IMPORTANCE OF THIS ORGANIZATION AND THE PUBLIC PURPOSES
SERVED BY THIS PROGRAMMING, DIRECTING THE CITY
ADMINISTRATION TO PRIORITIZE AN ALLOCATION OF A $25,000 GRANT
TO PRIDELINES, INC. IN FISCAL YEAR 2025 AND AS PART OF THE CITY'S
ANNUAL BUDGET PROCESS EACH YEAR THEREAFTER.
WHEREAS, the Miami Beach Youth Commission made a motion at their December 14,
2022, meeting as follows: the Youth Commission requests the Mayor and Commission support
the identification of a safe space in the City of Miami Beach for LGBTQ+ youth to be able to
speak openly about issues of concern and participate in monthly information sessions where
guest speakers provide useful information to positively impact their lives; and
WHEREAS, at the February 1, 2023, Commission meeting, Commissioner Alex
Fernandez referred to the Public Safety and Neighborhood Quality of Life Committee support in
the identification of a safe space in Miami Beach for LGBTQIA+ Youth; and
WHEREAS, at the March 23, 2023, Public Safety and Neighborhood Quality of Life
Committee meeting, members unanimously supported the development and implementation of
a Safe Space program for LGBTQIA+ Miami Beach Youth; and
WHEREAS, staff from the Office of Education and Performance Initiatives and the Miami
Beach Police Department met to discuss the feasibility of using the Police Department
Community Room (1st Floor) as a safe space for Miami Beach teens to gather; and
WHEREAS, following multiple conversations, it was determined that an alternate option
was preferred; and
WHEREAS, Chief Education Officer Dr. Leslie Rosenfeld met with members of
Pridelines to review opportunities for partnership to support Miami Beach youth; and
WHEREAS, Pridelines is a grassroots 501(c)(3) nonprofit organization dedicated to
provide safe space, social support, skills building, leadership development and referrals to
mental health, health care and support services for LGBTQ youth and their straight allies
throughout South Florida; and
WHEREAS, at the May 23, 2023, Public Safety and Neighborhood Quality of Life
Committee meeting, the Committee unanimously supported providing a grant in the amount of
$50,000 on a recurring basis for a Miami Beach Safe Space; and
WHEREAS, at the June 28, 2023, Resolution No. 2023-32631 was passed to approving
a grant in the total amount of $50,000 to Pridelines, Inc. for the development and
implementation of a Safe Space program for LGBTQIA+ Miami Beach Youth; and
WHEREAS, currently, Pridelines at The LGBTQ Visitor Center located at 1130 Washington
Avenue provides a safe space for LGBTQIA+ youth (ages 13-20). The partnership with
Pridelines includes, but is not limited to, the following youth programs:
• Rainbow Circle - A peer-led LGBTQ support and discussion group. Topics covered
often include coming out, relationships, bullying, peer pressure, drugs and alcohol,
depression and self-esteem. Youth are encouraged to express their thoughts and
feelings without fear in a safe and supportive environment
• Beyond the Binary - A peer led group for transgender and gender non-conforming
youth, and is one of a few programs serving transgender youth in Miami-Dade County
• Social Fridays - Fun social activities with friends that include game nights, movie nights,
and art projects; and
WHEREAS, many Miami Beach locals, especially LGBTQIA+ individuals, find
themselves in a serious and desperate situation, experiencing insecure housing or navigating
homelessness, forced out of their families and away from their homes because of their queer
identity, or are otherwise on the streets because of various negative social determinants of
health; and
WHEREAS, in the recent aftermath of the tragic death of Andrea Doria Dos Passos, a
transgender woman who was tragically murdered while sleeping outside, crisis rapid
intervention infrastructure for the City's unhoused population, especially the most vulnerable
ones, is,of utmost importance; and
WHEREAS, at the June 28, 2024, Commission meeting, Commissioner Alex Fernandez
referred Pridelines Miami Beach Project SAFE (Safe Accommodations For Everyone)funding in
the amount of$25,000 to the Public Safety and Neighborhood Quality of Life Committee; and
WHEREAS, the proposed Miami Beach Project SAFE(Safe Accommodations For
Everyone) would provide for immediate client needs, such as structured case management
facilitated by trained staff, personalized needs assessment and safety planning, navigation
support for government, public health, application-based transitional/temporary housing,
academic, and employment system, access coordination for emergency shelter, transportation
assistance, relocation assistance, and professional-facilitated counseling and therapy; and
WHEREAS, this vital program provides access to safe and supportive shelter through
housing partners or the pilot Host Home Program, which pairs young people with caring
individuals willing to open their homes; and
WHEREAS, in addition to secure housing, Project SAFE offers comprehensive care
coordination to address the unique needs of each individual, from referrals for HIV testing and
substance abuse treatment to transportation assistance, emergency meals, and family support;
and
WHEREAS, participants also enjoy access to safe and affirming programming, including
warm showers, laundry facilities, and ongoing advocacy with service providers to ensure their
safety; and
WHEREAS, project SAFE is not only a vital resource for young people in need, but it
also works to increase LGBTQIA+ knowledge among social service agencies, offering cultural
competency training and technical assistance; and
WHEREAS, at the July 10, 2024, Public Safety and Neighborhood Quality of Life
Committee meeting, the Committee unanimously supported the allocation of $25,000 grant
monies to Pridelines, Inc. for Pridelines Miami Beach Project SAFE (Safe Accommodations For
Everyone).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life committee, made at its July 10, 2024 meeting, and allocate a grant in the total amount of
$25,000 to Pridelines, Inc., a not-for-profit corporation of the state of Florida, for Pridelines
Miami Beach Project safe (Safe Accommodations for Everyone); further, authorize the City
Clerk and City Manager to execute the City's standard grant agreement with respect to the
foregoing; and further, in view of the importance of this organization and the public purposes
served by this programming, direct the City Administration to prioritize an allocation of a $25,000
grant to Pridelines, Inc. in fiscal year 2025 and as part of the City's annual budget process each
year thereafter.

