BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. Florida Department of Law Enforcement, in the approximate amount of$11,000 for the Drone Replacement Program The Florida Legislature amended Section 934.50, Florida Statutes during the 2022 session. By July 1, 2022 governmental agencies using any drone not produced by an approved manufacturer must implement a plan to discontinue the use of the such drone by January 1, 2023. This grant provides funding for the Recipient to replace drones that are not in compliance with Rule 60GG- 2.0075, Florida Administrative Code. The Recipient will be awarded funds in an amount commensurate with the replacement cost, not to exceed $25,000 per compliant drone, for each noncompliant drone relinquished to the Department. The City administration is accepting a grant award in the amount of$11,000 for the noncompliant drone which must not be at end-of-life and must still be in working condition. In order to receive reimbursement for this program, drones which were purchased that are not compliant with the minimum-security standards established in Rule 60GG-2.0075, Florida Administrative Code, must be relinquished to the Florida Department of Law Enforcement. No matching funds are required. 2. Florida Inland Navigation District (FIND), in the approximate amount of $20,000 for the Find Small-Scale Spoil Island Restoration & Enhancement Program FIND has elected to develop a Small-Scale Spoil Island Enhancement Program to foster"adoption & stewardship" of these islands. This program is intended to provide general improvements, cleanup and maintenance to these islands. FIND intends to seek the most technically sound and cost-effective proposals that specifically address the enhancement, improvement and maintenance of spoil islands of the Waterway. The City administration is applying to a grant in the approximate amount of$20,000 for debris removal and upkeep of Flagler Monument Island, a historic landmark in Biscayne Bay. The island faces significant challenges from plastic pollution and other debris, which threaten its natural beauty and environmental health. Currently, the City of Miami Beach has an agreement with Miami-Dade County to conduct cleanups once a week. However, this frequency is insufficient to manage the ongoing pollution effectively, particularly given the island's popularity and the increasing volume of waste. The purpose of this grant request is to extend the current agreement to include bi-weekly cleanups and potentially additional services during holidays when visitor numbers are higher. The City is providing in-kind matching funds in the approximate amount of $2,000 from account number 011-0650-000111-12-400-581-00-00-00-. 3. Department of Financial Services, Division of State Fire Marshal, in the approximate amount of$45,000 for the Firefighter Cancer Decontamination Equipment Program Firefighters are routinely exposed to hazardous chemicals and carcinogens during fires, vehicle Page 350 of 1377 extrications, and even training exercises. Proper cleaning of firefighting gear is critical to reducing these exposures, as studies have shown a higher risk of cancer among firefighters due to contaminants such as polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), and polyfluoroalkyl substances (PFAS). The City administration is applying to a grant in the approximate amount of$45,000 for purchase and install two UniMac industrial washer/extractors and two personal protective equipment(PPE) electric heated drying cabinets. This equipment is crucial for the proper decontamination of firefighting gear to reduce the risk of cancer-causing contaminants.The City is providing matching funds in the approximate amount of $15,000 from account number 011-1220-000343-19-401- 505-00-00-00. 4. Florida Health Department, EMS County, Memorandum of Understanding, in the approximate amount of$128,000 The Florida Department of Health is authorized by chapter 401, Part II, Florida Statutes to provide grants to boards of county commissioners for the purpose of improving and expanding prehospital emergency medical services. County grants are awarded only to boards of county commissioners but may subsequently be distributed to municipalities and other agencies or organizations involved in the provision of EMS pre-hospital care. The City administration is applying to a grant in the approximate amount of$128,000 for projects submitted by the City of Miami Beach approved by the Miami-Dade County Board of County Commissioners and the State of Florida Department of Health, Bureau or Emergency Medical Services (EMS). No matching funds are required. 5. Florida Department of Environmental Protection, in the approximate amount of$9,000,000 for the Resilient Florida Program for North Beach Seawalls and Living Shorelines Miami Beach experiences substantial flooding during king tides, non-rainfall conditions,and heavy rainfall. To mitigate threats from flooding and adapt to sea level rise, the City has implemented a Seawall Prioritization Plan to replace and elevate public seawalls, while incorporating natural living shorelines where feasible. In a 2021 Citywide Living Shoreline Viability Assessment conducted by Cummins Cederberg, 10 seawalls were noted to be the most viable sites to implement living shoreline infrastructure. The City administration is applying to a grant in the approximate amount of $9,000,000 for the North Beach Seawalls and Living Shorelines project which will raise public seawall infrastructure and implement living shorelines with the purpose of mitigating threats from flooding and sea level rise while protecting coastal lands from flooding and upland damage. The City is providing matching funds in the approximate amount of$9,000,000 from account numbers 433-0815-069357- 29-418-000-00-00-00-29020, 433-0815-061357-29-418-564-00-00-00-29020, and 112-0815-069357-00- 410-564-00-00-00-29020. 