A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, RECOGNIZING THE TAX CONTRIBUTIONS OF MIAMI BEACH
RESIDENTS TO THE MIAMI-DADE COUNTY HOMELESSNESS TAX, AND URGING
COUNTY LEADERSHIP TO ACKNOWLEDGE THESE CONTRIBUTIONS, GIVEN
THAT MIAMI BEACH AND MIAMI-DADE COUNTY RESIDENTS CONTRIBUTE TO
THE TAX WHEN DINING ON THE MAINLAND, DESPITE BEING EXEMPT FROM THE
HOMELESS TAX WITHIN THE CITY LIMITS OF MIAMI BEACH.
WHEREAS, on October 30, 2024, the City Commission of Miami Beach voted 4-3 to repeal a
proposed ballot question for Miami Beach residents to vote on a 1% food and beverage tax to fund
homeless and domestic violence services (the "Homeless Tax"); and
WHEREAS, although Miami Beach residents do not currently pay the Homeless Tax within the
City of Miami Beach, they contribute to this tax when dining in establishments on the mainland of Miami-
Dade County; and
WHEREAS, neither residents of Miami Beach and Miami-Dade County nor visitors to the City are
subject to the Homeless Tax when dining or purchasing food and beverages within the City of Miami
Beach, but they are currently subject to a 2% resort tax on their consumption of food and beverages in
Miami Beach; and
WHEREAS, it is important to acknowledge that Miami Beach residents are contributing to the
Homeless Tax through their consumption of food and beverages on the mainland, even though this tax
is not imposed within Miami Beach; and
WHEREAS,the Mayor and City Commission of the City of Miami Beach urge Miami-Dade County
leadership to recognize the financial contributions of Miami Beach residents to the County's Homeless
Tax, and to consider this unique dynamic in discussions surrounding future homelessness funding and
initiatives.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,that the Mayor and City Commission hereby formally recognize
and remind Miami-Dade County leadership of the tax contributions made by Miami Beach residents to
the Homeless Tax when dining on the mainland, and urge the County to acknowledge this contribution,
given that Miami Beach and Miami-Dade County residents contribute to the tax when dining on the
mainland, despite being exempt from the Homeless Tax within the City limits of Miami Beach.
