Resolution 2024-33339 RESOLUTION NO. 2024-33339
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, RESPECTFULLY URGING THE
FLORIDA DEPARTMENT OF TRANSPORTATION TO ALLOW THE
CITY TO PAINT THE ENTIRETY OF THE INDIAN CREEK BIKE LANE
GREEN, ENSURING MAXIMUM SAFETY, VISIBILITY, AND
CONSISTENCY FOR CYCLISTS, MOTORISTS, AND PEDESTRIANS
ALONG THE CORRIDOR.
WHEREAS, the City of Miami Beach has made significant efforts to improve
transportation infrastructure and promote alternative, sustainable modes of
transportation, including cycling; and
WHEREAS, the Indian Creek Bike Lane is a key element of this effort and was
identified as a Priority 1 project in the City's adopted 2016 Transportation Master Plan;
and
WHEREAS, the scope of work for the Indian Creek Bike Lane includes a protected
bike lane along Indian Creek Drive, spanning from 25th Street to 41st Street, designed to
ensure the safety and convenience of cyclists along this major corridor; and
WHEREAS, the City's Transportation and Mobility Department, together with the
Office of Capital Improvement Projects, has worked extensively with the Florida
Department of Transportation ("FDOT") on this project to meet state and local standards;
and
WHEREAS, as part of the bike lane design, FDOT has approved, via a Design
Variation Memo, the use of the Zicla Zipper as a protection device for the bike lane,
enhancing the safety and visibility of the lane; and
WHEREAS, FDOT currently allows for green paint at "conflict points" such as
intersections, bus stops, and other areas where motor vehicles may interact with the bike
lane; and
WHEREAS, since portions of the Indian Creek bike lane are unprotected, the City
of Miami Beach desires to paint the entire bicycle lane green, as opposed to limiting the
green painting to conflict points, in order to maximize the visibility of the bike lane and
provide a consistent visual cue to motorists, pedestrians, and cyclists alike; and
WHEREAS, the use of green paint throughout the bike lane enhances safety by
making the lane more visible to motorists, especially in areas with high traffic or frequent
lane changes, thus reducing the risk of collisions; and
WHEREAS, painting the entire lane green promotes a cohesive and uninterrupted
aesthetic for the bike lane, reinforcing the perception that the space is designated for
cyclists and increasing cyclist confidence and comfort when using the lane.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby respectfully urge the Florida Department of Transportation to allow
the City to paint the entirety of the Indian Creek Bike Lane green, ensuring maximum
safety, visibility, and consistency for cyclists, motorists, and pedestrians along the
corridor.
