LTC 338 - 2024 Operation EuphoriaMIAMI BEACH OFFICE OF THE CITY MANAGER LTC#LETTER TO COMMISSION TO: FROM: DATE: Honorable Mayor Steven Meiner and Memb:::_;r:,ity Commission Eric Carpenter,City Manager ~~ August 7,2024 SUBJECT:Operation Euphoria The purpose of this Letter to Commission is to introduce Operation Euphoria and provide an update on Miami Beach Police Department's (MBPD)ongoing efforts to combat citywide narcotics sales. Conducted by members of the MBPD's Criminal Investigations Division Street Crimes Section,this extensive operation spanned several months and was done in accordance with Chief Wayne Jones' directive to proactively prioritize and combat open air narcotics activity. It was also done in compliance with Resolution 2024-32958 which directed the administration to develop and implement a comprehensive plan to enforce Florida State Statute Chapter 893-the sale,manufacture,distribution or delivery of controlled substances. Carried out in succession of Operation Lucid Air,which yielded 100 arrests,multiple seizures of drugs, money and firearms,over the span of six weeks through September of 2023,S/S detectives conducted a robust follow up operation through July that encompassed the partnership of the Office ofMiami-Dade State Attorney Katherine Fernandez-Rundle (SAO)and the Miami-Dade Crime Lab. Directly Addressing narcotics sales within 1,000 feet of parks,schools and religious institutions was a central part of Euphoria.The operation resulted in 47 arrests and multiple seizures (see below). Additionally,nine (9)long-term investigations remain open.Each will likely result in more arrests. Cocaine Cannabis Crystal Fentanyl MDMA/MollyMethamphetamine 87 g 856 g 7g 25 pills 128 g The success of Euphoria can be widely attributed to the targeted,rigorous and dedicated efforts of the undercover detectives.The results are expected to be enduring as investigators worked closely with the SAO,which designated a prosecutor to the operation.Investigators also worked closely with the Miami-Dade County Crime Lab which prioritized the operation's cases.This important collaboration not only generated the noted arrests and pending investigations,but it also facilitated the issuance of multiple stay away orders from locations throughout the City.Weekly situational awareness flyers were also circulated within MBPD leading to the department-wide identification of habitual and dangerous offenders. The Administration is particularly pleased with the results of Operation Euphoria and the intelligence gathered throughout its duration.The information will be used to continue to proactively address narcotics complaints and open-air narcotics sales throughout the City.
