A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING)
THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT
FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND
APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN
CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND
AGREEMENTS: 1) FLORIDA ALLIANCE TO END HUMAN TRAFFICKING, HUMAN
TRAFFICKING GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF$28,000;
2) FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES
THROUGH U.S. DEPARTMENT OF AGRICULTURE (USDA), URBAN AND
COMMUNITY FORESTRY GRANT FY2024, IN THE APPROXIMATE AMOUNT OF
$50,000.
WHEREAS, the Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to accept a grant in the approximate
amount of$28,000 from Florida Alliance To End Human Trafficking, Human Trafficking Grant Program,
the details of which are set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the approximate
amount of $50,000 from Florida Department of Agriculture and Consumer Services Through U.S.
Department of Agriculture(USDA), Urban and Community Forestry Grant FY2024,the details of which
are set forth in the Commission Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
and authorize (and, as to certain agreements, retroactively approve and authorize)the.City Manager,
or her designee,to apply for, and accept funding, execute any and all documents or agreements, and
appropriate funding received by the City of Miami Beach in connection with following grants, programs,
and agreements: 1) Florida Alliance to End Human Trafficking, Human Trafficking grant program, in
the approximate amount of $28,000; 2) Florida Department of Agriculture and Consumer Services
through U.S. Department of Agriculture(USDA), Urban and Community Forestry grant FY2024, in the
approximate amount of$50,000.

RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1. Florida Alliance to End Human Trafficking, Human Trafficking Grant Program, in the
approximate amount of$28,000 for Surveillance Equipment
The Florida Alliance to End Human Trafficking serves as the Direct Support Organization (DSO)
to the Statewide Council on Human Trafficking (Council). At the direction of the Council, the
Florida Alliance to End Human Trafficking has issued a grant solicitation to support law
enforcement agency efforts in fighting human trafficking. The purpose of this grant funding is to
support innovative solutions within law enforcement agencies to disrupt criminal networks, bring
perpetrators to justice, and support victims of human trafficking.
The City Administration is applying for a grant in the approximate amount of$28,000 for the Miami
Beach Police Department to purchase surveillance equipment to enhance human trafficking
investigative capabilities. MBPD plays a huge role in human trafficking cases in South Florida
because it the only Police Department in Miami-Dade County with a designated unit for human
trafficking. With the proposed equipment, MBPD will be able to conduct more human trafficking
detail, and the 90+ details conducted annually will become more efficient, therefore increasing
the probability of and the time necessary to arrest trafficking perpetrators, dismantle trafficking
networks, and rescue trafficking victims. No matching funds are required.

2. Florida Department of Agriculture and Consumer Services, U.S. Department of Agriculture
(USDA), Urban and Community Forestry Grant FY2024, in the approximate amount of$50.000
for Tree Inventory
The purpose of Florida's Urban and Community Forestry (UCF) Grant Program is to provide
financial assistance to local governments, Native American tribal governments, volunteer groups,
nonprofit organizations, and educational institutions to initiate or enhance local urban and
community forestry programs and improve the urban environment within the state of Florida.
The City of Miami Beach is requesting,$50,000 to retain a consulting firm that will make updates
to the City of Miami Beach GIS tree inventory by the beginning of FY 2025 in the South and North
Beach areas. In addition, funding was allocated four (4) years ago for the development of the
City's first Urban Forestry Master Plan of which the GIS tree inventory is a major component. The
City is providing matching funds in the approximate amount of$50,000 from account number 127-
6505-000312-36-406-555-00-00-00.
FISCAL IMPACT STATEMENT
Matching funds in the approximate amount of$50,000 for the Urban and Community Forestry
Grant should the grant be awarded.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.
