A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE CITY
ADMINISTRATION TO DEVELOP A POLICY TO ENSURE THAT CITY
RESIDENTS, BUSINESS PATRONS, AND CULTURAL INSTITUTION
PATRONS ARE PROVIDED ACCESS AND REGULARLY PRICED PARKING
IN CITY PARKING GARAGES AND PARKING LOTS`OUTSIDE OF THE MXE
MIXED USE ENTERTAINMENT DISTRICT DURING HIGH-IMPACT PERIODS
AND TO PREPARE A LETTER TO COMMISSION ON OR BEFORE
DECEMBER 11, 2024, ADVISING THE CITY COMMISSION OF THE POLICY
DEVELOPED PURSUANT TO THIS RESOLUTION.
WHEREAS, the City of Miami Beach is an internationally renowned tourist destination
that is famous for its beaches, shopping, arts and entertainment, which are among the best in
the world; and
WHEREAS, due to its domestic and international popularity as a resort destination,
many large-scale events and activities, both authorized by City permits and otherwise, occur on
the beaches and on the City's property; and
WHEREAS, the City has seen an increasingly large number of visitors during these
large-scale events and activities, and the sizeable number of individuals attending these
events/activities has posed numerous challenges for the City, including a surge in the number of
vehicles seeking parking spaces; and
WHEREAS, City parking facilities, including both lots and garages, experience
heightened demand during Spring Break and Memorial Day weekends, leading to congestion
and potential safety risks; and
WHEREAS, during March 2024, the City Administration closed City parking lots and
garages, except for use by City residents and employees/workforce, during the second and third
weekends in March to mitigate traffic congestion and enhance safety measures during peak
Spring Break periods; and
WHEREAS, the parking restrictions instituted during Spring Break 2024 were effective
and successful in the Mixed Use Entertainment District ("MXE"), but caused unintended
negative impacts on residents, businesses, and cultural institutions in residential
neighborhoods, including, but not limited to, other neighborhoods such as the Sunset Harbour
neighborhood, so development of a policy to ensure that residents and patrons of businesses
and cultural institutions outside of the MXE have the ability to park in City lots and garages at
regular parking rates during Spring Break 2025 and Memorial Day weekend 2025 is desirable to
avoid unintended impacts to residents' quality of life and to business and cultural institutions'
operations in the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize and direct the City Administration to develop a policy to ensure
that City residents, business patrons, and City cultural institution patrons are provided access
and regularly priced parking in City parking garages and parking lots outside of the MXE Mixed
Use Entertainment District during high-impact periods and to prepare a Letter to Commission on
or before December 11, 2024, advising the City Commission of the policy developed pursuant to
this resolution.
