Appointment of David Martinez as Assistant City Manager
I am pleased to announce that David Martinez will join the City Manager's office on a permanent
basis and serve as Assistant City Manager effective November 1, 2024. With an impressive
background in civil engineering, program and project management, and municipal administration,
David embodies the skills, dedication, and vision needed for this vital role. His extensive
experience, paired with his leadership abilities and commitment to community development, make
him an exceptional fit for this position.
Mr. Martinez brings nearly four decades of experience in both the public and private sectors. He
has served as Interim Assistant City Manager for almost seven months, during which time he has
consistently demonstrated an ability to connect with and motivate teams, inspire collaboration,
and cultivate an inclusive environment that encourages innovative solutions. In his previous role
as Director of the Office of Capital Improvement Projects in Miami Beach, he honed his expertise
in managing multi-million-dollar, cross-departmental capital projects. With over 13 years at the
City, he has showcased his talent not only for managing significant projects but also for fostering
collaboration among diverse stakeholders to achieve outcomes that benefit the entire community.
Throughout his career, David has shown an unwavering commitment to excellence in every
project he undertakes. His background includes directing construction operations for a national
general contractor and consulting as a forensic engineer, giving him a well-rounded
understanding of complex infrastructure projects and quality control. His qualifications-a
Bachelor's in Civil Engineering, an MBA, and a Professional Engineer license-equip him to
approach every challenge with both technical insight and strategic thinking. Additionally, as a
LEED Accredited Professional, he underscores his commitment to sustainable and forward
thinking practices that align with the City's long-term vision.
In addition to his qualifications, David possesses a genuine passion for public service and the
advancement of community well-being. His interpersonal skills, intellectual curiosity, and results
oriented approach make him a natural leader. I am confident that Mr. Martinez's appointment as
Assistant City Manager will bring substantial value to the organization, ensuring the effective and
efficient realization of city initiatives.
Mr. Martinez's portfolio will continue to include oversight of the Capital Improvement Projects,
Housing and Community Services, Planning, Procurement, and Public Works departments.
