Resolution 2024-33182 RESOLUTION NO.' 2024-33182 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS APRIL 19, 2024, MEETING TO DIRECT THE CITY ADMINISTRATION TO INCLUDE.FUNDING IN THE FY 2025 BUDGET PROCESS TO PURCHASE BEACH ACCESS MATS AND STORAGE CONTAINERS CURRENTLY ESTIMATED TO BE IN THE AMOUNT OF $33,000.00. WHEREAS, at the January 31, 2024, City Commission meeting, the City Commission referred an item by Commissioner Laura Dominguez (item C4 Q) to the Finance and Economic Resiliency Committee ("FERC") to discuss an appropriation to purchase and store access mats to be used to create accessible paths for special events held on the beach; and WHEREAS, the City of Miami Beach permits over fifty (50) special events on the beachfront and Lummus Park spoil areas each year; and WHEREAS, in accordance with the City's Special Events Guidelines, all special events must be designed and operated in adherence with Chapter 553 of the Florida Statutes (the "Florida Accessibility Code"); and WHEREAS, the Florida Accessibility Code dictates that it is the responsibility of the event organizer to make their respective events accessible, including site selection; and WHEREAS, the City wishes to promote and facilitate the creation of accessible paths for special events held on the beachfront; and WHEREAS, at the April 19, 2024, meeting of the Finance and Economic Resiliency Committee, the Facilities Management Division presented the costs of implementing • beach accessible paths for special events; and WHEREAS,the estimated unit costs for beach access mats are at$1,577.14, each measuring 50 x 5 feet linearly, and the estimated unit cost for storage containers is $300 each; and WHEREAS, FERC members unanimously voted to have this item heard by the full City Commission with a favorable recommendation to include funding in the FY 2025 budget process for the purchase beach access mats and storage container; and WHEREAS, the Facilities Management Division has requested funding in the estimated amount of thirty-three thousand dollars ($33,000.00), reflecting the estimated costs associated with the purchase of beach accessible mats and storage containers. BACKGROUND/HISTORY At the January 31, 2024, City Commission meeting, the Mayor and City Commission adopted a referral by Commissioner Laura Dominguez(item C4 Q)to the Finance and Economic Resiliency Committee ("FERC") to discuss an appropriation to purchase and store access mats to be used to create accessible paths for special events held on the beach. The City of Miami Beach permits over fifty (50) special events on the beachfront and Lummus Park spoil areas each year. Per the City's Special Events Guidelines, all special events must be designed and operated in adherence with Chapter 553 of the Florida Statutes (the "Florida Accessibility Code"). While the Florida Accessibility Code dictates that it is the responsibility of the event organizer to make their respective events accessible, including site selection, the City wishes to promote and facilitate the creation of accessible paths for special events held on the beachfront. ANALYSIS As a point of reference, the 2023 South Beach Seafood Festival the event organizer implemented approximately 2,160 linear feet of accessible pathways, while the 2024 Miami Beach Pride Festival implemented approximately 2,000 linear feet of accessible pathways. Using these events for reference, at least 2,100 linear feet of accessible pathways would satisfy accessibility requirements for most special events of similar scale. In an effort to assist special event organizers, at least partially, with establishing accessible pathways for special events, the Beach Maintenance Division, in the Facilities and Fleet Management Department, identified a unit cost for beach accessible mat of $1,577.14, each measuring 50 x 5 feet linearly, and a unit cost of$300 for storage containers. On April 19, 2024, the FERC discussed the item and voted to have the item transmitted to the full City Commission with a favorable recommendation for the City Administration to include funding Page 669 of 1750 for the purchase of beach access mats during the FY 2025 budget process. The Facilities and Fleet Management Department has requested funding in the amount of thirty-three thousand dollars ($33,000.00), reflecting the estimated costs associated with the purchase of beach accessible mats and storage containers.
