monument Island: • The city received the first draft proposal from the selected consultant in May per Resolution 2023-32570 which includes a vessel exclusion zone, swim zone, riprap revetment, and natural resources restoration. E&S reviewed the proposal and provided comments/revisions last week to finalize the proposal and enter into a consultant service order. The consultant held a meeting with DERM’s Restoration & Enhancement section in April to inform the proposal, and compiled subconsultant quotes throughout the spring to include items such as surveys required for permitting and a landscape architecture firm. Park View Canal dredging project: • Pre-application meetings have been held with DERM, the USACE, and FDEP. Bathymetric and geotechnical surveys in the Park View Canal and adjacent waterways began in early May and will continue through mid to late June. Once the surveys are complete, the consultant’s engineering team will compile the survey data to inform items such as the depth of maintenance dredging required to improve flushing. New Business a. Discussion on the negotiation process with Suntex by Francisco Garcia, Facility Management • Francisco Garcia stated that the administration has been discussing the Miami Beach Marina with Suntex to negotiate appropriate terms and conditions. In addition to the possible extensions of both short and long term of the Marina lease. South of 5th proposal is also being considered and the terms contemplated are capital improvements by the Marina Lessee and quality of life items for area residents. A meeting will be arranged for the Asset Management team to meet with the MWPA board to review the terms and gather additional feedback before they move forward. • Francisco Garcia will share is notes to be distributed to the MWPA Board. b. MWPA Board members will discuss Commissioner Laura Dominguez Memorandum-Referral to the public safety and neighborhood quality of life to implement a program similar to Monroe county’s free mobile pump out service for vessels. • All in favor/ motion passed in support of Commissioner Dominguez's item to request the county to implement a mobile pump out service programs similar to Monroe County's free mobile pump out service for vessels. /LTC will be drafted and submitted. Open Discussion 1. Motion to approve May minutes - Motion passed. 2. MWPA member John Gardiner stated that he had a meeting with the mayor and Commissioner Suarez about the situation with the private slip and the landing rights agreements with the Marina. A suggestion was made to the mayor to setup a process through the MWPA committee or through a blue-ribbon panel to work on the lease. He presented in the context of getting support on not issuing BTRS for those cases. The mayor will take it up with the Commission.
