A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, TAKING THE
FOLLOWING ACTION REGARDING THE 2025 WINTER PARTY
FESTIVAL (THE "EVENT") TAKING PLACE IN THE CITY OF
MIAMI BEACH FROM FEBRUARY 26th THROUGH MARCH 4th,
2025: (1) WAIVING SPECIAL EVENT FEES ASSOCIATED
WITH THE WINTER PARTY FESTIVAL; (2) APPROVING THE
SPONSORSHIP OF FORTY (40) PARKING PASSES FOR
VOLUNTEERS OF THE EVENT; AND (3) APPROVING THE
EXTENSION OF HOURS FOR CERTAIN ALCOHOLIC
BEVERAGE ESTABLISHMENTS WITH A 5:00 A.M. LIQUOR
LICENSE TO 7:00 A.M., UNDER CERTAIN SPECIFIED
CONDITIONS PURSUANT TO SECTION 6-3 OF THE CITY
CODE, FOR WINTER PARTY FESTIVAL 2025 (FEBRUARY 28,
MARCH 1, AND MARCH 2, 2025), AND FURTHER PROVIDING
THAT THE EXTENSION OF ALCOHOLIC BEVERAGE SERVICE
HOURS SHALL BE APPLIED ONLY TO ALCOHOLIC
BEVERAGE ESTABLISHMENTS HOLDING EVENTS THAT
ARE SPONSORED BY THE PRODUCERS OF WINTER PARTY
FESTIVAL 2025, AND LOCATED IN THE CITY OF MIAMI
BEACH ON THE ABOVE-STATED DATES.
WHEREAS, the National Gay and Lesbian Task Force is a Florida not-for-profit
corporation that is celebrating its 32nd Anniversary Season in presenting the Winter Party
Festival throughout Miami Beach (February 26-March 4, 2025); and
WHEREAS, the 2025 Winter Party will be host to more than 10,000 visitors to Miami
Beach from around the world; and
WHEREAS; the event has experienced phenomenal growth after the past quarter-
century and continues to position Miami Beach is an LGBTQ travel destination; and
WHEREAS, the City Administration recommends, and the Mayor and City Commission
approve, the waiver of special event fees, for the 2025 Winter Party Festival, which represents
$15,180 in square footage fees, $10,000 in deposit fees, 25% of all user fees, $4,325 in Vehicle
Beach Access Passes, the application fee of$286.00, and the permit fee of$286.00; and
WHEREAS, the main Event shall be held at its regular location, at the Lummus Park
beachfront at 12th Street and 13th Street; and
WHEREAS, in addition, festivities such as the Winter Party Festival often carry over into
the early hours of the morning; and
WHEREAS, in order to address the special circumstances for celebration which occur
on New Year's Eve, and during other major event days and weekends within the City of Miami
Beach, the Mayor and City Commission codified, in Section 6-3(a)(6) of the City Code, an
established policy of allowing alcoholic beverage establishments with a 5:00 a.m. liquor license
to continue to sell and serve alcoholic beverages for on-premises consumption until 7:00 a.m.
during designated major event days or weekends, subject to those conditions set forth in
Section 6-3(a)(6); and
WHEREAS, the City's Major Events Plan and Special Event Guidelines designate
Winter Party Festival as one of the "major event periods," which makes this event eligible for the
extension of alcoholic beverage service hours subject to the conditions established in the City
Code; and
WHEREAS, the extension of alcoholic beverage service as provided in Section 6-3 of
the City Code shall be applied only to events held in the City on February 28, March 1 and
March 2, 2025 for Winter Party Festival; and
WHEREAS, in addition, the Event Organizers request sponsorship of approximately
forty(40) parking passes for the volunteers of the Event; and
WHEREAS, for the past several years, the Mayor and City Commission have adopted
similar resolutions to support these important events.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby take the following action regarding the 2025 Winter Party Festival (the
"Event") taking place in the City of Miami Beach from February 26th through March 4th, 2025:
(1) waive special event fees associated with the Winter Party Festival; (2) approve the
sponsorship of forty (40) parking passes for volunteers of the Event; and (3) approve the
extension of hours for certain alcoholic beverage establishments with a 5:00 a.m. liquor license
to 7:00 a.m., under certain specified conditions pursuant to Section 6-3 of the City Code, for
Winter Party Festival 2025 (February 28, March 1, and March 2, 2025), and further providing
that the extension of alcoholic beverage service hours shall be applied only to alcoholic
beverage establishments holding events that are sponsored by the producers of Winter Party
Festival 2025, and located in the City of Miami Beach on the above-stated dates.
