A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
(AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY
APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS
DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY
AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE
FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION
WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS:
1) FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION,
COASTAL PARTNERSHIP INITIATIVE, IN THE APPROXIMATE
AMOUNT OF $20,000; 2) U.S. CONFERENCE OF MAYORS,
CHILDHOOD OBESITY PREVENTION/ENVIRONMENTAL HEALTH
AND SUSTAINABILITY AWARDS, IN THE APPROXIMATE AMOUNT OF
$175,000; 3) LEARY FIREFIGHTERS FOUNDATION, JEREMIAH LUCEY
GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF$20,000; AND
4) U.S. HOUSE OF REPRESENTATIVES THROUGH NATIONAL
OCEANIC AND ATMOSPHERIC ADMINISTATION (NOAA),
CONGRESSIONALLY-DIRECTED GRANT FOR COMMUNITY
PROJECTS, IN THE APPROXIMATE AMOUNT OF $963,000.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $20,000 from Florida Department of Environmental Protection,
Coastal Partnership Initiative, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $175,000 from U.S. Conference of Mayors, Childhood Obesity
Prevention/Environmental Sustainability Awards, the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $20,000 from Leary Firefighters Foundation, Jeremiah Lucey
Grant Program, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $963,000 from U.S. House of Representatives through National
Oceanic and Atmospheric Administration (NOAA), Congressionally-Directed Grant for
Community Projects, the details of which are set forth in the Commission Memorandum
accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or his designee, to apply for, and accept
funding, execute any and all documents or agreements, and appropriate funding received
by the City of Miami Beach in connection with following grants, programs, and
agreements: 1) Florida Department of Environmental Protection, Coastal Partnership
Initiative, in the approximate amount Of $20,000; 2) U.S. Conference of Mayors,
Childhood Obesity Prevention/Environmental Health and Sustainability Awards, in the
approximate amount of $175,000; 3) Leary Firefighters Foundation, Jeremiah Lucey
Grant Program, in the approximate amount of $20,000; and 4) U.S. House Of
Representatives through National Oceanic and Atmospheric Administration (NOAA),
Congressionally-Directed Grant for Community Projects, in the Approximate Amount Of
$963,000.

Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1. Florida Department of Environmental Protection, Coastal Partnership Initiative, in the
approximate amount of$20,000 for Beach Dune Habitat Restoration and Enhancement.
Through the Coastal Partnership Initiative (CPI), the Florida Coastal Management Program
(FCMP) makes federal - specifically, the National Oceanic and Atmospheric Administration
(NOAA) - funds available on a competitive basis to Florida's 35 coastal counties and all
municipalities. The CPI was developed to promote the protection and effective management of
Florida's coastal resources.
The City administration is applying for grant funding in the approximate amount of$20,000 for a
beach dune restoration and enhancement project that will replant areas of the dune system that
have been impacted by trespassers or natural events.The project will increase resilience, provide
storm surge protection to upland properties, resist sea level rise damage, and reduce beach
erosion.The City is providing matching funds in the approximate amount of$20,000 from account

2. U.S. Conference of Mayors, Childhood Obesity Prevention/Environmental Sustainability
Awards, in the approximate amount of$175,000 for Travel Soccer Program.
The Childhood Obesity Prevention/Environmental Health and Sustainability Awards is a
partnership between The United States Conference of Mayors and the American Beverage
Association for a Healthy America (ABFHA). The Awards grant cities across the country funding
to support programs that aim to improve the health and wellness of the nation's children, families,
neighborhoods, and cities.
The City administration is applying for grant funding in the approximate amount of $175,000 for
the Parks and Recreation Department's Travel Soccer Program. Grant funds would supplement
the cost of financial aid assistance and coaching salaries for the 2025 season. The City is eligible
for a Medium City Award, which can range between $15,000 and $175,000. No matching funds
are required.
3. Leary Firefighters Foundation, Jeremiah Lucey Grant Program, in the approximate amount of
$20, 000 for Evacuation Stair Chairs.
The Leary Firefighters Foundation was established in 2000 by actor Denis Leary in response to
a tragic fire in Worcester, Massachusetts that claimed the lives of his cousin, a childhood friend,
and four other brave firefighters. Through the Jeremiah Lucey Grant Program, the Leary
Firefighters Foundation considers grant requests for training, equipment, and technology for fire
departments.
The City administration is applying for grant funding in the approximate amount of$20,000 for the
evacuation stair chairs. This is critical equipment for evacuating elderly, disabled, pregnant, or
injured persons from high-rise buildings. No matching funds are required.
4. U.S. House of Representatives through National Oceanic and Atmospheric Administration
(NOAA), Congressionally-Directed Grant for Community Proiects, in the approximate amount of
$963,000 for North Beach Seawalls and Living Shorelines.
Every year, Congress is responsible for allocating funding for offices, programs and grants
administered by the federal government. In 2023, the City of Miami Beach submitted an
appropriations request through Congresswoman Frederica Wilson's office, for FY 2024
Community Project funding. The City has been notified that funding in the amount of $963,000
has been approved and will be granted through National Oceanic and Atmospheric Administration
(NOM).
The City administration is accepting congressional appropriation funding in the approximate
amount of $963,000 for a North Beach seawall and living shoreline neighborhood resilience
project to take place at the following three locations: 1) Park View Island Canal; 2) Bayside Lane;
3) 6860 Indian Creek Drive. The funds will be used for the design phase, which will cover some
of the cost of consulting services. No matching funds are required.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.
