LTC 342 - 2024 Council Towers Rehabilitation Project Update #4MIAMI BEACH OFFICE OF THE CITY MANAGER LTC# TO: FROM: DATE: SUBJECT: LETTER TO COMMISSION Honorable Mayor Steven Meiner and Members of the City Commission Eric T.Carpenter,City Manager ~¥ August 12,2024 Council Towers Rehabilitation Project Update #4 This Letter to Commission ("LTC")provides a status update on the rehabilitation project at the elderly housing facility Council Towers,located at 533 Collins Avenue (South Tower)and 1040 Collins Avenue (North Tower),as requested by the Public Safety and Neighborhood Quality of Life Committee (PSNQLC)on April 17,2024. As noted in LTC #202-2024,published on May 24,2024,the Administration will provide status updates as received by the property management company,the Elderly Housing Development and Operation Corporation (EHDOC),until the completion of the project. LTC #275-2024,published on July 2,2024,outlined the projects'progress and timeline for completion for July 15,2024,as determined by the contractor assigned to the project.Additionally, LTC #293-2024,published on July 16,2024,described minor delays caused by unforeseen circumstances. The Administration received the following project update on August 8,2024: •Council House South New VRF (HVAC) System:The new HVAC system at Council Towers South is active in corridors 3-12 and inside all units.Temporary AC units are set up in the ground floor lobby,the second-floor Manager's office,and the second-floor corridors.The new HVAC system is scheduled to be fully operational throughout all areas by August 31,2024.The contractor has submitted revisions to the permit application for the installation of a permanent generator and is awaiting permit issuance from the Building Department. •Council Towers North New VRF (HVAC)System:The HVAC System is substantially completed.The temporary HVAC units continue to be staged in the ground floor lobby, second floor Manager's office,and the second-floor corridors.The new generator is installed and awaiting commissioning by the vendor on August 12,2024.The electrical work will commence after the generator is completely installed and should be completed by August 31,2024. •Council Towers Community Rooms:The architect and property manager conducted a site visit on July 31,2024 and created a punch list.The Community Rooms became accessible to residents on August 2,2024,except for a small section in both towers.Both Community Rooms will be available for congregate meal settings once the meal providers approve the final inspection. •Laundry Rooms:The laundry room at the North Tower is currently available for residential use.Property Management staff trained the residents on the new equipment operations. The contractor is anticipating the work at the South Tower laundry room to be completed by August 15,2024. 342 - 2024 •Installation of Generators:Two temporary generators are on site at both towers and the installation for the permanent generators will commence and are scheduled to be finalized by August 31,2024. EHDOC continues to work with the City's Building Department to perform all inspections,revisions, and complete all permitted work,and they have communicated to the contractor the importance of closing out this project in a timely manner.The Administration is scheduled to provide another update on or before August 31,2024.