6. Florida Department of Environmental Protection, Resilient Florida Program in the approximate amount of$8,500,000 for Cost Overrun for the West Avenue Neighborhood Adaptation Project- Phase III Since the last Resilient FL cycle, the City has experienced cost escalations for this and similar capital projects. A new budget estimate shows the cost of construction for the West Avenue Neighborhood Adaptation project totaling $37 Million. This number accounts for existing cost escalations that arose from last year, as well as a future projected cost escalation for the next fiscal year in the amount of 12%.To close the budget gap,the City is now requesting an additional $8.5 Million from the Resilient FL program.This project is a critical neighborhood resilience project that will elevate a low-lying neighborhood and adapt it to future sea level rise projections. City is committing a new 50% local cash match of$8.5 Million which will come from Stormwater Bonds and Stormwater Capital Budget funds. The Children's Trust, in the approximate amount of $980,000 for After-School and Summer Camp Programs The City of Miami Beach's Parks and Recreation Department offers After School programming to 210 children aged 5-12 and Summer Camp programming to 315 children at The North Shore Park Youth Center. These programs primarily serve Miami Beach residents.After School programming is available Monday through Friday from 2:00 pm to 6:00 pm, with school pick-up services provided from Biscayne Beach, Mater Beach, and Treasure Island. The facility is open from 7:30 am to 6:00 pm on No-School Days and Summer Camp, providing a safe environment for children and accommodating working parents. North Shore Park offers high-quality activities that focus on youth development, including physical fitness, literacy, and social skills. The program partners with specialized contractors in S.T.E.A.M, martial arts, and health and wellness. Inclusivity is a priority, with reasonable accommodations made to serve children with disabilities in collaboration with organizations like The Advocacy Network on Disabilities. For students in grades 6-8, the City of Miami Beach All Stars program offers an after-school program at Nautilus Middle School (NMS)during the school year and a summer program. During the school year, programming is available Monday through Friday from 3:50 pm to 6:00 pm, and in the summer, it operates Monday through Friday from 8:00 am to 5:00 pm. The program focuses on the arts, providing participants with opportunities to explore visual art design, healthy cooking, trauma-informed soccer, and SEL activities emphasizing emotional self-development. All activities are outcomes driven, prioritizing the student's voice and choice. The summer program, open to all youth in Miami-Dade County, follows a similar structure on an expanded time scale, allowing students to dive deep into their learning and creativity. These programs offered by the City of Miami Beach provide meaningful enrichment to children and youth, promoting their holistic development and offering opportunities for creative exploration and self-expression. No matching funds are required. 8. Florida Department of Law Enforcement, Office of Criminal Justice Grants, Edward Byrne Memorial Justice Assistance Grant (JAG) Program Jag-Countywide (JAGC) Solicitation, in the approximate amount of$13,000 for Promoting Public Trust. The Florida Department of Law Enforcement (FDLE), Office of Criminal Justice Grants (OCJG) is seeking applications for the state's Edward Byrne Memorial Justice Assistance Grant Countywide (JAGC) Program. This program focuses on helping state and local agencies improve the criminal justice system. The Miami Beach Police Department will be requesting funding for overtime deployment and overtime activities to promote public trust. No matching funds are required. 9. Miami Beach Visitor and Convention Authority, in the approximate amount of$10,000, for the Tourism Enrichment Program, to enrich cultural programming for the Veterans Day '24 Celebration in Miami Beach. The City of Miami Beach is organizing a cultural project aimed at enhancing the Veterans Day 2024 Celebration. This initiative will not only enrich the cultural programming for the event but also engage the local community that frequents Lummus Park and Ocean Drive daily. This exhibition will illuminate the period when Miami Beach became a host to U.S. troops, diligently preparing for their critical roles in World War 2. By showcasing the unique 'wartime' atmosphere that enveloped the city during this era, the exhibition aims to pay tribute to the courage and sacrifices of those who served, fostering a deeper appreciation for their contributions. No matching funds are required. 10. The Florida House of Representatives, Appropriations Project Request through Alliance for Aging, in the approximate amount of $175,000 for the Miami Beach Senior Services and Programming, Page 352 of 1377 The States Local Service Program funding is provided through Alliance for Aging. As a newly designated Local Service Program (LSP) provider. The City offers a variety of activities and programs for seniors 55+. Seniors are the fastest growing population-in Miami Beach they make up 32.1% of our community. Regular activity contributes to the prevention and management of chronic diseases and mental health deterioration, our programs are specifically designed to allow every adult of any activity level to participate in a safe environment. No matching funds are required. 11. The Florida House of Representatives, Appropriations Project Request, in the approximate amount of$4,850,000 for the Miami Beach Intersection and Beach Walk Safety Improvements. The State of Florida Department of Transportation has awarded a state-funded grant agreement to the City, approximately$4,850,000. The City's investment in this initiative ensures an enduring and secure walkway, appealing to residents and the City's over 8.8 million visitors annually. The comprehensive Lincoln Road intersection, sidewalk and traffic flow improvements will support pedestrian safety, traffic improvements, infrastructure and economic development, in this central tourist area. Beach walk improvements include pedestrian safety measures such as sidewalks and safety bollards. No matching funds are required. 12.
