Resolution 2024-33284 • RESOLUTION NO.' 2024-33284 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS MAY 24, 2024 MEETING AND AUTHORIZE THE CITY ADMINISTRATION TO IMPLEMENT A PILOT PROGRAM FOR THE INSTALLATION OF A NEW SOLAR-POWERED LIGHTING DISPLAY AT LUMMUS PARK, INCLUDING A THREE-MONTH MAINTENANCE PLAN, IN AN AMOUNT NOT TO EXCEED $95,000.00, TO BE FUNDED DURING THE FY 2025 BUDGET PROCESS. WHEREAS, at the February 21, 2024 City Commission meeting, the City Commission referred an item by Mayor Steven Meiner (item C4 Q) to the Finance and Economic Resiliency Committee ("FERC") to discuss taking whatever actions necessary, including allocating funding, for electricity and infrastructure upgrades in order to provide permanent palm tree lighting in Lummus Park; and WHEREAS, the string lights currently installed on the palm trees at Lummus Park were originally installed as a temporary installation in 2020, and are now beyond their useful life; and WHEREAS, since their installation, the lights have required extensive repairs and have strained the existing electrical infrastructure in the Park; and WHEREAS, at the May 24, 2024 meeting of the Finance and Economic Resiliency Committee, the Facilities Management Division presented three (3) options to execute electrical upgrades and install permanent lighting displays at Lummus Park, including two options for installation of solar-powered lighting displays; and WHEREAS, FERC members unanimously voted to have this item heard by the full City Commission with a favorable recommendation of prioritizing a pilot project for the Lummus Park solar-powered lighting during the FY 2025 budget process; and WHEREAS, Miami Christmas Lights, the City's holiday lighting and decor vendor, has submitted a proposal for the installation of a solar panel, battery pack, and warm white LED solar- powered lighting for 65 palm trees palm trees at Lummus Park(the "Pilot Program"); and WHEREAS, the Miami Christmas Lights recommends the purchase of a monthly -- maintenance plan for the Lummus Park Pilot Program, which includes weekly site checks, required repairs and replacement of any equipment as needed; and WHEREAS, the total cost for implementation of the Lummus Park Pilot Program for 65 palm trees, inclusive of a monthly maintenance plan for a period of three months, is $95,000.00; and WHEREAS installation of a solar-powered lighting display at Lummus Park would eliminate the need for any electrical upgrades, as well reduce ongoing electricity costs for the City; and WHEREAS, the proposed warm white LED lights are sea turtle-friendly, reducing the risk of disorientation for nesting and hatchling sea turtles; and WHEREAS, this environmentally conscious choice supports local wildlife conservation efforts and aligns with the City of Miami Beach vision; and WHEREAS, by initiating this pilot program, the City aims to enhance Lummus Park's appeal, protect local wildlife, and manage City resources more efficiently. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Economic Resiliency Committee at its May 24, 2024 meeting, and authorize the City Administration to implement a pilot program for the installation of a new solar-powered lighting display at Lummus Park, including a three-month maintenance plan, in an amount not to exceed $95,000.00, to be funded in FY 2025 budget process.
