Resolution 2024-33270 RESOLUTION NO. 2024-33270 • A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO RE- PAINT THE HISTORIC SOUTH SHORE COMMUNITY CENTER ("SSCC"), IN CONSULTATION WITH BARBARA HULANICKI, IN ONE LIGHT NEUTRAL COLOR TO ACCENTUATE AND REVITALIZE ITS BRUTALIST ARCHITECTURAL FEATURES. WHEREAS, the South Shore Community Center (the "South Shore Community Center" or the "SSCC"), located:at 833 6th Street, was built in 1971 and designed by renowned architect Morris Lapidus; and WHEREAS, the SCC:was one of the contenders as the site for the new Fire Station 1; and WHEREAS, On August 20, 2024, in a Countywide referendum, Miami-Dade County voters gave their approval for the construction of a new Fire 'Station No. 1 in Flamingo Park, instead of the previously proposed location at 833 6th Street; and WHEREAS, the Mayor and City Commission wish to direct the Administration to re-paint the historic South Shore Community Center, in consultation with Barbara Hulanicki, in one light neutral color to accentuate and revitalize its brutalist architectural features; and WHEREAS, Ms. Hulanicki shall work with.the City's Historic Preservation Officer in selecting the colors to ensure that Morris Lapidus' intentional design is highlighted and preserved. NOW, THEREFORE, BE IT DULY RESOLVED BY .THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the Administration to re-paint the historic South Shore 'Community Center("SSCC"), in consultation with Barbara Hulanicki, in one light neutral color'to accentuate and revitalize its brutalist architectural features. WHEREAS, in the early 1980s, New York designer Leonard Horowitz collaborated with Barbara Capitman to develop a color palette comprising approximately 40 colors, aimed at revitalizing the aging Art Deco facades in Miami Beach; and WHEREAS, with the assistance of Ernest Martin, then Director of the Dade County Office of Community and Economic Development, funding was secured to implement a facade painting program utilizing the Horowitz color palette, administered by the Miami Beach Community Development Corporation (MBCDC); WHEREAS, over fifty property owners participated in the program, resulting in the rejuvenation of numerous Art Deco buildings in Miami Beach; WHEREAS, on February 26, 2024, the Land Use and Sustainability Committee (LUSC) reviewed a proposal to repaint the Colony Theater and Beach Patrol Headquarters utilizing the Leonard Horowitz color palette, with consultation from famous artist and fashion designer Ms. Barbara Hulanicki to ensure the color scheme complements architectural features; and WHEREAS, the South Shore Community Center, located at 833 6th Street, was one of the contenders as the site for the new Fire Station 1; and WHEREAS, on August 20, 2024, in a Countywide referendum, Miami-Dade County voters gave their approval for the construction of a new Fire Station 1 in Flamingo Park instead; and WHEREAS, the Mayor and City Commission wish to add the South Shore Community Center, which was built in 1971 and designed by renowned architect Morris Lapidus, to the list of historic buildings to be re-painted utilizing the Horowitz color palette.
