A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE SECOND
AMENDMENT TO THE CAPITAL BUDGET FOR FISCAL YEAR 2025 AS
SET FORTH IN ATTACHMENTS A, "PROJECTS"; B, "SOURCE OF
FUNDS"; AND C "PROGRAMS."
WHEREAS, on September 25, 2024, the final Capital Improvement Plan (GIP) for
Fiscal Years (FY) 2025 — 2029 and the final Capital Budget for FY 2025 was adopted via
Resolution No. 2024-33297; and
WHEREAS, on October 30, 2024, the First Amendment to the Capital Budget for
FY 2025 was adopted via Resolution No. 2024-33348; and
WHEREAS, it is recommended by the Administration that the FY 2025 Capital
Budget be amended to increase appropriations by $2,640,000.00 and re -align $54,978.00
between existing projects as highlighted in Attachments A, "Projects"; B, "Source of
Funds"; and C, "Programs."
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that following a duly noticed
public hearing on December 11, 2024, the Mayor and City Commission hereby adopt the
Second Amendment to the Capital Budget for FY 2025 as set forth in Attachments A,
"Projects"; B, "Source of Funds"; and C, "Programs."
PASSED AND ADOPTED this 1116 day of December 2024.

TITLE: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ADOPTING THE SECOND AMENDMENT TO THE
CAPITAL BUDGET FOR FISCAL YEAR 2025 AS SET FORTH IN ATTACHMENTS
A, "PROJECTS"; B, "SOURCE OF FUNDS"; AND C "PROGRAMS."
The Administration recommends that the City Commission adopt the attached Resolution.
Planning for capital improvements is an ongoing process; as needs change within the City of
Miami Beach (the "City"), capital programs and prionfies must be adjusted accordingly. The
Capital Improvement Plan ("CIP") serves as the primarypolicy and planning tool for systematically
identifying, prioritizing, and assigning funds to critical City capital improvement projects.
The City's CIP and Capital Budget development process begins in the winter when all
departments are asked to prepare updates and requests on their department's ongoing and new
proposed capital projects. Individual departments prepare submittals identifying potential funding
sources and requesting commitment of funds for their respective projects.
The CIP is updated annually and submitted to the City Commission for adoption. The Fiscal Years
("FY") 2025 — 2029 CIP and FY 2025 Capital Budget was adopted on September 25, 2024 by
Resolution No. 2024-33297.
The First Amendment to the FY 2025 Capital Budget was adopted on October 30, 2024 by
Resolution No. 2024-33348.
ANALYSIS
SECOND AMENDMENT TO THE FY 2025 CAPITAL BUDGET
The proposed Second Amendment to the FY 2025 Capital Budget reflects an overall increase of
$2,640,000.00 and a re -alignment of $54,978.00 for the following capital projects;
1. Collins Park Rotunda -Panels (#25823124324—ACGO#19 Collins Park Rotunda):
This project initially included the renovation of the Collins Park Rotunda as a
performing arts venue. The scope has been extended to include the structural work
and waterproofing repairs needed based on concerns expressed by the project's
consultant.

The Collins Park Performing Arts Rotunda has sand cast panels on its fagade that now
require significant repairs due to prolonged exposure to ocean -side elements for the
last 62 years. Over the decades, these panels have deteriorated extensively, leading
the consulting engineer to express serious concems regarding the potential risk of
panel dislodgement from the building's exterior.
Recent assessments have highlighted multiple issues:
• Gaps between the exterior walls and the sand cast panels were identified along
the building perimeter.
• Water infiltration at the perimeter was noted, especially following heavy rainfall.
• Structural issues with the panels and their connections to the building were
identified, including cracking, spelling, and corrosion of the anchors.
To address these issues and ensure long -tern structural stability, it is necessary to:
• Remove all 162 panels from the building fatiade.
• Replace existing connectors with new stainless -steel anchors.
• Repair the damaged panels, as wait as concrete walls and coiumnstbeams.
• Apply appropriate waterproofing to the exterior masonry surfaces.
Based on the contractors preliminary estimate, an additional $2,640,000 is required
to complete these repairs. This budget covers construction costs, permitting,
professional service fees, contingency, and internal project management expenses,
ensuring all necessary steps are taken to preserve the Rotunda's structural integrity
and historical significance.
Funding for this proposed amendment would come from available accrued interest
income within the 2023 General Obligation Bonds for Arts and Culture (Fund 395).

2. Miami Beach Rowing Club Exterior Painting and Waterproofing (New Project):
This project includes the painting and waterproofing of the Miami Beach Rowing Club
exterior. The scope includes the main building, hanger, all railings on both floors, and
exterior doors. The Facilities 8 Fleet Management department seeks to proceed with
this project in the current fiscal year to extend the building's lifespan, protect its
structural integrity, and enhance its appearance.
Funding for this proposed ame,ndnient would come from North Beach Quality of Life
Funds (Fund 307) previously appropriated to the Shane Rowing Center Surface Lot
Renovation project (#66725), which is anticipated to be completed with savings.
