A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS/HER
DESIGNEE TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH
MS. BARBARA HULANICKI IN AN AMOUNT NOT TO EXCEED TEN
THOUSAND ($10,000) DOLLARS FOR CONSULTING FEES IN ASSOCIATION
WITH THE REPAINTING OF THE HISTORIC COLONY THEATER AND MIAMI
BEACH OCEAN RESCUE HEADQUARTERS.
WHEREAS, on February 26, 2024, the City's Land Use and Sustainability Committee
(LUSC) reviewed a referral by Commissioner Kristen Rosen Gonzalez to repaint the Colony
Theater and Beach Patrol Headquarters utilizing the Leonard Horowitz pastel color palette, with
consultation from internationally renowned artist and fashion designer, Ms. Barbara Hulanicki, and
WHEREAS, on April 3, 2024, the Mayor and City Commission adopted Resolution No.
2024-33079 directing City staff to repaint the Colony Theatre and the Ocean Rescue Headquarters
in cooperation with internationally renowned artist, Ms. Barbara Hulanicki; and
WHEREAS, the City owns multiple buildings within historic districts, but only a small
number, including the Colony Theater and Beach Patrol Headquarters, are in the Art Deco or
Streamline Moderne style, which is the most appropriate architectural style for the pastel color
palette; and
WHEREAS, born in Warsaw, Poland, Barbara Hulanicki began her design career in
London where she founded the legendary 1960s fashion label "Biba"; and
WHEREAS, Ms. Hulanicki has decades of fashion photography, interior and exterior
design work, a make-up line, a memoir, and much more under her name; and
WHEREAS, in 1987, she arrived in Miami Beach where she immersed herself into the city's
Art Deco District, becoming an influential hotel designer within South Beach; and
WHEREAS, Ms. Hulanicki has worked on the designs for numerous hotels including the
Leslie, Cardozo, Carlyle, Kent, Marlin and Cavalier; and
WHEREAS, City staff has earmarked a per-building fee of Five Thousand ($5,000) Dollars
to compensate Ms. Hulanicki for her consulting services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby authorize the City Manager or his/her designee to execute a professional services
agreement with Ms. Barbara Hulanicki in an amount not to exceed ten thousand ($10,000) dollars
for consulting fees in association with the repainting of the Historic Colony Theater and Miami
Beach Ocean Rescue Headquarters.

SUBJECT: DISCUSSION/TAKE ACTION: USE OF PASTEL COLOR PALETTE ON CITY
BUILDINGS
RECOMMENDATION
The Administration recommends that the Mayor and City Commission discuss the item and
provide policy direction.
BACKGROUND/HISTORY
On January 31, 2024, at the request of Commissioner Kristen Rosen Gonzalez, the City
Commission referred a discussion regarding the use of pastel paint colors on historic buildings
(C4 G) to the Land Use and Sustainability Committee (LUSC). On February 26, 2024, the
LUSC discussed the item.
ANALYSIS
In the early 1980s, New York designer Leonard Horowitz developed a color palette of
approximately 40 colors as part of a plan in conjunction with Barbara Capitman to enliven the
dated and worn Art Deco facades in Miami Beach (see attached exhibit). With the help of
Ernest Martin, then the Director of the Dade County Office of Community and Economic
Development, funding was provided to paint facades of the city's Art Deco buildings in the
Horowitz color palette. This important rehabilitation program was fully funded and operated by
the Miami Beach Community Development Corporation (MBCDC). By the end of the decade,
more than fifty property owners agreed to have their facades painted in the Horowitz palette.
The success of the 1980s facade improvement project was due in large part to grant funding
obtained by Miami-Dade County which allowed the MBCDC to paint the facades at no cost to
the owner. While over the years, many property owners have chosen to forgo the multi-color
pastel paint palette, others have continued the more intricate painting schemes seen in the
1980s and 1990s. These include, among others, the Park Central, Imperial, Marlin, Crescent,
and Cavalier hotels.
The City owns multiple buildings within historic districts, but only a small number, including the
Colony Theater and Beach Patrol Headquarters, are in the Art Deco or Streamline Moderne
style, which is the most appropriate architectural style for the pastel color palette.

