A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, URGING MIAMI-DADE COUNTY (THE "COUNTY")
TO: (1) ALLOCATE 50% OF FUNDS PROVIDED BY THE CITY OF MIAMI
BEACH TO THE COUNTY FOR THE CONSTRUCTION AND OPERATION OF
HOUSING FOR HOMELESS PERSONS AND DOMESTIC VIOLENCE
CENTERS, AND TO PROVIDE SERVICES TO INDIVIDUALS EXPERIENCING
HOMELESSNESS AND VICTIMS OF DOMESTIC VIOLENCE, TO HELP FUND
THE ACQUISITION OF FIXTURES, FURNITURE, AND EQUIPMENT (FF&E)
FOR,AND THE OPERATION OF, THE MIAMI CENTER FOR MENTAL HEALTH
AND RECOVERY, AND (2) ALLOCATE NOT LESS THAN 15% OF SUCH
FUNDS TOWARD PROVIDING THE CONSTRUCTION OF DOMESTIC
VIOLENCE CENTERS AND SERVICES FOR VICTIMS OF DOMESTIC
VIOLENCE.
WHEREAS, on January 26, 1993, Miami-Dade County(the "County")adopted Resolution
No. R-14-93, which (i)designated the City Center Redevelopment Area ("City Center RDA")as a
"blighted area" under Part III of Chapter 163, Florida Statutes, and (ii) delegated certain
redevelopment powers to the City of Miami Beach, pursuant to Section 163.410, Florida Statutes,
to allow the City Commission, either directly or through the Miami Beach Redevelopment Agency
("RDA"), to exercise such powers for the redevelopment of the area; and
WHEREAS, on February 3, 1993, the City adopted Resolution No. 93-20709, establishing
the RDA and designating the City Commission as its members; and
WHEREAS, the City and County entered into the original Interlocal Cooperation
Agreement (the "RDA Interlocal Agreement") executed on November 16, 1993, which delegated
redevelopment powers to the City of Miami Beach, including but not limited to the establishment
and implementation of the City Center Redevelopment Plan; and
WHEREAS, the Mayor and City Commission recognize the urgent need to address
homelessness, support domestic violence victims, and provide mental health services for
individuals experiencing homelessness or suffering from substance use and mental health
disorders, particularly in light of ongoing housing and social service challenges in our community;
and
WHEREAS, the Miami Center for Mental Health and Recovery (the "Miami Center") is a
critical, state-of-the-art facility that will provide integrated services for individuals battling mental
health and substance use disorders, offering therapeutic programs, medical care, mental health
counseling, rehabilitation services, and recovery support; and
WHEREAS, addressing homelessness often involves a complex interplay of housing,
health, and social services, with a significant number of homeless individuals also grappling with
mental health and substance abuse challenges; and
WHEREAS,the City of Miami Beach is committed to supporting the creation and operation
of housing for homeless persons and domestic violence centers and to ensuring that vital mental
health and recovery services are available to those who need them most, including allocating
financial support for the continued operation of the Miami Center, which is expected to play a
central role in this regional effort; and
WHEREAS, the City of Miami Beach and the Miami Beach Redevelopment Agency
("RDA") are actively involved in supporting the County's efforts to fund and support these critical
services, including through the allocation of funds generated by the City's contributions as part of
the RDA Interlocal Agreement; and
WHEREAS, the Sixth Amendment to the RDA Interlocal Agreement, adopted by the
County on November 6, 2024 and by the City Commission and the RDA on November 14, 2024,
provides for the allocation of $10,000,000 in surplus RDA funds to support the construction and
operation of housing for homeless persons and domestic violence centers, and the provision of
services for individuals experiencing homelessness and victims of domestic violence (the "Public
Purpose"); and
WHEREAS, in addition to the approval of the Sixth Amendment which includes a specific
allocation of $10,000,000 the Mayor and City Commission directed the City Manager and City
Attorney to negotiate a new interlocal agreement (the "Bed Tax Interlocal Agreement") between
the City and County, effective for a thirteen-year term beginning on October 1, 2027, to allocate
to the County the four percent(4%) Resort Bed Tax revenue generated from room nights sold at
the Miami Beach Convention Center Headquarter Hotel, or an amount equivalent thereto from
other available Resort Bed Tax funding sources (the "City Contribution"), to fund the Public
Purpose; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach desire to urge the
County to earmark 50% of the funds provided by the City to the County for the Public Purpose to
help fund the acquisition of fixtures, furnishings and equipment (FF&E)for, and the operation of,
the Miami Center and that no less than 15% of such funds be allocated to the construction of
domestic violence centers and services for victims of domestic violence.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge Miami-Dade County (the "County") to: (1) allocate 50% of funds
provided by the City of Miami Beach to the County for the construction and operation of housing
for homeless persons and domestic violence centers, and to provide services to individuals
experiencing homelessness and victims of domestic violence, to help fund the acquisition of
fixtures, furniture, and equipment (FF&E) for, and the operation of, the Miami Center for Mental
Health and Recovery, and (2) allocate not less than 15% of such funds toward providing the
construction of domestic violence centers and services for victims of domestic violence.

TITLE: DISCUSS/TAKE ACTION: EARMARK FUNDS FOR THE OPERATION OF THE
MIAMI CENTER FOR MENTAL HEALTH AND RECOVERY.
RECOMMENDATION
BACKGROUND/HISTORY
At the November 14, 2024 Special Meeting of the Mayor and City Commission, the City
Commission will discuss the allocation of funds to Miami-Dade County for the purpose of
supporting homelessness services and domestic violence programs. Many individuals
experiencing homelessness are also experiencing mental health conditions. Accordingly, as part
of the regional effort to combat homelessness, it is vital to invest in mental health services.
The Miami Center for Mental Health and Recovery (the "Miami Center"), which is expected to
open in the near future, is a critical resource that will serve individuals struggling with mental
health and substance use disorders.The Miami Center is a comprehensive, state-of-the-art facility
that will provide integrated services for individuals battling mental health challenges, substance
abuse, and co-occurring disorders. It will offer a wide range of therapeutic programs, medical
care, mental health counseling, rehabilitation services, and recovery support to help individuals
regain their stability and independence.
By earmarking a portion of the funds to be provided to Miami-Dade County under the proposals
currently under consideration, we can directly support the continued operation of this vital facility,
ensuring that its services remain available to those who need them most.
DISCUSSION:
I would like my colleagues to discuss the inclusion in the proposal that is selected by the Mayor
and City Commission that not less than 50% of any funds allocated to Miami-Dade County under
the proposals being considered at the November 14, 2024 Special Meeting be specifically
earmarked to help fund the ongoing operation of the Miami Center for Mental Health and Recovery
and the remaining 50% to be specifically earmarked to such other organizations that provide
services to individuals experiences homelessness or vicitims of domestic violence as the City
Commission shall specify.
