A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO
APPROVE AMENDMENTS TO THE HALL OF FAME NOMINATION
REQUIREMENTS AS RECOMMENDED BY THE 2023 HALL OF FAME
COMMITTEE; AND FURTHER INCLUDE A RESTRICTION TO PRECLUDE
NOMINATIONS FROM TAKING PLACE ON THE DAY OF VOTING BY THE CITY
COMMISSION.
WHEREAS, on September 25, 2017, the Mayor and City Commission adopted Resolution
No. 2017-29987 accepting the recommendations of the Public Safety Neighborhood Quality of
Life Committee ("PSNQLC") and approved the creation of a Miami Beach Hall of Fame, to be
located on the South Concourse Wall of the Miami Beach Convention Center, and the creation of
a selection committee and selection process; and
WHEREAS, on November 14, 2018, the Mayor and City Commission adopted Resolution
No. 2018-30588 to accept the recommendations of the Miami Beach Hall of Fame Selection
Committee to modify the criteria prospectively to preclude sitting elected or appointed public
officials at the State or local level, self-nominated, and current Hall of Fame Selection Committee
members from eligibility; to consider up to five (5) inductees for the inaugural year of the Hall of
Fame; and, to create a family legacy award category in the nomination process; and
WHEREAS, since the creation of the Miami Beach Hall of Fame, the Administration has
overseen three (3) nomination and selection cycles; and
WHEREAS, on November 14,2018,the Mayor and City Commission approved Resolution
No. 2018-30587 to accept the recommendation of the Miami Beach Hall of Fame Selection
Committee and ratify the induction of Norman Braman, Barbara Capitman, Gloria and Emilio
Estefan, Morris Lapidus and Matti Herrera Bower as the inaugural members of the City of Miami
Beach Hall of Fame; and
WHEREAS, on June 23, 2021, the Mayor and City Commission approved Resolution No.
2021-31748 to accept the recommendation of the Miami Beach Hall of Fame Selection Committee
and ratify the induction of induction of Tony Goldman, Mitchell Wolfson, JR., Dr. Solomon S.
Lichter, and Jorge M. Gonzalez; and
WHEREAS, at the same June 23, 2021 meeting, a second motion was passed by a 4/7th
vote to consider the addition of two nominees that tied with fifth (5th) place scores, and Michael
Aller and Stephen Muss were also inducted as members of the Miami Beach Hall of Fame; and
WHEREAS, on September 13, 2023, the Mayor and City Commission adopted Resolution
No. 2023-32774 to accept the recommendations of the Hall of Fame Selection Committee and
ratify the induction of Judy Drucker, Seymour and Edith Gelber, Nancy Liebman, Michael Tilson
Thomas, and Mark Samuelian; and
WHEREAS, at the same meeting, the City Commission also approved Muhammad Ali,
Jerry Libbin, and Russell Galbut as 2023 Miami Beach Hall of Fame inductees; and
WHEREAS, at the September 13, 2023 Commission meeting, the Administration
presented recommendations made by the 2023 Hall of Fame Selection Committee for future Hall
of Fame cycles, and the City Commission referred the following recommendations for process
review to the PSNQLC:
• Delete criteria requiring at least one posthumous honor.
• Submitters should be allowed to select multiple categories of expertise on the application
form.
• Include additional criteria for ineligibility as follows: No family members of sitting elected
or appointed public officials shall be eligible for nomination; a moratorium for a period of
three (3)years after leaving office shall be placed on the nomination of family members of
elected and appointed officials.
• Include a preliminary meeting prior to scoring to discuss the candidates being nominated
to deem nominees as "Qualified" or"Not Qualified."
• Analyze scoring matrix to determine if the average score was fair if a member deemed the
nominee as "Not Qualified"; and
WHEREAS, the Administration presented the recommendations at the March 21, 2024,
PSNQLC meeting for discussion, and Committee members approved the recommendations, and
further recommended an amendment to the Hall of Fame nomination requirements to incorporate
language specifying that nominations cannot be made on the day of the voting; and
WHEREAS, the Administration is now presenting the revised Miami Beach Hall of Fame
Nomination requirements to include amendments proposed by the 2023 Hall of Fame committee,
and the following language, per the recommendation by the PSNQLC:
• Nominations will only be accepted during the designated nomination period. This rule shall
apply to all persons, including members of the City Commission. At the meeting where the
Hall of Fame Committee recommendations are considered, the Commission's actions
shall be limited to approving or rejecting each specific candidate. For the avoidance of
doubt, the Commission may not add new names during such meeting; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee to approve amendments to the Hall of Fame nomination requirements as
recommended by the 2023 Hall of Fame Committee, and further include a restriction to preclude
nominations from taking place on the day of voting by the City Commission.

RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the resolution to accept
the recommendation of the Public Safety and Neighborhood Quality of Life Committee to approve
amendments to the Hall of Fame nomination requirements as recommended by the 2023 Hall of
Fame Committee and further include a restriction to preclude nominations from taking place on
the day of voting by the City Commission.
BACKGROUND/HISTORY
On September 25, 2017, the Mayor and City Commission adopted Resolution No. 2017-29987
accepting the recommendations of the Public Safety Neighborhood Quality of Life Committee
("PSNQLC")and approved the creation of a Miami Beach Hall of Fame to be located on the South
Concourse Wall of the Miami Beach Convention Center,and the creation of a selection committee
and selection process.
On November 14, 2018, the Mayor and City Commission adopted Resolution No.2018-30588 to
accept the recommendations of the Miami Beach Hall of Fame Selection Committee to modify
the criteria prospectively to preclude sitting elected or appointed public officials at the State or
local level, self-nominated, and current Hall of Fame Selection Committee members from
eligibility; to consider up to five (5) inductees for the inaugural year of the Hall of Fame; and, to
create a family legacy award category in the nomination process.
ANALYSIS
Since the creation of the Miami Beach Hall of Fame, the Administration has overseen three
nomination and selection cycles.
On November 14, 2018, the Mayor and City Commission approved Resolution No. 2018-30587
to accept the recommendation of the Miami Beach Hall of Fame Selection Committee and ratify
the induction of Norman Braman, Barbara Capitman, Gloria and Emilio Estefan, Morris Lapidus
and Matti Herrera Bower as the inaugural members of the City of Miami Beach Hall of Fame.
On June 23, 2021, the Mayor and City Commission approved Resolution No. 2021-31748 to
accept the recommendation of the Miami Beach Hall of Fame Selection Committee and ratify the

induction of Tony Goldman, Mitchell Wolfson, JR., Dr. Solomon S. Lichter, and Jorge M.
Gonzalez. At the same meeting, a second motion was passed by a 4Rth vote to consider the

NOMINATION GUIDELINES
The City of Miami Beach Hall of Fame was established in 2018 to'recognize remarkable individuals
that have made a lasting and significant impact on Miami Beach. Eligible individuals must have
been either born in Miami Beach, made Miami Beach their place of residence or business and/or
had a positive and lasting impact on the community.
Nominees have been considered based on distinguished achievements in the arts,architecture,
design,science,athletics, business,community leadership and family legacy. Nominees must be
well known in their field of expertise and recognized as leaders.They may be living or deceased.
Past inductees include Michael Alter,former Mayor Math Bower, Norman Braman, Barbara
Capitman, Emilio and Gloria Estefan,Tony Goldman,Jorge M.Gonzalez, Morris Lapidus, Dr.
Solomon"Sol"Lichter,Stephen Muss and Mitchell"Micky"Wolfson. Each Hall of Fame inductee
will be honored with a plaque at the south concourse wall of the Miami Beach Convention Center
listing their accomplishments and a special ceremony to celebrate their achievements.
Selection Committee
A nine(9)-member Commission-appointed Selection Committee for the Hall of Fame,of which the
Mayor and Commission may each designate one(1)appointee,with two(2)additional members
being nominated at-large.
Selection Committee Appointees could be knowledgeable in the following fields of expertise:
• Business
• Education
• Arts&Entertainment
• Philanthropy
• Sports
• Public Service
• Literature/History
Eligibility Criteria
A person would be eligible for induction to the City of Miami Beach Hall of Fame if that person
meets any or all the following criteria:
• Had/Has significant ties to the City including born in Miami Beach, made Miami Beach
his/her place of residence or business,or made a positive and lasting impact on Miami
Beach
• Must have made substantial contributions to their respective area as an Artist,Architect,
Designer,Scientist,Athlete, Business Leader,Civic Leader,or Family Legacy.
• Must have a history of demonstrating strong character and integrity while acting as an
ambassador for the City of Miami Beach.

• Must have had a direct and significant positive impact on the City of Miami Beach.
• Nominees must be in good standing in the community at the time of selection by the City
Commission.
Ineligibility
• No sitting elected or appointed public official shall be eligible for nomination.A
moratorium,for a period of five(5)years after leaving office,shall be placed on the
nomination of elected and appointed officials.
• No family members of sitting elected or appointed public officials shall be eligible for
nomination; a moratorium for a period of three(3)years after leaving office shall be placed
on the nomination of family members of elected and appointed officials.
• Members of the Miami Beach Hall of Fame Selection Committee may not submit nominees
or be considered for nominations.
• Individuals cannot nominate themselves.
• Prior year nominees to the Hall of Fame may not be considered for nomination unless re-
nominated to the current Hall of Fame year.
Nomination Process
• Hall of Fame nomination applications are open for each cycle for approximately two
months.Completed nominations must be submitted to halloffame@miamibeachfl.gov.
• Nomination forms must include the comp.eted application form,a brief biography of the
individual,achievements,awards,and two letters of recommendation(as described in the
application).
• All sections of the nomination form must be completed. Please refrain from sending
petitions, photographs, books, resumes,Curriculum Vitae(CV),etc.in lieu of completing
the nomination form. If additional materials are requested by the members of the Miami
Beach Halt of Fame Selection Committee,the submitter will be contacted. Be sure to
include complete citations of sources of information used to write the nomination
(reference books, periodicals,etc.)
• Nominations will only be accepted during the designated nomination period.This rule shall
apply to all persons, including members of the City Commission.At the meeting where the
Hall of Fame Committee recommendatiors are considered,the Commission's actions shall
be limited to approving or rejecting each specific candidate. For the avoidance of doubt,the
Commission may not add new names during such meeting.
Selection Process
• Once the application is completed and submitted,the nomination package will be reviewed
by the Tourism and Culture Department.Staff will serve as liaison to the Hall of Fame
Selection Committee.
• The Hall of Fame Selection Committee will review all complete applications.
• The Selection Committee shall approve only one inductee.
• The Miami Beach City Commission will approve the inductee to the Miami Beach Hall of
Fame.
