South of Fifth Neighborhood Short-Term Traffic Calming Improvements
The purpose of this Letter to Commission {L TC) is to inform the Mayor and City Commission ("City
Commission") of the upcoming installation of short-term/temporary traffic calming improvements
(the "Project") within the South of Fifth neighborhood.
The Project is scheduled to begin on Monday, October 21, 2024 and be completed by the end of
November 2024, weather permitting. The Project scope of work includes the installation of
rubberized speed cushions at 12 locations throughout the neighborhood, including at the
intersection of Alton Road and 1 Street, to reduce vehicular speeding and cut-through traffic in the
neighborhood.
Pursuant to Resolution No. 2022-32233 adopted by the City Commission on July 20, 2022, the
Transportation and Mobility Department finalized the design plans for short-term/temporary traffic
calming improvements in the South of Fifth neighborhood. The concept was endorsed by the South
of Fifth Neighborhood Association ("SoFNA") at a public meeting held on June 28, 2022, and the
design plans have been approved by the Miami-Dade County Department of Transportation and
Public Works ("DTPW"). Additionally, on August 20, 2024, Transportation and Mobility Department
staff and Neighborhood Affairs Division staff met with representatives of SoFNA to share the final
plans and provide an update on the upcoming construction schedule.
Tangentially, DTPW has approved the traffic study for the proposed long-term (i.e. permanent)
traffic calming improvements in the South of Fifth neighborhood. The proposed long
term/permanent traffic calming improvements include the installation of raised intersections, raised
crosswalks, and upgrading 11 temporary/rubberized speed cushions with asphalt speed tables,
contingent upon a post-evaluation analysis of the short-term improvements. The Transportation
and Mobility Department is currently negotiating the scope and fee for the design phase of the
long-term/permanent traffic calming improvements with one of the City's pre-qualified rotational
transportation consultants. Design of the permanent/long-term traffic calming improvements is
anticipated to begin in early 2025.
