Interim Reorganization of the City Manager's Office
The purpose of this Letter to Commission (LTC)is to update the Mayor and City Commission on
the status of some minor reorganization and restructuring of key personnel within the City
Manager's Office.The updated Organization structure is attached.
The goal of these changes is to maintain continuity and stability within the organization by
transferring some departments,that previously reported directly to me,to other members of senior
staff.This not only gives me the opportunity to focus on the recruitment efforts of several senior
level vacant positions but also to concentrate my efforts on the many remaining priorities that
require my focus and attention.To accomplish this goal,I have transferred the Building
Department and Environment &Sustainability Department to Maria Hernandez and have elevated
her position from General Obligation Bond (G.O.B.)Program Director to Interim Assistant City
Manager/Building Director.
Ms.Hernandez has been a member of the Executive Team since 2013 and has reported directly
to me over the past 3 years.She has over 30 years of experience in both the private and public
sectors in architecture and real estate development and is a licensed architect in the state of
Florida and a LEED accredited professional.Ms.Hernandez was the city's Project Director for the
25-acre $640 million Convention Center Renovation and Expansion project and has been Director
of the G.O.B.Program since 2018.
Thais Vieira,who is currently the Assistant Director of the G.O.B.Program,will be elevated to
Interim G.O.B.Program Director and continue to act as the liaison for the city during construction
of the Convention Center Hotel reporting to Ms.Hernandez.Ms.Vieira is an 18-year employee of
the City and has been instrumental in the development of the G.O.B.program from its inception.
She was also Senior Project Manager of the Convention Center project alongside Ms.Hernandez
and has detailed knowledge of all aspects of the Convention Center campus construction.Ms.
Vieira is also a licensed architect and a LEED accredited professional.
The changes also include transferring Facilities and Fleet to Assistant City Manager (ACM)Mark
Taxis and Public Works to Interim ACM David Martinez. In addition,the Procurement Department
will be reassigned from Mark Taxis to David Martinez in order to provide a more balanced workload
and maintain the level of service that is expected from our residents and other stakeholders of the
City.
Rickelle Williams will return to her previous role of Assistant City Manager and Economic
Development Director overseeing mostly the same Departments that previously reported to her.
Once again,I would like to thank Ms.Williams for her leadership during her tenure as Interim City
Manager and look forward to our ongoing collaboration to advance the Commission's goals and
objectives.

While I intend to continue to reorganize and restructure the City Manager's office,the plans will
evolve over time until all the members of the team have been appointed and the organizational
chart is filled.
Finally,I want to thank all of you for your support and encouragement through this transition period.
I am confident that together with our team,we will accomplish many great things in the years
ahead.
