[R7 O] North Beach Parking ZonesNorth Beach Parking Zones Prioritize NoBe residential parking for NoBe residents Normandy Isle Red Areas are single family homes with no street parking (or City parking lots). Parking spaces adjacent to parks will be unrestricted until after park closing. Biscayne Beach Biscayne Beach suffers from a severe lack in residential parking. The single family homes (no street parking) are excluded. North Shore North Shore (West of Harding Ave) is intensely residential (multi-family) and suffers from a severe lack of residential parking. Biscayne Beach Elementary is excluded. Parking Abuses ●Short-term rentals, to include AirBNB & VRBO ●Illegal subletting and overcrowding of units ●“Car share” apps such as Turo that stage cars in residential parking spaces ●Tourists looking for free parking ●Business patrons and employees utilizing residential spaces ●People using spaces for storage Turo Car Rentals, AirBnB, VRBO AirBnB Short-Term Rentals Turo Car Rentals Timeline ●December 13, 2023 Introduced at December 2023 Commission meeting ●April 19, 2024 Favorable recommendation from FERC (4-0) ●June 10, 2024 Favorable recommendation from TPBPFC (unanimous) ●June 26, 2024 Favorable recommendation from Administration; Commission accepts recommendation of FERC ●July 24, 2024 Public meeting and final vote ●Implementation A few weeks after final passage Community Outreach ●Mailers to all affected residents Minimum 15 days prior to July commission meeting ●Community Meetings 3 separate Community meetings (for all 3 proposed zones) held locally in NoBe –in English and Spanish –prior to July commission meeting ●Direct Outreach Outreach to neighborhood HOAs, NextDoor, City Facebook page/social media, email blasts to residents ●2 month "education campaign" Flyers placed on vehicles; no citations during this time ●In-person Assistance At NoBe Building Dept office (on Normandy Isles) to provide residents with in-person assistance to apply for permits Safeguards ●One-year Pilot Program After 2 month “education” period, citations will be issued ($36 per citation) –No towing during pilot period ●Temporary Permits Can be issued for 90 days to allow residents time to switch their vehicle registration to Miami Beach ●Leniency Citations can be dismissed as a one-time courtesy if residents register their vehicles after being cited. ●Exclusions All new buildings will be excluded from participating. Accessibility ●Hours Parking spaces immediately adjacent to parks/schools will be open to the public until parks close. Hours of enforcement will be from 6pm to 7am (the same citywide). Unrestricted parking during the daytime. ●Maximum 2 permits per household Valid photo ID (passports acceptable), vehicle registered in Miami Beach and a current MB utility bill, lease agreement or Declaration of Domicile from the M-D County Clerk. ●Visitor Passes Visitor passes are $3 per pass, valid for 24 hours. Maximum 30 visitor passes per quarter. Conclusion Community support has been positive and widespread. Residents are tired of coming home from work and circling to find parking. Residents shouldn’t have to compete against transient uses and bad actors. This is a one-year pilot program –a lot to gain, very little to lose.
