A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION
TO WORK WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION
AND ANY OTHER AGENCIES HAVING JURISDICTION TO EVALUATE
PROPOSED IMPROVEMENTS TO PROMOTE TRAFFIC SAFETY AT
ALTON ROAD AND 63RD STREET, AND TO TAKE ALL STEPS WHICH
MAY BE NECESSARY FOR THE CITY OR OTHER APPROPRIATE
AGENCY TO EXPEDITE THE REGULATORY PROCESS, CONDUCT
THE REQUIRED STUDIES, AND OBTAIN ANY PERMITS WHICH MAY
BE REQUIRED TO INSTALL GUARDRAILS AND A TRAFFIC LIGHT OR
OTHER APPROPRIATE TRAFFIC DEVICE OR SOLUTION AT OR NEAR
THE INTERSECTION OF ALTON ROAD AND 63RD STREET WITH ALL
DELIBERATE SPEED AS A STAND-ALONE PROJECT IN ORDER TO
IMPROVE TRAFFIC SAFETY AT THIS INTERSECTION; AND FURTHER,
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE FLORIDA SECRETARY OF TRANSPORTATION.
WHEREAS, although located within the City' s territorial jurisdiction, the Florida
Department of Transportation (" FDOT") owns and controls Alton Road, and is generally
responsible for design, permitting, construction and installation of all traffic devices on
roads comprising the State Highway System; and
WHEREAS, notwithstanding the City's lack of jurisdiction over FDOT and Alton
Road, due to the paramount concern for traffic safety at this location, the Mayor and City
Commission desire for the City Administration to engage and work with FDOT to evaluate
traffic safety concerns at the intersection of Alton Road and 63rd Street; and
WHEREAS, although the appropriate safety measures should be determined by
appropriate design professionals, the Commission would like for the Administration to
discuss with FDOT the possibility of installing guardrails or other appropriate barriers as
well as placing a traffic light or other traffic control device that is operational during non-
peak drive times to help improve traffic safety at the intersection of Alton Road and 63rd
Street; and
WHEREAS, once appropriate safety measures are agreed upon, the Commission
desires that the Administration cooperate with FDOT to take all steps required to be taken,
including conducting any traffic studies, obtaining regulatory approvals, applying for
permits, identifying funding and engaging contractor(s), with all deliberate speed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the Administration to work with the Florida Department of
Transportation and any other agencies having jurisdiction to evaluate proposed
improvements to promote traffic safety at Alton Road and 63rd Street, and to take all steps
which may be necessary for the city or other appropriate agency to expedite the regulatory
process, conduct the required studies, and obtain any permits which may be required to
install guardrails and a traffic light or other appropriate traffic device or solution at or near
the intersection of Alton Road and 63rd Street with all deliberate speed as a stand-alone
project in order to improve traffic safety at this intersection; and further, directing the City
Clerk to transmit a copy of this Resolution to the Florida Secretary of Transportation.
