Council Towers Rehabilitation Project Update #5
This Letter to Commission ("L TC")provides a status update on the rehabilitation project at the
elderly housing facility Council Towers,located at 533 Collins Avenue (South Tower)and 1040
Collins Avenue (North Tower),as requested by the Public Safety and Neighborhood Quality of Life
Committee (PSNQLC)on April 17,2024.
As noted in LTC #202-2024,published on May 24,2024,the Administration will provide status
updates as received by the property management company,the Elderly Housing Development
and Operation Corporation (EHDOC),until the completion of the project.
LTC #275-2024,published on July 2,2024,outlined the projects'progress and timeline for
completion for July 15,2024,as determined by the contractor assigned to the project.Additionally,
L TC #293-2024,published on July 16,2024,described minor delays caused by unforeseen
circumstances.L TC #342-2024,published on August 12,2024,described additional delays related
to the permit approval for the installation of the generators at both Towers.
As of September 18,2024,the following updates were made available to the Administration:
•Installation of Generators:The permits for a temporary generator at each tower were
issued on September 18,2024.The contractor is applying for a permit to install permanent
generators.The generator at the South Tower must be relocated to meet code
requirements,and the contractor is working on obtaining the approval of the permanent
location.
•Council House South New VRF (HVAC) System:The new HVAC system at Council
Towers South is active in corridors 3-12 and inside all units.Temporary HVAC units are set
up in the ground floor lobby,the second-floor manager's office,and the second-floor
corridors.
•Council Towers North New VRF (HVAC)System:The new HVAC system at Council
Towers North is active in corridors 3-12 and inside all units.Temporary HVAC units are set
up in the ground floor lobby,the second-floor manager's office,and the second-floor
corridors.The installation of the permanent HVAC system is contingent on the installation
of the permanent generator.The electrical subcontractor is completing the wiring the new
emergency panel.Permanent HVAC activation for the common areas is contingent upon
the manufacturer's schedule.
•Council Towers Community Rooms:The architect and property manager conducted a
site visit on July 31,2024,and created a punch list.As of August 2,2024,the Community
Rooms became accessible except for a small section in both towers.However,temporary
HVAC units are currently installed,and the Community rooms cannot be utilized for
programming until the permanent HVAC unit is installed and operating.Approval from the
meal site provider for the congregate site programming is also contingent upon the
installation of the new HVAC system.

•Laundry Rooms:The laundry room at the North Tower is currently available for residential
use.The property management company staff trained the residents on the new equipment
operations.On September 18,2024,EHDOC provided two temporary dryers at the South
Tower to comply with the requirements needed to pass the City's final inspection and
subsequent issuance of the Temporary Certificate of Occupancy.
EH DOC continues to work with the City's Building Department to perform all inspections,revisions,
and complete all permitted work,and they have communicated to the contractor the importance of
closing out this project in a timely manner.The Administration is scheduled to provide another
update on or before October 31,2024.
