A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE CITY ADMINISTRATION TO EXPAND THE CAREGIVER PARKING
PROGRAM.
WHEREAS, the City's Parking Department currently offers a Caregiver Parking
Permit Program ("Program")to residents with restricted residential parking zones; and
WHEREAS, the Program allows for parking,privileges to authorized caregivers to
park within each of the City's residential parking zones, certain metered lots, and garages
near senior housing facilities; and
WHEREAS, an affidavit from the resident's physician is required to attain this
parking privilege for the resident's caregiver and Caregiver permit is valid for six (6)
months for a $25.00 fee; and
WHEREAS, at the request of Commissioner Alex Fernandez, the
Administration is proposing an expansion of the Caregiver Program to allow
authorized caregivers to park in municipal metered on-street spaces and metered
lots, while providing caregiver services to residents; and
WHEREAS, the approved caregiver would be provided with the City of Miami
Beach resident discount of$1.00 per hour to park at an on-street or off-street location.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the City Administration to expand the
Caregiver Parking Program.

TITLE: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER TO EXPAND THE CAREGIVER PARKING PERMIT PROGRAM.
RECOMMENDATION
The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission")adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach ("City") Parking Department currently administers a Caregiver Parking
Permit Program(the"Permit"or"Program"). The Program is available to senior residents who live
in senior housing facilities or within restricted residential parking permit zones and grants parking
privileges to the senior residents' authorized caregivers. As of July 2024, 19 participants are
currently registered in the Program.
In order to participate in the current Program, a resident must be 62 years of age or older and/or
a Medicare/Medicaid participant, show proof of Miami Beach residency, provide a signed affidavit
from their physician stating the need for caregiver services, and provide a copy of the caregiver's
vehicle registration. Attachment A includes the current Caregiver Medical Affidavit form. The cost
to purchase a Permit is$25.00. Permits are valid for six (6)months from the date of issuance and
can be renewed indefinitely.
On January 16, 2019, the City Commission adopted Resolution No. 2019-30669 expanding the
Program to be honored at certain municipal parking lots and parking garages near senior housing
facilities. However, the current Program limits eligibility to only those senior residents who live in
restricted residential parking permit zones or senior housing facilities. In addition, the current
Program limits the locations where caregivers are authorized to park (the lots and garages
depicted in Attachment B) which may not necessarily be in close proximity to where the senior
resident lives.
Given the limitations with the current Program, Commissioner Alex Fernandez has requested that
the Administration consider expanding the Program to allow senior residents who do not currently
reside within a restricted residential parking permit zone or in a senior housing facility to benefit
from this Program by allowing their authorized caregivers to park at any on-street or off-street
parking space citywide while conducting caregiver services.

ANALYSIS
The proposed expansion of the Program would benefit both senior residents and their caregivers
by offering additional and more convenient parking options. Firstly, the expansion would allow
any senior Miami Beach resident, regardless of where they live, to avail themselves of the
Program. Furthermore, the proposed expansion of the Program would grant caregivers the
authority to park in any on-street metered parking space or parking lot, potentially closer to the
senior resident's home, particularly if the resident does not live within a restricted residential
parking permit zone or in a senior housing facility.
Based on recent discussions with Commissioner Alex Fernandez, as part of the proposed
expansion of the Program,authorized caregivers would be offered the discounted parking rate for
residents (currently $1.00 per hour and subject to Consumer Price Index increases), in lieu of
regular non-resident rates, to park at any on-street or off-street location in the City, unless
otherwise posted.
Furthermore, it is important to note that the proposed expansion of the Program would maintain
the existing terms of the current Program. However, a new requirement would include a signed
letter from the caregiver's employer/agency to be provided by the senior resident upon
registration.
FISCAL IMPACT STATEMENT
Given the City's current population demographic, if approximately one-fourth of all potentially
eligible senior residents participate in the Program, it would equate to approximately 4,000
participants and an annual revenue to the City of approximately $200,000 in Permit fees in
addition to parking revenues. However, it is difficult to ascertain the net fiscal impact that the
proposed Program expansion would have on the City's parking revenues given caregivers would
pay the resident discount rate rather than the non-resident rates for on-street parking spaces and
parking lots, as well as the impact that the proposed Program expansion would have on parking
demand at this time.

CONCLUSION
The current Caregiver Parking Permit Program has certain restrictions limiting the eligibility of
senior residents and the parking options for their caregivers. The proposed expansion of the
Program would benefit both senior residents and their caregivers by offering additional and more
convenient parking options. The expansion would allow any senior Miami Beach resident,
regardless of where they live, to avail themselves of the Program. Furthermore, the proposed
expansion of the Program would grant caregivers the authorization to park in any metered parking
space or parking lot(at the prevailing resident discount rate) potentially in closer proximity to the
senior resident's home, particularly if the resident does not live within a restricted residential
parking permit zone or in a senior housing facility.
The Administration recommends that the City Commission adopt the Resolution.

Caregiver Parking Permit
Bona fide resident requiring home medical care/assistance from either established caregiver agencies and/or family
members/friends that assist in the care and/or support of the resident are eligible for a caregiver permit,one per person
and limited two(2) per household, upon proof of residency and submittal of the completed City of Miami Beach Parking
Department application.The caregiver permit exempts the caregiver's vehicle for both daytime and/or overnight
residential parking program restrictions; however, it does not exempt the vehicle from paying at parking meters or at
prohibited parking(e.g., parking meters/pay stations;fire hydrants,crosswalks, pavement marking including yellow
curbs).
An applicant must submit the original copy of this medical affidavit signed by a physician or director of a nursing agency
providing caregiver services with the following information:
• Current date
• Name of the caregiver and duration of services, including frequency of service
• Name of patient and address
• License plate and make of the vehicle that will be parked on the street
•
Program Participation Requirements are: •
• Proof of residency—utility bill or bank statement within 30 day of issuance.
• Ages 62 or over and/or Medicare/Medicaid participants
• Completed notarized Medical Affidavit(contact office for form)
Permit Restrictions:
• Caregiver Permits may only be issued for the duration stated on the physician's letter not to exceed six(6)
months;subsequent renewals require beyond six(6) months.
• One Caregiver Parking Permit per person or two per household
• Each Caregiver Parking Permit cost is$25.00,excluding sales tax, and is valid for six months.
• Residents are responsible for the Caregiver Parking Permits issued to them. Permits are not specific to one
caregiver's vehicle;thus,different caregivers may use the same permit.
• Caregiver Parking Permits are only valid at the authorized zone listed on the permit.
• Lost or stolen permits are subject to a$25.00 replacement fee and limited upon the manager or supervisor's
discretion.