RECOMMENDATION
The Administration accepts the recommendation from the Public Safety and Neighborhood
Quality of Life Committee ("PSNQLC") made at the meeting held on July 10, 2024 where the
Committee unanimously passed an allocation of $25,000 grant monies to Pridelines, Inc. for
Pridelines Miami Beach Project SAFE (Safe Accommodations For Everyone).
BACKGROUND/HISTORY
At the June 26, 2024 City Commission meeting, at the request of Commissioner Alex Fernandez,
the Mayor and City Commission referred item C4 AL to the PSNQLC regarding an allocation of
$25,000 to Pridelines, Inc. for Pridelines Miami Beach Project SAFE (Safe Accommodations for
Everyone).
During the the July 10, 2024 PSNQLC meeting (attachment A) the committee unanimously
supported an allocation of$25,000 grant monies to Pridelines, Inc. for Pridelines Miami Beach
Project SAFE(Safe Accommodations For Everyone) .
In 2023, the Mayor and City Commission accepted the recommendation of the PSNQLC, and
approved a grant in the total amount of $50,000 to Pridelines for the development and
implementation of a safe space program for LGBTQIA+ Miami Beach youth at the LGBTQ Visitor
Center located at 1130 Washington Avenue on Miami Beach. The initiative includes personal,
academic, and professional development programming with integrated wellness resources. In
view of the importance of this organization and the public purposes served by this programming,
the Commission prioritized a $50,000 grant to Pridelines, Inc. in FY 24 and on a recurring basis.
The Safe Space Program has been a success with the Visitor Center hosting 7-12 youth on a
daily basis.

Currently, Pridelines at The LGBTQ Visitor Center located at 1130 Washington Avenue provides
a safe space for LGBTQIA+ youth (ages 13-20). The partnership with Pridelines includes, but is
not be limited to, the below youth programs:

Inc., a not-for-profit corporation, for the development and implementation of a social media
campaign to support and provide resources to Miami Beach LGBTQ+youth.
The campaign entitled Miami Beach Cares (www.MiamiBeachCares.lgbt) launched on Tuesday,
September 5, 2023. The launch included a social media campaign, digital banners, and ad
placement on bus shelters,sidewalks,and other public areas. Information can be found by visiting
the City of Miami Beach website www.miamibeachfl.gov/education.
The purpose of the Miami Beach Cares campaign is to provide valuable information and
resources to parents and youth who are dealing with issues related to sexual orientation and
gender identity. Resources on the website address topics of mental health and suicide prevention,
faith and religion, homelessness and housing, youth programs, bullying, family acceptance, and
more. This initiative serves the Miami Beach community well and continues to build on the City of
Miami Beach's legacy as a beacon for the LGBTQIA+ community. The grant was extended an
additional year at$25,000 and may be extended for one more additional year if approved.
ANALYSIS
Many Miami Beach locals, especially LGBTQIA+ individuals, find themselves in a serious and

