A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY COMMITTEE AT ITS MAY 22, 2024,
MEETING TO ADJUST BEACH CLOSURE HOURS BY ONE HOUR TO
7:00 PM DURING SPRING BREAK TO ACCOUNT FOR TIME
CHANGE FROM STANDARD TIME TO DAYLIGHT SAVINGS TIME.
WHEREAS, at the May 15, 2024, City Commission meeting, the City Commission
referred an item by Commissioner Tanya K. Bhatt (item C4 N) to the Public Safety and
Neighborhood Quality of Life Committee (the "Committee") to discuss the adjustment of
beach closure hours by one (1) hour during Spring Break to account for the time change
from local standard time to daylight savings time (DST); and
WHEREAS, on the second Sunday in March, clocks are set ahead by one hour at
2:00 am to daylight savings time (DST) and the hour at which sunset is observed in March
is affected by this time change; and
WHEREAS, in early March when local standard time is observed, sunset generally
takes place between 6:20 pm and 6:30 pm; and in the latter part of March, during DST,
sunset generally taking place between 7:25 pm and 7:40 pm; and
WHEREAS, consistent with March 2024, it should be noted that March 2025 will
include five (5) weekends; and
WHEREAS, while normal beach hours of operation are 5:00 am to 10:00 pm,
during Spring Break 2024, beach entrances on Ocean Drive were limited and were closed
at 6:00 pm; and
WHEREAS, in March 2025, visitors will be confronted with beach closures at
earlier times during Spring Break; and
WHEREAS, on May 22, 2024, the Public Safety and Neighborhood Quality of Life
Committee discussed adjusting beach closure during Spring Break high impact
weekends; and
WHEREAS, the Committee members unanimously voted to have this item heard
by the full City Commission with a favorable recommendation of adjusting the beach
closure hours by one (1) hour to 7:00 pm to account for DST.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood
Quality of Life Committee at its May 22, 2024, meeting, to adjust beach closure hours by
one hour to 7:00 pm during Spring Break to account for the time change from standard to
daylight savings time.

RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the Resolution.
BACKGROUND/HISTORY
On May 15, 2024, at the request of Commissioner Tanya K. Bhatt, the Mayor and City
Commission approved the referral of item C4 N to the Public Safety and Neighborhood Quality of
Life Committee (the "Committee") to discuss the adjustment of beach closure hours by one (1)
hour during Spring Break to account for the time change from local standard time to daylight
savings time (DST).
ANALYSIS
On the second Sunday in March, clocks are set ahead by one hour at 2:00 am to daylight savings
time (DST). The hour at which sunset is observed in the month of March is affected by this time
change. In early March, when local standard time is observed, sunset generally takes place
between 6:20 pm and 6:30 pm. In the latter part of March, during DST, the evenings last longer
with sunset generally taking place between 7:25 pm and 7:40 pm.
Consistent with March 2024, it should be noted that March 2025 will include five (5) weekends.
During Spring Break 2024, beach entrances on Ocean Drive were limited to 5, 10, and 12 streets
and had security checkpoints to ensure prohibited items did not enter the beach.These entrances
were also closed at 6:00 pm. While normal beach hours of operation are 5:00 am to 10:00 pm
and not noticeably impacted by the time change, during high impact periods as we will experience
in March 2025, visitors will be confronted with beach closures at earlier times during Spring Break.
On May 22, 2024, the Committee discussed the item and considered adjusting beach closure
during Spring Break high impact weekends. The Committee members unanimously voted in favor
to have this item heard by the full City Commission with a favorable recommendation of adjusting
the beach closure hours by one (1) hour to 7:00 pm to account for DST. This would allow
beachgoers to enjoy the beach for a longer period during the month of March.

In consideration of the foregoing,the Administration recommends the Mayor and City Commission
approve the Resolution accepting the recommendation made of the Public Safety and
Neighborhood Quality of Life Committee at its May 22, 2024, meeting to adjust beach closure
hours by one hour to 7:00 pm after the implementation of DST during Spring Break.
