Kasdin and Members of the City Commission FROM: Sergio Rodrigue" A City Manager W- SUBJECT: FIRE STATION IMPROVEMENTS AND FURNITURE Attached, please find a status report ofthe ongoing construction at the four City of Miami Beach Fire Stations. Additionally, an update of furniture purchases for the stations is included. SR:C~/jph Attachments The following is a breakdown of work in progress or scheduled to be completed at the four City of Miami Beach Fire Stations. FIRE STATION # 4 The city has received $550,000.00 in CDBG Grant funds for the renovation needs of Fire Station #4. The scope of work will include: 1) New dormitory, locker, and restroom facilities will be built to accommodate both male and female firefighters. 2) A new unisex restroom will be built on the first floor and associated path of travel issues will be addressed, to comply with the Americans with Disabilities Act (ADA) standards. 3) A new (20 year warranty) roof will be included for the building. 4) New mechanical (AlC) system will be installed to incorporate additional areas and to replace outdated equipment. 5) A new air conditioned weight room will be designed in unused space for the firefighters. 6) All interior walls, floors and ceilings will be renovated, moved, repaired, and refinished to provide for better use of space. 7) Hurricane shutters will be installed for the protection of the Station. 8) Historic refinishing will be incorporated in both the interior and exterior design to retain some of the original features of the 1937 building. C3TS Architects has been retained and is currently working to provide the necessary plans and construction documents for the project. The plans are in the final stages and are expected to be complete and ready for bid by the end of October. Periodic meetings have been held with the Fire Chiefs and the Station Chief to assure the scope of work meets with their approval and needs. Bidding for this project is expected in November and a construction start is anticipated in early December. A complete asbestos report for the building has been completed to expedite the bidding and construction process on Fire Station #4. Property Management has also completed a prc~ect this current year in Fire Station #4 that included the painting of the entire interior of the Station and the renovation and expansion of the dormitory compartments. FIRE STATION # 2 The City Commission had requested a "Master Plan" of Fire Station #2 to provide for the expansion of the Station to accommodate the Station's current use. On 815/98, Property Management was requested to get involved in the project after an inspection of the facility by the Building Department revealed possible hazardous conditions on the Hose Tower building. A meeting was held on 9/8/98 with Assistant City Manager, Mayra Diaz-Buttacavoli, Public Works, and Asset Manager, Joe Damien to review the needs for Fire Station #2. Information was requested to be forwarded to Property Management that included space needs for Fire Administration and Support Services and estimated interior renovation cost for the main building from the Master Plan contract. Also requested was the programming of the remaining functions in the building to develop a space plan so that cost estimates for the building could be provided. The programmed functions that will remain in Firehouse 2 are dependent on those functions that can be relocated to Old City Hall. Because of the historical status of the building, existing space constraints, and limited funding, possibilities include relocating the Fire Administration and Inspection Bureau to the Old City Hall Building to provide more space for the Stations operation, are being reviewed. Upon a finalized and approved relocation plan, Station 2 improvements can be finalized and estimated and a time line established. Due to the recent inspection of the Hose Tower by the Building Department and the determination that the Hose Tower is an unsafe structure, Property Management has retained the services ofE.N. Beauchamp and Associates to provide Architectural and Engineering reports to determine if the structure can be saved and repaired or if demolition and replacement is required. A site meeting was held with the Architect and Structural Engineer and a scope of work has been developed. This work will include all repair work necessary for the Hose Tower and will include the historic renovation required for the 1936 building. Property Management has pressure cleaned the Hose Tower to remove any loose materials that may present a hazard from falling debris and has painted the structure with rust inhibitor paint to reduce any additional corrosion to exposed steel until the contracted Architectural/Engineering firm finalizes construction bid documents. The construction documents are expected to be completed in early November. Construction is expected to begin in December. Funding is in place for this project. Property Management is currently painting the exterior of Fire Station #2 building and the Maintenance Facility Building. Property Management has also replaced the roof on the main building with a 20 year warranty roofing system and has replaced all 11 NC condensing units for the Station over the past three years. Additionally, Property Management has completely painted the interior of the Station in the last two years and has implemented the services of the City's Janitorial Services Contractor to provide cleaning and restocking services for the facility. FIRE STATION # 3 Specifications are complete for the replacement ofthe roof on Station No.3. A new 20-year warranty roofing system will be required for the building. A roof survey and an asbestos report have been completed; the findings of which will be included in the specifications for bid on the roofing system. Construction bids will be sought once funding for this project has been identified. Budget has no funding currently in place for this project. New windows for the facility with built-in hurricane shutters were installed in the past two years. Interior refinishing and painting will be scheduled after the roof replacement work is completed to address any water damaged areas. Property Management has developed plans, obtained permits, and is currently building a unisex, ADA bathroom on the ground level and handicap accessible ramps for the building to comply with ADA requirements. Work on this project was scheduled to be completed prior to December 31, 1998 as outlined in the ADA settlement agreement. The actual completion date for this work is estimated at 11/1/98. FIRE STATION # 1 Inspections ofthe hurricane shutters have been completed and needed repairs were made. Property Management developed plans, obtained permits, and has completed construction on a new unisex, ADA bathroom on the ground level ofthe facility to comply with ADA requirements. The work on this project was completed well ahead of the December 31, 1998, deadline as outlined in the ADA settlement agreement. ----------------------------------------------- In addition to scheduled projects, Property Management has logged over 950 responses to the 4 Fire Stations, to provide for maintenance and preventive maintenance items, totaling over $115,000.00, in the past 18 months. The Fire Department's budget includes funding for the purchase of furniture for the four (4) Fire Stations in 1998-99. The Fire Department has prepared a requisition for the required furnishings at Stations 1 and 3. The Fire Chief does not recommend proceeding with the purchasing of furniture for Stations 3 and 4, until such time that the capital improvements are completed.