The City's Office of Housing and Community Services' Homeless Outreach Services Division
operates a walk-in center for persons experiencing homelessness located at 771 17 Street,
Monday- Friday 7:30 a.m.- 3:30 p.m. The caseworkers staffing the walk-in center serve persons
seeking family reunification, identification assistance, shelter services, and other referrals.
Additionally, the City's Mobile Outreach Team canvasses the entire city identifying individuals
living in places not meant for human habitation to offer services. Collectively, the Division serves

30-35 persons daily, by not only offering the referral services previously mentioned, but also
coordinating with partners in the Continuum of Care (CoC) to effectively address the specific
needs of the person seeking guidance and support.
The Miami-Dade County Homeless Trust provides funding to several community providers within
the CoC to offer various resources to persons experiencing homelessness. For example, hot
meals and showers are typically provided to unsheltered individuals at the following locations in
Miami-Dade County:
• Camillus House Day Center,
1603 NW 7th Avenue, Miami, FL 33136
Meals: Monday- Friday at 8:30 a.m., Tuesday and Thursday at 12:30 p.m.
Showers: Monday-Friday at 6:30 a.m.
• Miami Rescue Mission, (services available for homeless males)

Meals: Monday- Friday from 4:00 p.m. to 6:00 p.m.
Showers: Monday, Wednesday, and Friday 2:00 p.m.-5:00 p.m

etc.

In 2023, the Mayor and City Commission accepted the recommendation of the PSNQLC, and
approved a grant in the total amount of $5D,000 to Pridelines for the development and
implementation of a safe space program for LGBTQIA+ Miami Beach youth at the LGBTQ Visitor
Center located at 1130 Washington Avenue on Miami Beach. The initiative includes personal,
academic, and professional development programming with integrated wellness resources. In
view of the importance of this organization and tie public purposes served by this programming,
the Commission directed the Administration to prioritize an allocation of a $50,000 grant to
Pridelines, Inc. in fiscal year 2024 and on a recurring basis, as part of the City's annual budget
process each year thereafter.
The Safe Space Program has been a success with the Visitor Center hosting 7-12 people on a
daily basis.
I would like for the Committee to consider allocating an additional$25,000 to Pridelines for another
initiative, called Pridelines Miami Beach Project SAFE (Safe Accommodations For Everyone) to
address LGBTQ youth and community homelessness.

The SAFE Project would provide for immediate client needs, such as structured case
management facilitated by trained staff, persoralized needs assessment and safety planning,
navigation support for government, public health, application-based transitional/temporary
housing, academic, and employment system, access coordination for emergency shelter,
transportation assistance, relocation assistance, and professional-facilitated counseling and
therapy.
Many Miami Beach locals, especially LGBTQIA+ individuals, find themselves in a serious and
desperate situation, experiencing insecure housing or navigating homelessness, forced out of
their families and away from their homes because of their queer identity, or are otherwise on
the streets because of various negative social determinants of health.
In the recent aftermath of the tragic death of Andrea Doria Dos Passos, a transgender woman
who was tragically murdered while sleeping outside, crisis rapid intervention infrastructure for
our unhoused population, especially the most vulnerable ones, is of utmost importance.

Under the current political climate,legislative attacks on the LGBTQIA+community have become all too common across the United
States. Here in Florida, our LGBTQIA+ youth have been specifically targeted with the passage of damaging laws such as HB
1557/SB 1834, otherwise called the Don't Say Gay Bill, and SB 1024 that bars transgender youth from participating in pubic
school-sanctioned sports.
It is because of this troubling trend that we must act quickly and compassionately to protect our children regardless of gender
identity and sexual orientation. Through a unanimously passed motion from the Miami Beach Youth Commission, it is in their view
that the City of Miami Beach support the identification of a safe space within the City for LGBTQIA+ youth to be able to speak
openly about issues of concern and participate in monthly sessions where guest speakers provide useful information and
resources to positively impact their lives.
I would like the Public Safety and Neighborhood Quality of Life Committee to consider this motion and assist in making this very
crucial community resource come to fruition.
Miami Beach has been a haven for the queer community for generations. It is fitting that Miami Beach extends its inclusivity,
acceptance, and protection to our LGBTQIA+youth.

PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE,
AND APPROVING A GRANT IN THE TOTAL AMOUNT OF $50,000 TO
PRIDELINES, INC., A NOT-FOR-PROFIT CORPORATION OF THE STATE OF
FLORIDA, FOR THE DEVELOPMENT AND IMPLEMENTATION OF A SAFE
SPACE PROGRAM FOR LGBTQIA+ MIAMI BEACH YOUTH; AUTHORIZING
THE CITY CLERK AND CITY MANAGER TO EXECUTE THE CITY'S

speak openly about issues of concern and participate in monthly information sessions where
guest speakers provide useful information to positively impact their lives; and
WHEREAS, at the February 1, 2023 Commission meeting, Commissioner Alex
Fernandez referred to the Public Safety and Neighborhood Quality of Life Committee support in
the identification of a safe space in Miami Beach for LGBTQIA+ Youth; and
WHEREAS, at the March 23, 2023 Public Safety and Neighborhood Quality of Life
Committee meeting, members unanimously supported the development and implementation of
a Safe Space program for LGBTQIA+ Miami Beach Youth; and
WHEREAS, staff from the Office of Education and Performance Initiatives and the Miami
Beach Police Department met to discuss the feasibility of using the Police Department
Community Room (1st Floor)as a safe space for Miami Beach teens to gather; and
WHEREAS, staff determined that an alternate option was preferred; and
WHEREAS, Chief Education Officer Dr. Leslie Rosenfeld met with members of
Pridelines to review opportunities for partnership to support Miami Beach youth; and
WHEREAS, Pridelines is a grassroots 501(c)(3) nonprofit organization dedicated to
providing safe space, social support, skills building, leadership development and referrals to
mental health, health care and support services for LGBTQ youth and their straight allies
throughout South Florida; and
WHEREAS, currently, Pridelines at The LGBTQ Visitor Center located at 1130
Washington Avenue may be an option for a safe space and to expand youth programming on
Miami Beach

WHEREAS, a potential partnership with Pridelines would include, but not be limited to,
the below programs:
- Rainbow Circle - A peer-led LGBTQ support and discussion group. Topics covered
often include coming out, relationships, bullying, peer pressure, .drugs and alcohol,
depression and self-esteem. Youth are encouraged to express their thoughts and
feelings without fear in a safe and supportive environment
- Beyond the Binary - A peer led group for transgender and gender non-conforming
youth, and is one of a few programs serving transgender youth in Miami-Dade
County
- Social Fridays - Fun social activities with friends that include game nights, movie
nights, and art projects
WHEREAS, the attached proposal from Pridelines includes additional details as to
programming options for consideration to support a Safe Space for Miami Beach LGBTQIA+
youth and families; and
WHEREAS, at the May 23, 2023 Public Safety and Neighborhood Quality of Life
Committee meeting, the Committee unanimously supported providing a grant in the amount of
$50,000 on a recurring basis.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee, and approve a grant.in the total amount of$50,000 to Pridelines, Inc., a not-
for-profit corporation of the State of Florida, for the development and implementation of a safe
space program for LGBTQIA+ Miami Beach youth; authorize the City Clerk and City Manager to
execute the City's standard grant agreement with respect to the foregoing; and further, in view
of the importance of this organization and the public purposes served by this programming,
direct the Administration to prioritize an allocation of a $50,000 grant to Pridelines, Inc. in fiscal
year 2024 and on a recurring basis, as part of the City's annual budget process each year

ANALYSIS
Staff from the Office of Education and Performance Initiatives and the Miami Beach Police

RECOMMENDATION
Please place the above item on the February 1, 2023 City Commission Meeting Agenda as a referral to the Public Safety and
Neighborhood Quality of Life Committee.
Under the current political climate,legislative attacks on the LGBTQIA+community have become all too common across the United
States. Here In Florida, our LGBTQIA+ youth have been specifically targeted with the passage of damaging laws such as HB
1557/SB 1834, otherwise called the Don't Say Gay Bill, and SB 1024 that bars transgender youth from participating in pubic
school-sanctioned sports.
It is because of this troubling trend that we must act quickly and compassionately to protect our children regardless of gender
identity and sexual orientation.Through a unanimously passed motion from the Miami Beach Youth Commission, it is in their view
that the City of Miami Beach support the identification of a safe space within the City for LGBTQIA+ youth to be able to speak