The LUSC discussed the item and recommended the following:
1. Re-painting the Colony Theater and Beach Patrol Headquarters in a color scheme that
utilizes the Leonard Horowitz color palette and highlights architectural features, including
consulting with Ms. Barbara Hulanicki on the color scheme.
2. Performing outreach to paint companies for sponsorship of painting additional buildings in the
City, utilizing the Horowitz color palette.
3. Conducting a media campaign to promote the Horowitz color palette.
4. Exploring whether the North Beach Community Redevelopment Agency Facade
Improvement Program could provide funding for paint projects on eligible buildings in North
Beach.

FINANCIAL INFORMATION
Based on estimates provided to the Fleet and Facilities Management Department (attached),
the cost to re-paint the Ocean Rescue headquarters and Colony Theater structures in pastel
colors is approximately$62,810 as follows:
Colony Theater: $56,030.00 (Waterproofing: $34,250.00 and Painting: $21,780.00)
Ocean Rescue HQ: $6,780.00 (Note: The facility was re-painted approximately two (2) years
ago and does not require waterproofing at this time. Small patches and crack repairs, followed
by primer and base coat, are included as part of the attached estimate).
As it pertains to the recommendations of the LUSC, the cost of a media/promotional campaign
would need to be determined.
CONCLUSION
The Administration recommends that the City Commission consider the recommendations of
the LUSC and provide policy direction. Should the City Commission move forward with some or
all the recommendations of the LUSC, it is recommended that funding be considered as part of
the Fiscal Year 2025 Budget process.

Then came Leonard Horowitz.
"I'll take care of the buildings. I'll do the frosting on the cake because these look like
they're going to be a lot of fun to play with," said Horowitz in a film from 1988 called
"Pastel Paradise."

The Barbizon, 530 Ocean Drive.
His love for Art Deco is why South Beach looks the way it does today.
Horowitz came from New York -- where he designed furniture, did window dressings
for Bloomingdale's and studied architecture.
When he was 29, his dad cut him off financially after finding out Leonard was gay.
So Leonard left for South Beach, where his mother was living.
And quickly formed an unlikely friendship with Barbara Capitman.
Capitman was about 30 years older than Horowitz, but they became close because of
their common interest: Art Deco.
They founded the Miami Design Preservation League and got to work on getting
South Beach into the National Registry of Historic Places.

And with the help of Ernie Martin, who was director of community development for
Dade County at the time, they got the funding to make it all happen.
Martin remembers the moment Leonard and Barbara showed up at his office
building.
"They were somewhat eccentric in their appearance and in their presentation," said
Martin. "They were sort of dismissed as not being appropriate to be entering the
office to seek funding. But I said, you know, lets listen to what they have to say."
Later, Horowitz pitched another idea to Martin. He wanted to highlight the Art Deco
design with the color.
Horowitz even created a color palette to do the job.

"He looked at the sun and the sky and the seas and the beach and pulled out these
colors and put them together on this palette," said Lynn Bernstein, a friend of
Horowitz.
Horowitz then tested out these colors on Friedman's Bakery on the corner of 7th and
Washington Avenue.

Friedman's building was all white.
Ernie Martin helped Leonard get funding from the county.
And the paint up went.
"My first reaction was, 'Oh my God what have I done," said Martin. "Because it was so
unlike anything I had ever seen before."
The initial reactions weren't too positive, Martin added.
"I remember this one lady saying 'this is not us. This is not what I remember from as
long as I've lived here. Deco schmeco."
Some people said Art Deco was a reminder of the Great Depression, so why would
you want to highlight that?
Horowitz recalled in "Pastel Paradise" one complaint in particular: "'I hate that
building, it looks like a whorehouse."
But building by building, Leonard won over the neighborhood.
And in November 1982, Friedman's Bakery was featured on the cover of Progressive
Architecture magazine.

South Beach became a backdrop for photo shoots and TV shows like "Miami Vice."
Buildings Leonard had nothing to do with were being painted with Leonard's pastels.
"Well it feels obviously vindicating that this crazy person, that's what they used to call
me, is being copied everywhere," said Horowitz.
One year after "Pastel Paradise" was released, Leonard died of AIDS. He was 43.
Saul Gross was a close friend, and remembers Leonard's final farewell in South
Beach.
"A bunch of Leonard's friends got together and went out on the boat and took the
boat along Ocean Drive and looked back at the hotels that Leonard had painted and
scattered his ashes in the ocean, looking at the Art Deco hotels on Ocean Drive."
Today, Manolo restaurant is where Friedman's Bakery used to be.

in a place that was about to become an international icon.
