Resolution 2024-33311 RESOLUTION NO. 2024-33311 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, TRAIL-GO LOCAL TRAIL MANAGEMENT GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $200,000; 2) U.S. DEPARTMENT OF TRANSPORTATION, CHARGING AND FUELING INFRASTRUCTURE DISCRETIONARY GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $2 MILLION; 3) FLORIDA DEPARTMENT OF HEALTH, MOBILE INTEGRATED HEALTH MODEL COMMUNITIES PROGRAM, IN THE APPROXIMATE AMOUNT OF $512,000; 4) VOLUNTEER FLORIDA, FY 2024-2025 CERT/CITIZENS CORPS PROGRAM, IN THE APPROXIMATE AMOUNT OF $10,000; 5) WOMEN IN THE FIELD OF EMERGENCY MANAGEMENT (WTFEM), WTFEM 2024 GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $1,000; 6) THE CHILDREN'S TRUST, FAMILY NEIGHBORHOOD SUPPORT PARTNERSHIPS GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $500,000; AND 7) THE CHILDREN'S TRUST, GROUP, INDIVIDUAL,AND HOME VISITATION PROGRAM, IN THE APPROXIMATE AMOUNT OF $400,000. WHEREAS, the Administration applies for grants and external funding from outside organizations; and WHEREAS, the Administration requests approval to apply for a grant in the approximate amount of$200,000 from the Florida Department of Environmental Protection, TRAIL-GO Local Trail Management Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the Administration requests approval to apply for two grants in the approximate combined amount of $2 Million from the U.S. Department of Transportation, Charging and Fueling Infrastructure Discretionary Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the Administration requests approval to apply for a grant in the approximate amount of$512,000 from Florida Department of Health, Mobile Integrated Health Model Communities Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the Administration requests approval to apply for a grant in the approximate amount of$10,000 from Volunteer Florida, FY 2024-2025 CERT/Citizens Corps Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the Administration requests approval to apply for a grant in the approximate amount of$1,000 from Women in the Field of Emergency Management(WFEM),WTFEM 2024 Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS,the Administration requests approval to accept a grant in the approximate amount of$500,000 from The Children's Trust, Family Neighborhood Support Partnerships Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS,the Administration requests approval to accept a grant in the approximate amount of$400,000 from The Children's Trust, Group, Individual, and Home Visitation Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. Florida Department of Environmental Protection, TRAIL-GO Local Trail Management Grant Program, in the approximate amount of$200,000 for Enhancing Beachwalk Safety. TRAIL-GO, the Local Trail Management Grant Program is administered by the Florida Department of Environmental Protection's Office of Greenways and Trails (OGT). TRAIL-GO provides grants to local governmental entities for the operation and maintenance of trails located within the Florida Greenways and Trails System (FGTS). The City administration is applying for grant funding in the approximate amount of $200,000 for Page 505 of 2497 the purchase of six (6) bicycle/pedestrian counters and six (6) solar powered electronic speed . feedback signs, which will be strategically installed along the Beachwalk. No matching funds are required. 2. U.S. Department of Transportation, Charging and Fueling Infrastructure Discretionary Grant Program, in the approximate amount of$2 Million for EV Charging in City Garages. The Charging and Fueling Infrastructure Discretionary Grant Program provides funding to strategically deploy publicly accessible EV charging infrastructure and other alternative fueling infrastructure. This grant is funded under Bipartisan Infrastructure Law. This grant program has two (2) tracks—the Corridor Program and the Community Program. The City administration is applying for grant funding in the approximate combined amount of $2 Million, with two (2) separate applications being submitted to the Charging and Fueling Infrastructure Discretionary Grant Program. The details of each application is below. Both applications are requesting funds to support five (5) new dual port Level 3 EV chargers in each of the following three (3) parking garage locations: 17th Street Garage (640 17th Street), City Hall Garage (1755 Meridian Ave), and Pennsylvania Garage (1661 Pennsylvania Ave). Charging and Fueling Infrastructure Corridor Project The City administration is applying for grant funding in the approximate amount of$1.2 Million for EV charging infrastructure. The City is providing matching funds in the approximate amount of $302,000. The matching funds are contingent on City Commission approval for appropriation in FY 2026. Charging and Fueling Infrastructure Community Project The City administration is applying for grant funding in the approximate amount of $820,000 for EV charger installation. The City is providing matching funds in the approximate amount of $205,000. The matching funds are contingent on City Commission approval for appropriation in FY 2026. 