A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AN INCREASE TO
THE BUDGET OF THE OFFICE OF THE MAYOR AND CITY
COMMISSION BY $105,000, VIA A FUTURE BUDGET AMENDMENT,
FOR THE REMAINDER OF FISCAL YEAR 2024 TO ENABLE EACH
COMMISSIONER TO HAVE THE ABILITY TO INCUR UP TO $15,000 IN
EXPENSES ASSOCIATED WITH ATTENDING VARIOUS
EDUCATIONAL CONFERENCES AND SEMINARS, AND OTHER CIVIC,
NON-PROFIT, AND COMMUNITY EVENTS TO CARRY OUT THEIR
PUBLIC DUTIES, INCLUDING THE PURCHASE OF TICKETS,
CONFERENCE REGISTRATION FEES AND TRAVEL EXPENDITURES
(EVENT BUDGET) AND DIRECTING THE CITY ADMINISTRATION TO
INCLUDE THIS EVENT BUDGET AS A RECURRING BUDGET ITEM
FOR FISCAL YEAR 2025 AND EACH FISCAL YEAR THEREAFTER;
AND FURTHER, WAIVING, BY 5/7TH VOTE, THE REQUIREMENT IN
SECTION 2-14(D)(1)A OF THE CITY CODE TO REFER ANY AGENDA
ITEMS IN EXCESS OF $75,000 TO FINANCE AND ECONOMIC
RESILIENCY COMMITTEE.
WHEREAS, the duties of the Mayor and City Commissioners oftentimes greatly
exceed the part-time nature of their positions, and often involve various expenses
associated with their public offices, including purchasing tickets to attend a myriad of civic,
non-profit and community events in order to engage with City residents; and
WHEREAS, the City Commission recognizes the importance of the Mayor and
Commissioners attending various civic, non-profit, and community events to effectively
carry out their public duties and responsibilities; and
WHEREAS, attendance at educational conferences, seminars, non-profit events,
galas, and other community events enhances the ability of the Mayor and Commissioners
to engage with the community, gather valuable insights, and represent the City's interests;
and
WHEREAS, the current budget for the Office of the Mayor and City Commission
does not adequately provide for expenses associated with attending these events,
including the purchase of tickets to such events, thereby limiting the ability of
Commissioners to fully participate in these important activities; and
WHEREAS, the Mayor and City Commission desire to approve an increase to the
budget of the Office of the Mayor and City Commission by $105,000, via a future budget
amendment, to ensure that each Commissioner has up to $15,000 available for the
purchase of tickets to, and/or pay expenses associated with attending, various events,
including but not limited to educational conferences and seminars, and other civic, non-
profit, and community events, with the stipulation that these funds shall not be used to
purchase tables that are customarily purchased by the Office of the Mayor and City
Commission or to purchase tickets to political fundraisers or otherwise to make payments
associated with, or for the benefit of, any political campaign; and
WHEREAS, the Mayor and City Commission desire that this increase be included
as a non-prorated budget item in FY 2024 budget, and be added as a recurring budget
item for the 2024 fiscal year and each fiscal year thereafter to ensure the continued ability
of the Mayor and Commissioners to fulfill their public duties; and
WHEREAS, the Mayor and City Commission further wish to waive, by 5/7th vote,
the requirement in Section 2-14(d)(1)a of the City Code to refer any agenda item having
a budget impact of more than $75,000 to the Finance and Economic Resiliency
Committee for committee review of agenda items in excess of$75,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve an increase to the budget of the Office of the Mayor and
City Commission by $105,000, via a future budget amendment, for the remainder of
Fiscal Year 2024 to enable each Commissioner to have the ability to incur up to $15,000
in expenses associated with attending various educational conferences and seminars,
and other civic, non-profit, and community events to carry out their public duties;.including
the purchase of tickets, conference registration fees and travel expenditures, direct the
City Administration to include the newly increased budget as a recurring budget item for
each fiscal year thereafter; and further, waive, by 5/7th vote, the requirement in Section
2-14(d)(1)a of the City Code to refer any agenda items in excess, of $75,000 to the
Finance and Economic Resiliency Committee.