3. Florida Department of Health, Mobile Integrated Health Model Communities Program, in the approximate amount of$512,000 for Mobile Integrated Health Services. Mobile Integrated Health Communities Programs (MIH-CP) target medically underserved individuals who suffer from debilitating conditions that are not only caused by acute conditions (trauma, infectious diseases) but from chronic diseases that often require on-going care and treatment. The City administration is applying for grant funding in the approximate amount of $512,000 for the City's Mobile Integrated Health (MIH) Program. The Miami Beach Fire Department will collaborate with the City of Miami Beach Department of Housing and Community Services to identify individuals who are elderly, homeless, or have substance abuse issues, and connect them with the health and wellness resources offered by program partners at Mount Sinai Hospital, Baptist Health, and the Miami Beach Community Health Center in an effort to reduce frequent 911 calls, minimize the need for emergency transports, and decrease hospital admissions. No matching funds are required. 4. Volunteer Florida, FY 2024-2025 CERT/Citizens Corps Program, in the approximate amount of$10,00 for Community Emergency Response Team (CERT) Trainings. Volunteer Florida administers Florida's CERT/Citizen Corps Program in partnership with FEMA and the Florida Division of Emergency Management (FDEM). The CERT program is a training program that allows citizens to receive training in basic disaster response skills which allow these volunteers to provide critical support, giving immediate assistance to victims before emergency Page 506 of 2497 first responders arrive on scene. The Citizen Corps program was created to coordinate volunteer activities that will make local communities safer, stronger, and better prepared to respond to any emergency situation. The City administration is applying for grant funding in the approximate amount of $10,000 for Community Emergency Response Team (CERT)Trainings. The City offers basic and advanced CERT trainings to residents, City employees, hotel and condominium staff, businesses, faith- based organizations, school staff, teens, and community clubs/organizations. No matching funds are required. 5. Women in the Field of Emergency Management(WFEM),WTFEM 2024 Grant Program, in the approximate amount of$1,000 for Emergency Management Conferences. WTFem exists to connect and support women in and seeking to enter the emergency management and disaster response industries. The WTFEM 2024 Grant Program is awarding $500 and $1,000 grants to efforts that support women in emergency management, through conference scholarships, hosting networking events, and education opportunities for women in the field. The City administration is applying for grant funding in the approximate amount of$1,000 for two (2) Emergency Management Conferences. The National Community Response Team Conference will be held in July of 2025 and the Florida State Community Emergency Response Team Conference will be held August 11 through 16, 2025. No matching funds are required. 6. The Children's Trust, Family Neighborhood Support Partnerships Grant Program, in the approximate amount of$500,000 for Family Pathways Program. The Children's Trust Family and Neighborhood Support Partnerships Program offers comprehensive and individualized support for children, youth, and families experiencing challenges that may limit them from realizing their full health, social, educational, and economic potential. The program aims to amplify strengths and build resilience to counter the effects of adverse childhood experiences such as child abuse or neglect, exposure to trauma and violence, family mental health issues, legal issues, and extreme poverty. The City administration is accepting a grant renewal in the approximate amount of$500,000 for the City's Family Pathways Program, which is a partnership between the City of Miami Beach and human services providers. The renewal period is from October 1, 2024 to September 30, 2025. No matching funds are required. 7. The Children's Trust, Group, Individual, and Home Visitation Program, in the approximate amount of$400,000 for Parent-Child Program. The Children's Trust Group, Individual, and Home Visitation Program provides funding to support group, individual, home visiting, and advocacy parenting programs for at-risk populations in Miami-Dade County. The program's purpose is to provide structured programs that follow evidence-based curricula, addressing specific needs and increasing positive parent-child interaction. The City administration is accepting a grant renewal in the approximate amount of$400,000 for the City's Parent-Child Program, which provides home visiting parenting sessions to parents in Miami Beach.
